Evaluating Projects and Assessing Sustainable Development in Imperfect Economies

We are interested in three related questions:(1) How should accounting prices be estimated?(2) How should we evaluate policy change in animperfect economy? (3) How can we check whetherintergenerational well-being will be sustainedalong a projected economic programme? We do notpresume that the economy is convex, nor do weassume that the government optimizes on behalfof its citizens. We show that the same set ofaccounting prices should be used both forpolicy evaluation and for assessing whether ornot intergenerational welfare along a giveneconomic path will be sustained. We also showthat a comprehensive measure of wealth,computed in terms of the accounting prices, canbe used as an index for problems (2) and (3)above. The remainder of the paper is concernedwith rules for estimating the accounting pricesof several specific environmental naturalresources, transacted in a few well knowneconomic institutions.     

农业高新技术投资项目风险评价

The agricultural high-teeh investment project （AHIP） is eharaeterized by technology-intensive, high risk and great profit. This article analyzes essential factors of the risks of the agricultural high-tech investment projects and the traditional risk evaluation method of agrtcultral projects. We think that the applications of the sensitivity, analysis and probability ore defer. Therefore; this article introduces a structural model to evaluate the risks of the agricultural high-tech investment projects and the system of the concrete evaluation indexes.     

农村税费改革中存在的问题及对策

农村税费改革后,农民的负担减轻了,但税费改革中新出现的一些问题严重影响了税费改革的进程和效果。我国农村税费改革存在着城乡之间、城区与非城区农民之间负担不均衡、农村义务教育投入严重不足、村级经费短缺等亟待解决的问题。为此,应采取加大农村政府机构改革的步伐和力度、加大对农村义务教育的投入、加大中央和省级两级财政转移支付力度等措施,进一步完善农村税费改革。     

FDI对中国国内投资影响的实证分析

在开放条件下,FDI会对东道国国内投资产生强有力的影响,这种影响体现在FDI对东道国国内投资产生挤出效应或者挤入效应。本文对1987—2001年FDI对中国国内投资的影响进行了检验,结果表明:在最近的15年间,FDI对国内投资总体上存在显著的挤入效应;对大多数省份的投资也存在挤入效应,但在东部沿海省份挤出效应和中性效应则占一定的主导地位;FDI对不同地区投资的影响程度也存在明显的差异,呈现出由东向西渐次减弱的状态。     

投资决策中个人理性与集体理性博弈分析及对策研究

针对近期多起曝光的企业对外投资、担保大案,本文应用博弈论分析方法,在强调个人理性与集体理性矛盾的基础上研究投资决策中两者的完全信息博弈及无限阶段重复博弈,并建立相应的定量分析模型,通过分析博弈参与人均衡行为,指出投资决策中寻租的存在的必然性及巨大危害,并针对性的提出了适合实际操作的对策建议.     

退耕还林对延安地区农业经济的影响

对延安地区11个农业县退耕前后耕地/播种总面积、种植业结构、农业投入、粮食、油料产量与单产量以及农民年均纯收入的变化进行了研究,探讨了退耕还林对延安地区农业经济的影响及其作用机制。退耕还林优化了农村的种植业结构与产业结构,全面带动了农村经济的发展。但仍然存在着一些亟待解决的问题,并给农村经济带来了一定的负面影响。     

Evaluating investment projects in the presence of sectoral linkages1

In this paper we develop a framework to assess the economic impact of foreign investment projects. If investment projects interact with other industries in the host economy, either by buying inputs locally or by selling their own product to local downstream firms, they can create sectoral linkages. The expansion of upstream and downstream industries can feed back to the project's own industry leading to a further expansion of the local industry. We study the circumstances under which investment projects lead to the creation of sectoral linkages and characterize the factors that determine the project's welfare impact. We link analytical findings to case studies undertaken for the EBRD.     

Investment opportunities and cash holdings of firms: an empirical study on Korean firms

We find that the cash flow sensitivity of cash holdings of firms whose investment opportunities are lower is significantly higher by examining a panel data of 898 Korean firms for 1999–2014. The cash flow sensitivity of investment is also found to be lower in case of low investment opportunity. Both findings suggest that firms decide to hold cash in response to an increase in cash flow when they do not have a good investment opportunity. Precautionary motive because of financial constraints and uncertainty, and agency problems, however, are not associated with the cash flow sensitivity of cash holdings. These findings imply that it is necessary to develop new investment opportunities to encourage firms to spend more cash in Korea.     

银行竞争、专用性人力资本投资激励与国有商业银行的公司治理

本文结合中国银行业竞争日趋激烈的现实背景,从商业银行专用性人力资本投资激励的独特视角入手,分别讨论了银行高层管理者和普通员工的专用性人力资本投资激励与他们参与银行公司治理机制的有关问题.研究发现,在国有商业银行公司治理结构改善过程中,更需要增加专用性人力资本投资的有效激励,并通过积极引入境外战略投资者和加强职工代表在银行监事会中影响力的办法,进一步激励银行员工进行能够提高银行经营绩效的专用性人力资本投资.     

FDI对江西经济增长的贡献

投资水平严重不足,资金紧缺已成为制约江西经济发展的瓶颈。FDI可提升产业关联度、促进人力资源开发和产生技术溢出效应。江西FDI的战略定位构想是:建立生态产业集聚园、营造良好的投资环境、完善区域性资本市场、培养“本土化”的高级人才。
