We examine a world in which policymakers' actions in a given country at a given time have long-lived effects on a common resource: the global environment. We consider the first best in which long-lived planners behave cooperatively, then examine the allocation of resources when there is non-cooperation across countries, across time, or both. Finally we analyze the dynamic behavior of the economy along balanced growth paths. It is found that while long-lived international institutions are necessary to internalize all externalities, cooperation at a point in time may be harmful to future generations.  相似文献

This paper assesses the potential of organisational culture as a means for improving ethics in organisations. Organisational culture is recognised as one determinant of how people behave, more or less ethically, in organisations. It is also incresingly understood as an attribute that management can and should influence to improve organisational performance. When things go wrong in organisations, managers look to the culture as both the source of problems and the basis for solutions. Two models of organisational culture and ethical behaviour are evaluated. They rest on different understandings of organisational culture and the processes by which ethics are enhanced. Firstly, the prevailing approach holds that creating a unitary cohesive culture around core moral values is the solution to enhancing ethical behaviour. Both the feasibility and desirability of this approach, in terms of ethical outcomes, is questioned. The second model queries the existence of organisational culture at all, arguing that organisations are nothing more than shifting coalitions of subcultures. In this second model, the very porousness of the subcultures provides a catalyst for the scrutiny and critique of norms and practices. Such diversity and debate is construed as potentially a better safeguard for ethical behaviour than the uniformity promised by the unitary, strong culture model.Dr. Amanda Sinclair is a Senior Lecturer in the Graduate School of Management. Policymakers are faced with the predicament of if and how they should respond to an unexpected and sudden downturn in tourism demand. In the past, they have made these decisions in the absence of research into the relative effectiveness of different responses. The downturn in the United States following September 11 is a particularly vivid example of tourism crisis. This paper analyzes the effects of this crisis using a computable general equilibrium model of the US and also examines potential and actual policy responses to the crisis. Sector-specific targeted subsidies and tax reductions are found to be the most efficient means of handling the situation.  相似文献

This paper reexamines the case for subsidizing employment. One superficially promising approach, based on the idea that government cofinancing of unemployment benefits could induce firms to lay off too many workers in bad times, turns out to be an unsatisfactory argument for employment subsidies when worker-firm contracts are optimal. But efficiency wage explanations for unemployment offer considerable scope for a revenue-neutral combination of a specific labour subsidy and ad valorem wage tax. When pitched low enough, unemployment must fall under a wide set of conditions.  相似文献
