天津农村金融环境保护投融资的路径优化研究

农村环境保护是事关解决＂三农＂问题和城乡统筹发展的公共事业。目前资金问题已成为制约新农村建设中环境保护目标能否实现的瓶颈。本文探讨了天津新农村建设中环境保护投融资的基本现状和困境,并在此基础上试着提出优化天津农村环境保护投融资路径的建议,包括引入多元化的投融资主体和方式、完善投资回报补偿机制、建立城区补偿农村环境机制以及完善投融资的政策法规保障等。     

征信体系的作用与效率——基于信息不对称随机有限重复博弈的分析

征信体系的意义可以用重复博弈理论来加以解释.本文建立了一个信息不对称随机有限重复信用博弈模型,证明如果存在征信体系实现的信息共享机制,那么不论借款者的类型是什么,诚实守信是可以作为序列均衡的结果在有限重复博弈的绝大多数时期中出现的.如果不存在信息共享机制,信贷市场有可能消失,即便引入资产抵押,信贷市场仍是不完全的.基于上述序列均衡分析,本文进一步阐释了全面征信、法律保障、市场结构对征信体系效率运行的重要性.就发展中国家而言,成立中性、独立、信息全面的国家信用局和鼓励民营信用公司积极竞争,完善义务征信的法律体系是较为理想和可行的选择     

论市场经济条件下行政伦理的趋向性选择

行政管理者伦理素质水平的高低,在很大程度上会决定其在行政管理过程中、特别是行政决策中的能力和水平。不同社会政治经济条件下,行政伦理的趋向性要求会有不同。随着我国政治经济体制从计划经济体制转变到了市场经济体制,行政伦理的要求和衡量标准也会有较大的区别,全面地认识和探讨市场经济条件下行政伦理的趋向性问题,对于我们更自觉的进行行政伦理的建设很有现实意义。     

论中国民间金融的诱致性制度变迁

中国中小企业融资难是一个现实的问题。应对这个问题,民间金融在中国一些地区出现,并繁荣和发展了起来。本文从诱致性制度变迁的角度,分析了我国民间金融产生和发展的原因,在此基础上进一步分析了政府应该如何作为,在制度供给方面为诱致性制度变迁的顺利实现提供条件。     

Food market liberalization: History and prospects

Abstract

Government intervention has been a feature of food markets in both industrialized and agrarian economies. However, the last 10 years have seen reforms aimed at reducing intervention; these have been a characteristic of ‘structural adjustment’. The process of reform has involved the replacement of administered by market‐determined prices and the abolition of trading parastatals or the removal of their monopoly. Despite an almost complete consensus that reforms are necessary and the absence of coherent local opposition, the pace and extent of reforms have varied. Moreover, views about liberalization tend to be polarized. Proponents argue that continued intervention is inefficient, unaffordable and distorting; antagonists suggest that unmodified markets lead to unacceptable inequalities, and expose producers and consumers to unacceptable risks. Moreover, weak fragmented markets do not constitute a sufficient base for sustained growth. This paper reviews the experience. It concludes that simple solutions of substituting public with private trading are not necessarily possible nor desirable, and argues that the nature of the debate may be misleading. The way forward may not lie in a choice between private market supremacy and conventional government intervention.

Nonparametric transfer function models

In this paper a class of nonparametric transfer function models is proposed to model nonlinear relationships between ‘input’ and ‘output’ time series. The transfer function is smooth with unknown functional forms, and the noise is assumed to be a stationary autoregressive-moving average (ARMA) process. The nonparametric transfer function is estimated jointly with the ARMA parameters. By modeling the correlation in the noise, the transfer function can be estimated more efficiently. The parsimonious ARMA structure improves the estimation efficiency in finite samples. The asymptotic properties of the estimators are investigated. The finite-sample properties are illustrated through simulations and one empirical example.

Anti-dumping investigations and measures Last year 40 initiations of new anti-dumping investigations relating to the textile and apparel sector were made on China’s exports.The number of initiations remained unchanged compared with the numbers reported for 2009.The Members reporting the highest number of new initiations during Jan.- Dec. 2010 were the United States,reporting 11 new initiations,followed by India, reporting 7 new initiations,the European Union and Turkey(5 each).Concerning reporting the highest number of new initiations on China’s exports in recent years,India came at the top of the list.The data reported above are taken from the report of the PRC Ministry of Commerce.
