Petty corruption     
This paper analyzes a petty corruption model in which the entrepreneur’s type is drawn from an absolutely continuous probability distribution function F over [0, 1], and perfect Bayesian equilibrium is adopted as the solution concept for a one-stage game. In the one-stage game, if there is more than one bureaucrat, no project is approved with a strictly positive probability. For an infinitely repeated game, I show that the single window policy strictly increases the social benefits in a socially optimal equilibrium. Contrary to the argument that radical innovation is only compatible with institutional arrangements characteristic of liberal market economies, this paper shows how state-led economies successfully organize their innovation systems to promote radical innovation with a comparative analysis of two dirigiste states, France and Korea. The authors further analyse how government policies under similar institutional arrangements drive different trajectories of radical innovation, as illustrated by their relative competitiveness in the ICT sector. The two dirigiste economies have undergone substantial institutional changes adapting to globalization but sustained state initiatives in coordinating their relationship-based innovation systems, reinforcing the cooperation among the state, academia and industry.  相似文献

Full participation in the work force continues to be an elusive goal for disabled individuals. One common explanation for this state of affairs is that employers tend to have negative attitudes about what the handicapped have to offer as employees and what is required to integrate them into the work force. Unfortunately, relatively little recent data is available about such attitudes. Thus, a survey of Fortune 500 companies was conducted to examine employers' attitudes toward the disabled. Employers' hiring and accommodation practices were also examined. Results were encouraging for the handicapped in some areas (e.g., performance perceptions) and a cause for concern in others (e.g., the perceived cost of making workplace accommodations). Level of exposure to the handicapped was also related to attitudes and practices. Limitations, research directions, and implications for corporations are discussed.  相似文献

In this article we take further the debate on the ethics of competitive intelligence gathering, which until now has been very limited. Drawing on empirical research from a mobile telephone company in the United Kingdom, we present the case that while mystery shopping is not the worst activity in which an organization might be involved, it is basically unethical. Mystery shopping involves deception and the obtaining of competitive information under false pretences. Common arguments are that 'everyone is doing it' and that the information is in the public domain. Neither of these points convincingly justifies the requirement for an employer to ask an employee to lie and deceive others on behalf of the company. The use of students and those in low power positions in the organization is a further concern.  相似文献

What are the nexuses between corruption, bribery, and wait times in the public allocation of goods in developing countries? This question has received scant attention in the literature. Consequently, we use queuing theory to analyze models in which a good is allocated publicly, first in a non‐preemptive corruption regime and then in a preemptive corruption regime. Specifically, for both regimes, we calculate wait times for citizens who pay bribes and for those who do not. Second, we use these wait times to show that bribery is profitable for citizens with a high opportunity cost of time. Third, we show that high and low opportunity cost of time citizens will have dissimilar preferences as far as the corruption regime is concerned. Finally, we conclude with some across‐citizens and across‐corruption regimes observations about the value of preemption, the benefit from bribery, and a measure of resource misallocation in the economy.  相似文献

Although globalisation is not a recent phenomenon, it is the trend toward trade liberalisation that poses the greatest threat to small countries. The paramount question is how can small states buffeted by the forces of trade liberalisation attract foreign investment while protecting their populations from the foreign control of land. Using St. Lucia as a case study, this paper reviews the existing land tenure system, examines the force of current legislative, fiscal and land use policy instruments used to limit foreign control of land, and presents alternatives for curtailing the potentially negative effect of trade liberalisation on the foreign control of land.  相似文献

Rural tourism has been widely acknowledged for its effectiveness in contributing to rural areas’ development. With strong government support, rural tourism has developed in many countries during the last several decades. This study aims to improve the understanding regarding tourism in Korean rural areas using a segmentation approach. The responses of 442 tourists in 23 rural villages were analyzed. Four segments of tourists were identified based on the different benefits they sought for their vacation in rural establishments. The estimation of a multinomial logit model determined the socio‐demographic characteristics and the preferred accommodations of a rural tourist. This paper assesses the relative value attached by Polish local authorities to the development of motorways, as opposed to other national roads. It presents the findings of a survey, (the first of its kind) designed to record attitudes to these plans (which have changed with each successive government). The results are analysed in light of the on-going debate about environmental/economic development issues, polarised also along party lines. Previous analysis of media debate is re-visited. The degree of collaboration between gminas and the Ministry of Transport is explored, but found to be limited. The priorities of most local authorities are local economic development, and the quantity and quality of non-motorway roads are seen at least as important as the construction of new motorways.  相似文献
