Improving the quality of Indonesia's coffee exports has been a priority of government and the Association of Indonesian Coffee Exporters for some years. Efforts to achieve this objective have, however, been hampered by misconceptions about the reasons why coffee producers and traders at each point in the marketing network do not deliver a higher quality product. The research reported here shows that price premia for higher quality coffee are not large enough to encourage greater quality enhancement. The world market for low to medium grades, used in the production of instant coffee, is much larger than that for high-quality coffee, and this preference is transmitted in the form of low incentives to improve the product. Failure to understand this has led to government policies which at best do not solve the quality problem and at worst exacerbate it. 相似文献

Australia has introduced legislation that is aimed at preventing a person from entering into agreements or conducting transactions with the intention of defeating the recovery of employee entitlements. It is essentially aimed at directors and their behaviour in the pre‐appointment period. This paper discusses the history leading up to such a legislative move and the likely benign impact now that the Corporations Act in Australia prohibits such behaviour. This commentary is a revised version of a speech that was delivered by the Honorable Thomas Harris to the Thunderbird community at the Glendale campus on February 6, 2001. Although the speech was delivered in 2001, its attendant concerns and arguments endure and are germane in today's global business considerations. Ambassador Harris is presently Her Majesty's Consul General and Director General of British Trade and Investment in the United States. Following his graduation from Cambridge University, Ambassador Harris joined the Board of Trade in 1966, and subsequently the British Diplomatic Service. His diplomatic career included stints in Tokyo, Washington, and Lagos. He has also held various appointments in the Foreign and Commonwealth Office. His most recent overseas posting was as British Ambassador to Korea between 1993 and 1997. He was later appointed Director General for Export Promotion in the Department of Trade and Investments (now known as British Trade International), before taking on his present assignments in New York. As Director General of British Trade and Investment, he has overall responsibility for the promotion of British trade throughout the U.S. and for securing investment by U.S. firms in the United Kingdom. The Ramsey model of fiscal policy implies that taxes should be smooth in the sense of having small variances. In contrast, empirical labour tax processes are smooth in the sense of being random walks; they provide prima facie evidence for incomplete government insurance. This paper considers whether private government information might lie behind such incomplete insurance. It shows that optimal incentive compatible policies exhibit limited use of state contingent debt and greater persistence in taxes and debt, and it argues that they are better approximations to empirical fiscal policies than those implied by the Ramsey model. The paper also establishes that optimal incentive compatible allocations converge to allocations such that the government's incentive compatibility constraint no longer binds. Generally, these limiting allocations are ones in which the government is maximally indebted. Their credibility and the interaction of incentive compatibility and credibility is briefly discussed. 相似文献

Scarf (Int. Econ. Rev. 1 (1960) 157) proposed a model of dynamic adjustment in which the standard tatonnement price adjustment process orbits around, rather than converges to, the competitive equilibrium. Hirota (Int. Econ. Rev. 22 (1981) 461) characterized the price paths. We explore the predictions of Scarf's model in a non-tatonnement experimental double auction. The average transaction prices in each period do follow the path predicted by the Scarf and Hirota models. When the model predicts convergence the data converge; when the model predicts orbits, the data orbit in the direction predicted by the model. Moreover, we observe a weak tendency for prices within a period to follow the path predicted by the model. 相似文献
