国务院总理温家宝表示,要进一步拓宽民间资本投资领域,鼓励民企参与到国企改制重组中来. 新华社援引温家宝在国务院常务会议上表示,将深化传统垄断行业和领域改革开放,规范投资准人门槛设置,明确界定政府投资范围,调整国有经济布局和结构,以进一步解决民间投资准人难的问题.     

Application of EMSs in a hotel context: A case study

In the last decade, hotel companies have become increasingly interested in the application of environmental management systems (EMSs). However, research on the effectiveness of EMSs in the hotel industry has been sparse. This study aims to address this research gap by exploring and evaluating the application of EMSs in a hotel context. Various approaches to EMSs are identified in the literature on environmental management and EMSs, including six core EMS elements specific to the hotel industry context. To develop a rich and deep understanding of the application of EMSs in the hotel industry, a qualitative case study was conducted in which data were collected from three levels of employees, executive, supervisory and general, from an international hotel. A series of in-depth, semi-structured interviews were conducted and relevant documents were collected for analysis. Four influential factors were identified in the formation stage of the hotel's EMS: (1) Corporate governance, (2) Piloting activities, (3) Initial gap analysis and (4) Partnership with external consultancy. It was also found that the six elements identified in the environmental management literature play important roles in the implementation of EMS in this case. In addition, although EMSs can help promote a bottom-up approach to change, a top-down approach to implementing EMSs was more suitable for a hotel with a predominantly Chinese workforce, due to cultural issues. This study identified a number of factors specifically related to EMSs to complement mainstream environmental management research.     

An Evaluation of the Hong Kong Employees Retraining Programme

The Employees Retraining Programme, launched by the Hong Kong government in 1993, was promoted as the solution to structural unemployment resulting fromrapid structural transformation of the economy. However, our study of the labourmarket performance of a group of trainees who received training in 1994/5 showsno evidence of any positive effect on the earnings or employment rate of trainees one year after the completion of training in relation to various comparison groups. The apparent lack of success can be traced to low target efficiency and distorted incentives that result in over-utilization of retraining resources.     

THE IMPACT OF FEATURE SELECTION: A DATA‐MINING APPLICATION IN DIRECT MARKETING

The capability of identifying customers who are more likely to respond to a product is an important issue in direct marketing. This paper investigates the impact of feature selection on predictive models which predict reordering demand of small and medium‐sized enterprise customers in a large online job‐advertising company. Three well‐known feature subset selection techniques in data mining, namely correlation‐based feature selection (CFS), subset consistency (SC) and symmetrical uncertainty (SU), are applied in this study. The results show that the predictive models using SU outperform those without feature selection and those with the CFS and SC feature subset evaluators. This study has examined and demonstrated the significance of applying the feature‐selection approach to enhance the accuracy of predictive modelling in a direct‐marketing context. MF模型的逻辑推演与引申

在新开放经济体宏观经济学迅速发展的今天,MF模型作为国际经济学的经典主力模型之一,在理论和现实意义上仍具有很强的生命力.一个完整的MF模型须分别讨论在固定汇率制和浮动汇率制下,货币政策和财政政策在完全资本管制、较低和较高的资本流动性以及完全资本流动性等多种情形下的效果,一共需16个图形来诠释该模型,因情形众多常易引起混淆.本文试将该模型的基本方程略加改动,从而能根据方程各主要变量的内在逻辑关系来判定16种情形下各政策的冲击效应及动态过程,大大方便了对该模型的正确理解和掌握.通过对模型中货币方程的简单引申,我们可以方便地将之运用于分析近几年中国货币供给形势的成因及各种对冲手段的效果.     

青岛地铁富水砂层段水平旋喷桩技术的应用

青岛地铁河~保区间有一段隧道处于富水砂层中,自稳能力较差,容易造成隧道突水、涌水和坍塌情况。通过施加水平旋喷桩,对地层进行改良,克服富水砂层自稳能力差的弱点。本文重点阐述了水平旋喷桩的加固原理、工艺及加固效果,为类似工程提供经验,对富水砂层中隧道的开挖具有一定的指导意义。     

全过程跟踪审计过程中的造价控制实务技能研究

笔者依据多年从事工程造价以及预结算审计工作的经验,对内部审计人员如何对造价咨询单位编制工程量清单及招投标阶段、施工跟踪审计阶段、结算阶段的造价控制过程中碰到的造价控制问题结合实务提出一些解决方案,和审计人员共享。     

Midpoint method and accuracy of variability forecasting

This study develops an alternative variability forecasting method, the midpoint method. This method, along with the interval computing and OLS lower and upper bound methods in the literature, is applied to predict variability in the stock market and mortgage rates. Results suggest that both the midpoint and interval computing methods can generate significantly higher accuracy in variability forecasts than the OLS lower and upper bound method. Nonetheless, the midpoint method requires less asymmetric distribution of input data than the interval computing.
