“四化”协调推进黑龙江省经济结构转型升级的实践模式和政策选择

以黑龙江省工业化、城镇化、农业现代化及信息化的"四化"协调发展为提出的背景,重点阐述了"四化"的内涵与关联,并分析了黑龙江省四化协调发展的现实选择与作用机理。提出了"四化"协调发展是生产力与生产关系理论在新时期的应用和体现,工业化与信息化相融合,推进新型工业化发展进程;城镇化与农业现代化相融合,推进城乡一体化发展历程;"四化"本身的相互协调,才能整体推进现代化建设。实现工业化、信息化、城镇化与农业现代化的协调发展,是实现黑龙江省经济结构转型升级的前提条件,更是经济发展的重要战略任务。     

Fulfillment source allocation,inventory transshipment,and customer order transfer in e-tailing

We consider an inventory fulfillment-allocation and transshipment problem in an e-tailing environment. For a typical e-tailer, each customer demand is fulfilled from the closest fulfillment center if there are enough inventories. Otherwise, the e-tailer would transship stock from a nearby facility or transfer the customer order so it is fulfilled from another facility, depending on the economics of transportation. We develop a mixed-integer programming model to help e-tailers optimally fulfill customer orders while minimizing logistics costs. We propose a Benders decomposition-based approach to efficiently find optimal solutions. Our computational results demonstrate the importance of considering inventory transshipments in online deliveries.     

构建城乡统筹基层党建新格局的思考——基于六安市结对共建工作的调研

构建城乡统筹的基层党建新格局是新形势下加强和改进基层党组织建设的重要举措。当前,各地以城乡基层党组织结对共建或结对帮扶活动为抓手,摸索出构建新格局的方法和路子,但仍存在着一些不容忽视的问题。对此,可在健全基层组织体系、建设城乡干部人才队伍、加强城乡党员动态管理、提升基层党组织活力和整合城乡党建工作资源等五个方面下功夫。     

城市基础设施与城市旅游协调发展定量研究——以大连市为例

城市基础设施是城市旅游得以迅速发展的基础，城市旅游的发展对基础设施的建设也有促进作用。研究和度量二者的协调发展是促进其共同发展的基础。以大连市为例，通过构建评价指标体系，同时运用模糊隶属度概念对两系统之间的协调发展做出定量评价，从而深入探讨二者之间的协调发展关系，为妥善处理大连市基础设施建设和城市旅游的发展实现共赢提供借鉴。     

哈尔滨市呼兰区（县）土地可持续利用及协调性分析

协调度是衡量系统协调程度的重要参数,将其应用到土地可持续利用评价当中,可以较好地反映土地利用系统的发展状况及可持续利用水平;采用主成分分析法、线性加权函数法和协调度指数对呼兰区（县）土地可持续利用情况及协调度进行研究。研究结果表明1994～2003年呼兰区（县）土地可持续性和协调度总体上呈逐渐上升的趋势。     

区域—要素统筹：构建国土空间开发保护制度的关键

研究目的:通过对国土空间开发保护制度的核心概念进行辨析,明确国土空间开发保护制度的科学内涵,并讨论构建新时代国土空间开发保护制度的关键性问题。研究方法:综合分析法与对比分析法。研究结果:中国特色的"国土空间开发保护"概念源于"国土空间开发",交融于土地用途管制制度,拓展于自然资源全要素保护。国土空间的内涵有着"区域"型和"要素"型特性之分,目前也存在分别以主体功能区制度为代表和以土地用途管制为代表的"区域"型、"要素"型两类国土空间开发保护制度。未来需要统筹两类国土空间开发保护的需求,让相应制度承担起指引区域工业化城镇化建设活动、实施国土空间用途管制、推进生态功能受损地区系统性修复治理、开展国家公园和自然保护地保护等多重任务。研究结论:做好"区域—要素统筹"是构建新时代国土空间开发保护制度的关键。     

新疆南疆地区经济发展中的政府协调研究

我国的新疆维吾尔自治区以天山山脉为界，天然地分成了南北两部分，被称为北疆和南疆。由于自然因素、经济基础和发展模式的差异，导致南疆地区在社会经济发展上与北疆等地区拉开了较大的差距。在建设社会主义和谐社会的主题下，如何发挥政府的协调职能，促进南疆地区快速健康发展，已成为南疆地区各级政府亟待解决的问题。应成立区域协调机构或建立相应的区域协调机制，统筹制定南疆地区的经济发展战略，合理地进行产业布局，避免重复建设、恶性竞争，促进南疆地区经济社会协调发展，在建设和谐南疆、和谐新疆的实践中作出更大贡献。

文章拟用唯物辩证法和科学发展观分析在全球金融海啸的新形势下国家能源供应状况，以及当前水电企业经营管理中“安危相易”的情况，以期增强水电企业经营管理的风险意识，帮助水电企业应对企业经营内外部环境“福祸相生”的变局及可能到来的危机和挑战。     

Market information and channel price structure

An analytical model is developed that considers the effect of demand information, and the precision with which demand forecasts are made, on channel profitability. Different channel price structures such as Stackelberg and Vertically integrated are considered and comparisons are made of the impact of information precision on channel profits under each structure. Other demand factors such as brand substitutability and share of base level demand are also included in the analysis, and the interaction of information and demand effects is examined. An empirical study is carried out using a sample of firms based in Hong Kong and support is found for the model propositions.     

Strategic Similarity and Emergent Conventions: Evidence from Similar Stag Hunt Games

This paper reports evidence on the origin of convention in laboratory cohorts confronting similar but not identical strategic situations repeatedly. The experiment preserves the action space of the game, while randomly perturbing the payoffs and scrambling the action labels in an effort to blunt the salience of retrospective selection principles. Hence, the similarity between stage games is reduced to certain strategic details, like efficiency, security, and risk dominance. Nevertheless, we do observe conventions emerging in half of the laboratory cohorts. When a convention emerges subjects's behavior conforms to the selection principles of efficiency rather than security or risk dominance.
