U.S. Labor Law currently allows employers whose work forces are unionized to introduce new technologies without bargaining over the decision to do so. This forces unions to adopt inefficient strategies when negotiating collective bargaining agreements in an effort to minimize the impact of technological change on their members. Allowing unions to bargain over the decision to introduce new technologies would obviate their having to resort to these inefficient strategies. In addition, it might increase the likelihood of employees suggesting alterations in production processes that would increase the rate of technological change. For these reasons, this article advocates amending U.S. labor law to require employers to bargain over the introduction of new technologies. 相似文献

AbstractThrough an in-depth, multilevel case study of a professional services firm, this paper illuminates what stakeholders mean when they use the term ‘talent’. The paper underlines how various contextual factors including, workforce composition, ownership structures and individual perceptions influence talent meanings within an organisation. Our analysis of talent phenomena at a multiplicity of levels illustrates that it is not only about the words, phrases, and terms employed when talking about talent that requires examination. There is a need to deliberate on the meanings that underpin the talk because while stakeholders may talk the same way they may mean different things. The paper makes a key theoretical contribution through specific recognition of the importance of thoughtful reflection of how stakeholders discursively construct meanings because ‘talent’ is a concept, which requires translation via talk to become meaningful within the material world and these meanings are influenced by context. Thus, we cannot infer, that talent meanings radiate within organisations, nor across organisational boundaries, industries or countries because discourses arise and materialise within specific contexts and we must acknowledge that talent discourses can not be removed from the context in which they operate. 相似文献

This paper tests the significance and the non-linearity of the Phillips trade-off in the aggregate Euro Area, in an unobserved components model of stochastic NAIRU and trend output featuring the Phillips equation and the Okun law as main identifying equations, with quarterly data for 1970:I-2002:III. The Phillips curve turns out to be linear and its trade-off statistically significant, while non-linearity shows up in the Okun relation. The results prove to be robust to alternative lag length structures of the model, and to alternative non-linear functional forms. In this paper, we aim to include rule making, implementation, monitoring and enforcement costs into the cost comparison of
policy instruments. We use a simple partial equilibrium model and apply it to the textile industry. The model includes discrete
abatement functions and costly monitoring and enforcement. The case study uses individual firm data to simulate the differences
in abatement costs and compliance decisions between firms. We compare combinations of regulatory instruments (emission taxes,
emission standards and technology standards) and enforcement instruments (criminal fines, civil fines and transaction offers).
We show that the inclusion of information, monitoring and enforcement costs indeed alters the relative cost efficiency of
