投资项目往往会发生决策失误,究其原因,主要在于决策者的意志和论证者的权威性服从人格。要解决这一系关全局的重大决策问题,除了对投资项目正常事项的研究论证外,还必须对投资项目进行不可行性的研究论证、生态管理成本及安全管理成本的研究论证。使投资项目可行性决策方案真正可行而完整。

Democracy, History, and Economic Performance: A Case-Study Approach

Crossnational statistical studies show a positive relationship between the length of time a country has been democratic and its economic performance. Old democracies grow faster, ceteris paribus, and also demonstrate advantages in some economic policies thought to be conducive to growth. However, the causal connections between regime history and economic policy and performance remain opaque. Arguments are highly speculative, for the causal pathways are usually difficult to measure and are not readily testable in a large-N cross-country format. In order to illuminate possible interconnections between regime history and economic performance we identify three countries in the developing world whose recent history may be regarded as illustrative: Brazil, India, and Mauritius. Our analysis of these cases focuses on the achievement of policy consensus and policy reform, both of which are commonly regarded as critical to economic performance. Intensive study of our chosen cases suggests multiple mechanisms by which democratic experience might translate into greater success on these policy dimensions.     

农业科技创新信息支撑研究

运用主成分分析法对农村信息化各项指标进行降维,进而探讨我国农村信息化与农业科技创新的关联性,可为制定和实施＂十二五＂规划和领导决策提供参考。选取了1995-2009年全国农林牧渔专利授权数据和农村信息化相关指标数据,进行统计分析,就农村信息化和农业科技创新的关联性进行了探讨,得出若干结论。     

Partners of USEPA Climate Leaders: an Event Study on Stock Performance

This research utilized an event study method to assess how the stocks of publicly traded companies responded before and after announcing their partnership with the United States Environmental Protection Agency (USEPA) Climate Leaders program. Although the stocks exhibited an average non‐significant positive abnormal return of 0.56% on the day of the announcement, the cumulative abnormal returns for the stock prices of the firms for two of the three event windows showed statistically significant negative returns. These results suggest that these firms' public announcements of joining the USEPA Climate Leaders partnership did not have a positive impact on stock performance. While no immediate financial benefit was found in this research, the practices implemented by these firms to reduce their greenhouse gas emissions may still bode well for long‐term corporate earnings and attractiveness to investors. 对长株潭地区旅游旅游网站用户满意度的实证分析表明,用户满意度与网站的电子商务功能、网站便捷性、网站美观度、网站信息内容质量及网站客户服务的相关性较强,与网站安全性的相关性较弱,且整个长株潭地区旅游网站用户满意度平均值为2.12,介于较满意和一般之间。根据实证分析结果,需要尽快完善网站的电子商务功能,注重网站的用户体验,开展移动电子廉务服务,提升网站服务水平以提高长株潭旅游网站用户满意度。

学习地图——企业办学单位人力资源价值提升的战略路径选择——以保险职业学院为例的理论探索

企业或者组织常常面临着一种困境——人才济济却无人可用。究其原因,是因为人才培养力度不够,没有使员工掌握足够的管理或业务技能,所以不能从容面对即将到来的组织变革及个人职业发展转型。本文基于学习地图(Learning Maps)的理论,创新性地提出了企业办学单位学习地图战略框架的建构及其应用建议,为企业办学单位人力资源价值提升提供了可资参考的战略路径。
