Europe's innovation gap relative to the USA is often attributed to its industrial structure in which new firms do not play a significant role, especially in high-tech sectors. This view of a structural European Union (EU) innovation deficit is popular in European innovation policy discussions, but has received little or no thorough empirical investigation. This article aims to address this ‘evidence gap’. Using industrial R&D Scoreboard data from leading world innovators, we find that compared to the USA, the EU has fewer young firms among its leading innovators. Using a decomposition analysis, we show that having fewer young firms accounts for about one-third of the EU–US differential in R&D intensity, while 55% of the differential is due to the fact that young leading innovators in the EU are less R&D intensive than their US counterparts. Further analysis shows that this is almost entirely due to a different sectoral composition. We thus confirm that the EU–US private R&D gap is indeed mostly a structural issue.  相似文献

Using World Bank ICS 2000–2002 data from Brazilian manufacturing firms, this paper identifies innovation strategies of firms – in particular internal development (“technology make”) and external acquisition (“technology buy)” – and their effect on successful process and product innovations. It subsequently explores the importance of process and product innovations for firm growth. Successful process and product innovations occur mostly through “technology buy” (mostly through the purchase of machinery and equipment), either alone or in combination with a “technology make” strategy. The option of only relying on internal development is less successful. The results on firm growth indicate that innovative performance is an important driver for firm growth. It is particularly the combination of product and process innovations that significantly improves firm growth. Both innovation and growth performance are supported by access to finance. Skills of workforce and management matter, but not necessarily tertiary education levels. The impact of international linkages on innovative and growth performance is mixed.  相似文献

The recent increase in the rate of commercialization of intellectualproperty at US and European universities has important performanceand policy implications. We review recent studies of the antecedentsand consequences of these activities and then draw some lessonslearned for policy-makers. This paper develops a model of strategic interaction in R&D internationalization decisions between two multinational firms, competing both abroad and in their home markets. It examines different incentives for foreign R&D faced by a technology leader and a technology laggard. The model takes into account the impact of local inter firm R&D spillovers, (noncostless) international intra firm transfer of knowledge, and the notion that internal R&D increases the effectiveness of incoming spillovers. Analytical results suggest that greater efficiency of intra firm transfers and greater R&D spillovers increase the attractiveness of domestic R&D for the technology leader if the technology gap with the laggard is large. The lagging firm, in contrast, increases the share of foreign R&D as foreign technology sourcing becomes more effective. Competition encourages the leading firm to engage in foreign R&D to capture a larger share of profits on the foreign market, whereas the laggard concentrates more R&D at home to defend its home market position.  相似文献

Beset by an unprecedented combination of challenges including globalisation, demographic shifts, high unemployment and climate change, Europe is in dire need of a new kind of growth and development strategy. The authors of this Forum make compelling arguments for a socioecological transition, in which traditional measures of progress like GDP growth are downplayed in favour of factors such as social inclusion, environmental welfare, high levels of employment and the well-being of European citizens. This Forum explores some of the issues that must be resolved in order to fully achieve the socio-ecological transition, including the necessary decoupling of non-renewable energy use from GDP growth, the reduction of income and wealth inequalities, and the encouragement of innovation that is not based on fossil fuel technology. The Forum presents an optimistic path forward for the continent, with practical policy solutions that do not ignore the many obstacles facing a successful transition.  相似文献

The impact of asymmetries between partners on the likelihood of establishing successful research and development and production joint ventures relative to the alternative of own development is assessed analytically. The often empirically observed 50/50 sharing rule in asymmetric alliances is compared to a bargained rule, where asymmetries in absorptive capacity, as well as R&D and production efficiency are explicitly taken into account. Industry settings in which successful asymmetric alliances are more likely to occur are pinpointed. The analysis focuses on the influence of the size and format of these asymmetries, the technological appropriability and complementarity between partners on the incentives for both partners to cooperate as well as to cheat on the venture agreement. The results are compared to a setting where the joint venture is only involved in R&D.  相似文献

We provide a theoretical model about how to design academic spin-off contracts between the university technology transfer office (TTO), the researcher, and the venture capitalist. The optimal contract entails the allocation of founder shares to the researcher to secure her participation in the venture. It may also require the researcher to be financially involved in the project to give her incentives to provide effort. We also show that when the TTO has better information than the other two participants concerning the likelihood of success of the spin-off, it will end up owning both founder and financial shares in the venture.  相似文献

In recent decades, the WTO has resulted in a worldwide reductionof tariffs and VERs. Instead a new type of trade policy hasemerged in the form of antidumping measures. In principle theiruse should be limited to instances of unfair foreign imports.However, even without unfair pricing, a foreign importer canfall within the scope of the European antidumping legislation.The purpose of this paper is to analyze the interaction betweenunionization and the likelihood, type and effects of antidumpingmeasures. We present a simple theoretical model which is wellembedded in EU legal practice, to show that the presence ofEuropean unions leads to an increase in both the likelihoodand the level of antidumping protection. In addition our resultsindicate that a cost asymmetry in the form of a unionized wagedifferential can alter the relative probability of a duty versusan undertaking. These effects depend on the intensity of productmarket competition. The paper concludes with some evidence fromEU antidumping cases between 1985-95.  相似文献

We empirically test a model of foreign research and development (R&D) investments that takes into account strategic interaction in R&D location decisions by multinational firms in the context of R&D cross-investments, R&D spillovers and foreign technology sourcing strategies. We find support for most of the predictions of the model in an empirical analysis of the location of patented innovations by the largest European manufacturing firms in 22 ISIC industries during 1996–1997. For technology leaders in Europe, foreign R&D ratios respond positively to host country product market competition, while technology laggards avoid these locations. Foreign R&D by technology laggards increases more strongly with the efficiency of (reverse) international technology transfer while leaders are attracted more strongly to countries with better intellectual property rights (IPRs) protection. Foreign R&D of both technology leaders and technology laggards increases with the size of the local knowledge pool and the size of manufacturing operations in the host country.
