This paper sheds new light on the causes of the unemployment upsurge in Japan during the “fading 1990s”, an unprecedented period of structural crisis. We estimate a labor market model and identify the main macroeconomic determinants of labor demand and labor supply decisions in the last decades. We then conduct dynamic simulations and assess the relative contribution of these determinants to the evolution of unemployment from 1990 to 2002. Beyond the leading role exerted by the decline in productivity growth, we find the active and expansionary measures undertaken by the government had an overall negative effect on the labor market. 相似文献

This paper assesses the effect of fiscal decentralization on government consumption volatility using data for 97 developed and developing countries from 1971 to 2010. The results suggest that a higher degree of fiscal decentralization leads to lower government consumption volatility. This result holds for the sub-sample of advanced economies, while it is not confirmed for those less-developed. This mechanism seems to work mainly through a lower volatility of the non-discretionary spending, which typically belongs to the central government’s policy. We also confirm existing findings according to which country size lowers government spending volatility. Thus, given a minimum level of development, fiscal decentralization reforms can reduce spending volatility by distributing power to sub-central governments, particularly in smaller countries which are usually more prone to volatility. 相似文献

AbstractWe investigate the effects of fiscal decentralization on income inequality using a sample of 23 OECD countries over the period 1971–2000. We utilize novel and robust measures of fiscal decentralization based on different degrees of fiscal autonomy of sub-central governments. Our results highlight the importance of both the nature of fiscal decentralization—expenditure versus revenue—and the extent to which independent spending responsibility and taxing powers are actually assigned to local governments. A higher degree of tax decentralization is associated with higher household income inequality within a country. Thus, even if fiscal decentralization could be attractive according to efficiency reasons, it may actually have undesirable consequences on the income distribution. 相似文献

During the last twenty years an increasing number of proposals to improve bank market discipline through the introduction of a mandatory subordinated debt policy (MSDP) have been presented and critically discussed by academic economists and bank regulators. While theoretical issues are key in this debate, a proper understanding of the market for banks' subordinated notes and debentures (SND) and the main features of securities is also considered relevant for the potential introduction, design and goals setting of such a policy. This paper builds on information concerning issuers, investors, markets, pricing and the technical features of securities to critically discuss these aspects. Law 68 of March 12, 1999, whose aim is to regulate and promote the employment of disabled people, has contributed significantly to the employment of persons with disabilities, and consequently to their social inclusion. In particular, article 13 of this law offers exemption from national insurance contributions to private institutions that employ disabled people. In this paper we propose a two-step analysis to assess the effectiveness of this law at the level of Italian Provinces for the year 2005. In the first phase, we verify by means of data envelopment analysis which Provinces are ranked among the most efficient ones in the application of article 13 of law 68/99. Then, through the use of cluster analysis, we examine differences among Provinces in terms of the factors that determine their different efficiency in the employment of disabled people. The results show that the employment of disabled persons is significantly affected by three groups of factors, i.e. the input endowment of the factors which affect the employment of disabled people, the Province ability to coordinate actions geared to achieving the employment of persons with disabilities, and the promotion of policy actions aimed at supporting the social inclusion of disabled people. 相似文献
