Tourism demand patterns in turbulent times: analysing Welsh accommodation occupancy data for 1998–2001

Different events in 2001, most notably an outbreak of foot and mouth disease and the 11 September terrorist attacks in the USA, caused many tourist businesses in the UK to experience significant changes in demand volumes. This paper examines the occupancy performance of serviced accommodation establishments in Wales from 1998 to 2001 and focuses especially on the changes in demand patterns in 2001. The approach is based on a combination of principal components and cluster analysis. The results are used to group establishments with similar performance profiles. Detailed conclusions are drawn about the temporal and spatial shifts in demand in 2001. ‘Winners’ and ‘losers’ are identified and several concrete implications for marketing and development policies are discussed. Bank capital requirements and mandatory deferral of compensation

We analyze the interplay of capital requirements and mandatory deferral of compensation in reducing banks’ risk taking incentives. Two heterogenous banks fund uncorrelated projects with fully diversifiable risk or correlated projects with systematic risk. One of both banks can identify project types and is superior at managing risks. If projects are in abundant supply, full mandatory deferral of compensation is optimal as it allows a larger banking sector without increasing the default risk. With limited supply of projects, deferred compensation may misallocate risky projects to the bank that is inferior at managing risks, so that early compensation may be optimal.     

The evolving role of organisational and personal networks in international market venturing

In a study of 1304 Australian manufacturing industry SMEs, we investigate the relationships among networking (i.e., inter-personal and inter-organisational networks), international market venturing (i.e., export intensity), and family ownership. We find evidence that (1) inter-personal networking and inter-organisational networking positively influence SME international market venturing, but this relationship is contingent on a time lag effect, and (2) family ownership negatively moderates the effect of inter-organisational networking on international market venturing. Implications for managerial practice and public policy are discussed.     

Water supply and sanitation in urban South Africa: Getting it right during the transition and beyond

Water and sanitation institutions face major challenges to extend services to those who do not yet receive them, while maintaining financial viability and sustainability, and safeguarding the environment. Meeting these challenges effectively will require that institutions are rationalised; that sensible minimum standards for levels of service and appropriate goals for levels of service are established; that sound investment programmes are set up; that rational tariff policies are implemented; that capital finance is raised effectively; that institutional capacity is developed and the customer interface transformed; that appropriate legislation and methods of monitoring performance are developed; and that compromises on environmental issues are based on well‐informed analysis. Policy proposals in these key areas are put forward in this article to stimulate debate and to guide institutional transformation during the transition and in the longer term.     

Exchange market intervention and the US dollar

In the past years central banks of major Western industrialised countries have repeatedly attempted to change the trend of the US-Dollar rate by means of intervention in the foreign exchange markets. Our authors analyse the objectives, effects and chances of success of such exchange market interventions.     

Auditor liability rules under imperfect information and costly litigation: the welfare-increasing effect of liability insurance

This paper examines auditor liability rules under imperfect information, costly litigation and risk-averse auditors. A negligence rule fails in such a setting, because in equilibrium auditors will deviate with positive probability from any given standard. It is shown that strict liability outperforms negligence with respect to risk allocation and the probability that a desired level of care is met by the auditor if competitive liability insurance markets exist. Furthermore, our model explains the existence of insurance contracts containing obligations a type of contract often observed in liability insurance markets.     

Competing,collaborating or controlling? Comparing benchmarking in European local government

The way that local authorities in OECD countries compare and benchmark their performance varies widely. This paper explains some of the reasons behind the variations. The current local government benchmarking schemes in Europe— their governance, coverage and impact—largely depend on the institutional characteristics of the respective administrative and local government systems (in other words, the starting conditions). There are signs that, as a result of the fiscal crisis in Europe and need to cut public sector costs, many countries (but not England and Wales) are leaning towards compulsory large-scale benchmarking projects.
