Public field-afforestation schemes have been designed and widely implemented as a measure to alleviate uneven distribution, generate economic growth in rural areas and maintain or improve natural resources. The literature on forest management and planning has improved land-related information systems, allowing policy-makers to design and implement future policies on the allocation of forestland uses, and to forecast the land requirements of the target population more closely. The aim of this article is to empirically examine and validate the temporal and spatial land use changes and the socioeconomic effects linked to field-afforestation on private lands in the province of Lugo (Galicia, Northern Spain) at the municipal, parish and individual farm holding levels. Two main top-down field-afforestation programmes are reviewed in the study area: the national programme of public afforestations started with the implementation of Ley de Patrimonio Forestal del Estado (National Forest Estate Act; NFE) from 1941 to 2000, and the European aid scheme for forestry measures established under European Council Regulation No. 2080/1992 from 1993 to 1997. The results of a survey, targeted at 1355 farmers and conducted through questionnaires in the province of Lugo in 2004, complete the analysis of public intervention in forest management. The results indicate that the specific social, economic and environmental context of an agricultural and forestry area involves a differential heritage of land customs that determines a differential response model to forest programmes of land allocation and planning. Therefore, this must not be underestimated by the quantitative or qualitative general objectives of large-scale policies.  相似文献

Using annual data from Friedman and Schwartz (1982), Hendry and Ericsson (1991a) developed an empirical model of the demand for broad money in the United Kingdom over 1878–1975. We update that model over 1976–1993, accounting for changed data definitions and clarifying the concept of constancy. With appropriate measures of opportunity cost and credit deregulation, the model's parameters are empirically constant over the extended sample, which was economically turbulent. Policy implications follow for parameter nonconstancy and predictive failure, causation between money and prices, monetary targeting, deregulation and financial innovation, and the effect of policy on economic agents' behavior.  相似文献

Assuming a two-period model with endogenous choices of labour, education, and saving, it is shown to be second-best efficient to deviate from Ramsey's Rule and to distort qualified labour less than nonqualified labour. Furthermore, if the earnings function displays constant elasticity, the choice of education should not be distorted. With the necessary qualifications the results extend to the case when taxpayers are heterogeneous and when the planner trades off efficiency against equity.  相似文献

We consider a three-location duopoly model such that (i) firms choose production and innovation locations before (Bertrand) competition takes place and (ii) there are internal and external knowledge spillovers. We show: (1) agglomerations where firms earn negative profits may exist when there are both external and internal knowledge spillovers; (2) greater external spillovers do not necessarily favor agglomeration; (3) decreasing communication costs tend to favor agglomeration; (4) there are exactly two types of agglomeration equilibria: either both firms innovate in the agglomeration, or there is an innovator and an imitator; and (5) if there is a location where both firms produce, then innovation must take place in this location.  相似文献

This paper examines the course of the value of the paper money issued by the Republic of Texas in New Orleans, from 1837 to 1842, using a newly-constructed weekly time series of quotations, and focusing on the possibility of market manipulation. Specifically, during 1841, misleading information concerning a possible foreign loan reached New Orleans three different times. The first time, the information substantially raised the value of Texas Treasury Notes. The second time, the information raised the value, but to a lesser extent. In this paper, the results of a nation-wide survey of New Zealand sheep and beef farmers are presented. Multivariate statistical techniques are used to identify groups of farmers who differ in their risk management practices. Five groups are identified. They are labelled income risk reducers, capital managers, part-timers, debt and market risk managers, and production managers. These groups differ in their perceptions of risk sources and in some farm and farmer characteristics. Reasons for these differences are identified and discussed in the context of deregulation.  相似文献
