江苏省新型农村合作医疗制度实施现状及完善对策

江苏省结合实际情况,推行新型农村合作医疗制度,形成了自身特色.在推行过程中暴露出一些问题,比如新型农村合作医疗规范依据法律位阶低,监管制度与反馈机制缺失,医疗预防制度缺乏等.完善新型农村合作医疗制度,应当着重于建立医疗预防机制,加强医疗信息化建设,加强宣传和引导,加强对定点医疗机构的监管.

近年来,随着物流产业在我国的快速发展,第四方物流（4PL）的发展问题成为理论界和业内人士的关注热点。就第四方物流的发展现状、应具备的基础条件以及如何发展第四方物流等问题。业界有不同的看法。文章从第四方物流的兴起、主体、运作模式及价值分析等基础理论的阐述着手。详细分析了目前我国发展第四方物流所面临的种种问题。进而提出构建第四方物流发展思路的应对之策。     

Inflation and Welfare: A Search Approach

This paper uses a search model of monetary exchange to provide new insights for evaluating the welfare costs of inflation. We first show that the search model of money can rationalize the estimates of the welfare cost of inflation based on the "welfare triangle" methodology of Bailey (1956) and Lucas (2000) provided that buyers appropriate the social marginal benefit of their real balances. For other mechanisms, the measure given by the welfare triangle has to be scaled up by a factor that increases with sellers' market power. We introduce capital and endogenous participation decisions and study how the cost of inflation is affected. We provide calibrated examples in which a deviation from the Friedman rule is optimal.     

Information Consumption and Asset Pricing

We study whether firm and macroeconomic announcements that convey systematic information generate a return premium for firms that experience information spillovers. We use information consumption to proxy for investor learning during these announcements and construct ex ante measures of expected information consumption (EIC) to calibrate whether learning is priced. On days when there are information spillovers, affected stocks earn a significant return premium (5% annualized) and the capital asset pricing model performs better. The positive effect of the Federal Reserve Open Market Committee announcements on the risk premia of individual stocks appears to be modulated by EIC. Our findings are most consistent with a risk‐based explanation.     

Land Reform in South Africa

An insightful study of the complexities of land reform in South Africa is reviewed, and its key arguments assessed. The study astutely combines ethnographic and historical detail from in-depth case studies in Mpumalanga Province with critical analysis of land reform policies, and locates these within larger theoretical debates on property rights, citizenship and identity. The author argues that a profound and unresolved tension exists within South Africa's land reform programme between broad and inclusive conceptions of 'rights' that are linked to notions of restored citizenship and sovereignty, and a conception of 'property' as individualized ownership of land, implying a much narrower conception of citizenship. The study also focuses on the roles of a variety of mediators and 'brokers' in land reform. Despite its many strengths, the study is not entirely convincing, partly because some key policy debates are mischaracterized. Its treatment of questions of agricultural production, rural livelihoods and the political economy of agrarian change is somewhat disappointing.
