The timing of exchange rate collapse

Recent episodes of exchange rate collapse have renewed interest in models of speculative attacks. These episodes have been considered by some observers to be inconsistent with “fundamentals” models of attack since there was no prolonged period of policy misalignment and declining reserves, as required by such models. This paper develops a fundamentals model in which collapse is instantaneous at the time of unexpected policy change and/or a change in the expectations of future policy, even for a reserve abundant country.     

利用会计报表识别上市公司利润操纵行为

企业会计报表是综合反映一定时期财务状况、经营成果以及财务状况变动的书面文件,真实、公允的会计报表可以促进社会资源的合理配置。但现实生活中,企业管理层为了达到获取非法利益的目的而蓄意粉饰会计报表,通过各种办法来进行利润操纵。本文试图通过会计报表,对上市公司常见的利润操纵进行识别分析,从而对企业提供的会计信息有一个更加清醒、正确的认识。     

地方财政支出与地方经济增长关系的区域性分析——基于江苏沿海区域的面板数据经验研究

通过数理方法分析地方财政支出与地方经济增长的关系，并利用江苏沿海区域1999-2006年的相关数据建立面板数据模型实证研究，发现江苏沿海区域财政支出规模没有达到最佳，财政支出结构不尽合理。这试图为地方政府在发展地方经济过程中，对自身行为边界的把握和行为手段的选择提供理论依据。避免存在着经济职能的“缺位”、“越位”、“错位”问题。     

Sources of family income and expenditure on children's private,after‐school education in Korea

This paper examines the relationship between sources of family income and household expenditure on private, after‐school education for children in secondary schools in Korea in the context of educational ‘credentialism’, which values evidence of college education highly. Data from a survey of 514 parents of secondary school students are used. Estimated ordinary least squares coefficients indicate that the wife's income, but not the husband's, was positively associated with the amount of spending on children's education at private, after‐school programmes. This finding suggests that some married women with children in Korea seek employment in order to earn the money needed for their children's private, after‐school education.     

FTPL-Perspective on Tradable Deficit Permits in the EMU

The Growth and Stability Pact restricts member states in their fiscal policy but also causes inflexibility in the pursuit of wide-ranging economic and social reforms. Tradable deficit permits allow more flexibility for individual member states and provide a stick for those who exceed the deficit limit but also a carrot to those who stay below it. But does the trade in deficit permits affect the monetary objectives of the European Central Bank (ECB)? We argue that from a perspective of fiscal theory of the price level, trade in deficit permits can lead to higher inflation depending on the growth rate and the debt/GDP ratio of the member states.     

The Influence of Socioeconomic Factors on Economic Growth

The main goal of this paper is to analyse the relationship between social capital and economic growth taking into account the role of fiscal policy from theoretical and empirical points of view. To achieve this goal, “Human Capital and Public Capital Effects on Economic Growth” is focused on the effects of two traditional factors: human capital and public capital effects on economic growth. “Social Capital Effects on Economic Growth” considers qualitative variables introducing some socioeconomic effects on economic growth process analysis. In this case, social capital the main variable will be considered. “Empirical Analysis,” an empirical analysis is developed considering the case of European countries prior to the EU enlargement. Finally, in Conclusions,” the main conclusions will be resumed.      

“省直管县”改革的经济影响

本文实证研究了省直管县体制改革试点的经济影响。研究结果表明:县乡财政困境具有很大的惯性,其破解过程无法"一蹴而就";在县级政府尚未完全脱离地级市管辖的情况下,单纯依靠财政省直管县改革,县乡财政困境不但没有得到缓解,反而加剧了;在基层政府存在财政困境的情况下,压缩其经济建设支出,财政困境将进一步加剧;推行省直管县改革,县域经济增长及其波动的变化趋势具有不确定性;压缩财政供养人口,将促进县域经济的平稳较快发展。     

构建基于逻辑模型的财政支出绩效评价体系——以农业财政支出为例

现有评价指标较少对财政支出的整个过程进行评价,难以全面反映财政支出的真实绩效。将逻辑模型引入指标设计中,从“投入—产出—中短期结果—长期结果”四个层面构建财政支出绩效评价指标体系,可更好地体现绩效评价的经济、效率和效果原则。     

Monetary and fiscal policy interactions in a New Keynesian model with capital accumulation and non-Ricardian consumers

The paper examines simple monetary and fiscal policy rules consistent with determinate equilibrium dynamics in the absence of Ricardian equivalence. Under this assumption, government debt turns into a relevant state variable which needs to be accounted for in the analysis of equilibrium dynamics. The key analytical finding is that without explicit reference to the level of government debt it is not possible to infer how strongly the monetary and fiscal instruments should be used to ensure determinate equilibrium dynamics. Specifically, we identify bifurcations associated with threshold values of steady-state debt, leading to qualitative changes in the local determinacy requirements.
