Home Care Providers in Queensland: Exploratory Data Analysis Using My Aged Care Platform

The My Aged Care website, established by the Australian Government, is the starting point for aged care consumers and carers to find information on aged care providers. Using information published on this platform, we compile a unique dataset of 588 approved home care providers in Queensland. This article presents a brief introduction to this dataset, including how they are extracted and what variables are available. We propose some current and future applications of this data with a focus on how it can contribute to evidence-based policymaking in Australia.     

An Extended Ricardian Model Incorporating a Consumption Time Constraint

This paper investigates the impact of incorporating a Gossenian?Beckerian consumption time constraint into a simple Ricardian model. It is shown that in such a model the consumption gain from trade is zero, the specialization gain can be negative and a small nation devotes less labor to production after trade.     

A taxonomic review of methods and tools applied in technology assessment

Technology Assessment (TA) has been a growing field of management study for the past four decades. An increasing number of studies have been carried out over the years contributing to the development of TA literature. Some of these studies summarized the history and growth of the field during its evolution. However, there has been no effort made to present an overview of the methods and tools that have been cited in TA literature. This paper attempts to fill that void. A thorough review of the TA articles published in leading journals in the management of technology field is conducted to identify the research methods or tools in those studies. The paper provides an introductory review of the use of technology assessment terminology during its development, which helps the readers avoid the confusion of the TA concept since its origination in public decision making forty years ago and where it is now — widely adopted in other sectors. A thorough presentation of the approaches, methods and tools that have been introduced or employed in both mainstream TA and “inverted TA” studies is then provided. The main content of the paper is related to the works published in leading international journals that involve certain research methods or techniques.     

Firm Efficiency in a Transitional Economy: Evidence from Vietnam

The paper examines efficiency performance of the non-state small and medium manufacturing industries in a transitional and developing economy. Using firm level data in Vietnam from 1996 and 2001, cross-sectional models are estimated using the stochastic frontier method. The results show a considerable variation in efficiency levels among firms and that a greater use of family labor and a metropolitan location are associated with improvement in technical efficiency. The results indicate few benefits from direct government financial and non-financial assistance to businesses.     

Practical Skills in International Business: Training Needs for Workforce Competence by Minnesota Companies

Companies doing business internationally face the competitive challenges of a constantly changing operational environment. Employees need to update their international knowledge, skills, and abilities (KSA) frequently by attending training programs. A survey of Minnesota firms indicate that almost all companies are willing to cover the time and cost of employees attending such programs, apparently believing that workforce development benefits both day‐to‐day operations and improves employee morale. The current specialization in educational (K) and training (SA) programs by academic and nonacademic providers largely meets the needs of students and of corporate workforce development, but company competitiveness overseas could be enhanced if international K and SA providers cooperated more closely in complementary programming.

The Spatial Integration of Paddy Markets in Vietnam

This paper examines whether there is spatial integration between and within paddy markets in the north and south of Vietnam. The empirical model developed uses estimates of transfer costs to generalise Ravallion's model of spatial market integration to allow for threshold effects. A sequential testing strategy is used to test for market segmentation, the number of thresholds, long‐run integration, informational efficiency and the Law of One Price within an error‐correction framework. We find neither threshold effects nor weak evidence of paddy market integration between northern and southern Vietnam. There is, however, evidence of both threshold effects and stronger market integration within the Red and Mekong River deltas. Whenever price spreads exceed their thresholds, at least 60% of price changes are transmitted between regional markets within a month. Nonetheless, the instantaneous version of the Law of One Price only holds for a few regimes and market pairs. These results suggest that national level policies cannot be relied upon to stabilise or support paddy prices in Vietnam. Instead, policies need to be designed with the specific production, consumption and marketing characteristics of northern and southern Vietnam in mind.     

The dynamics of phase farming in dryland salinity abatement

In Australia, soil salinisation has become a major concern. One way to deal with the problem is for farmers to plant trees or regenerate native bush. However, doing so raises several questions which involve optimal switching times, when switching involves a cost in the form of up-front investments. Optimality conditions are derived for the three-stage problem, and applied to dryland salinity control in Western Australia. Optimal management practices are found to be very sensitive to farmers' discount rates and to the speed at which the watertable rises or falls.     

New Asian Regionalism: Evidence on the Impact Ofthe Asean +3 Free Trade Agreement on Its Member Countries

The emergence of new Asian regionalisms such as ASEAN+3 (10 ASEAN countries plus China, Korea and Japan) and other bilateral, plurilateral and multilateral free trade agreements in recent years requires research into these important developments and their underlying fundamental trade-growth causation. Popular existing methodologies such as the CGE/GTAP, gravity theory and panel regression (Dollar and Kraay, 2004) may be inappropriate due to their limited scope, heavily calibrated structure, cross-section data or non-simultaneity features (see also other criticisms in Productivity Commission Report, 2003). The paper extends the gravity theory to time-series data and applies a new flexible modelling approach to construct a simultaneous-equation model of trade and growth for the ASEAN and the East Asia 3. Using data from the World Bank national accounts and CHELEM regional and international trade over the period 1968–2000, the paper then estimates the model by both standard (OLS and 2SLS) and improved Stein-like (2SHI) estimation methods to provide superior MSE impact estimates. Implications of the findings for ASEAN+3’s economic integration, trade policy and prospects for trade and welfare improvement for this important regional FTA will also be discussed.
