中国退休年龄总体偏低,需要逐步提高退休年龄。欧洲一些国家提高退休年龄引发动荡,警醒中国应尽快将提高退休年龄纳入议程,并稳步推进改革。建议用较长的时间逐步将男职工退休年龄提高到63岁,将女职工退休年龄提高到60岁。并通过采取实行弹性退休和抑制提前退休等措施,为逐步提高退休年龄打下基础。  相似文献

Prior to the enactment of the Employee Retirement Income Security Act of 1974 the rate of formation of defined benefit retirement plans exceeded the rate of formation of defined contribution retirement plans. Following its enactment the trend has been reversed. This article reviews the development of public policy with respect to privately sponsored retirement benefits, takes note of the legislatively mandated regulatory distinctions between defined benefit and defined contribution plans, outlines the distinctions between the plans from the perspective of plan sponsors versus plan participants, and questions the appropriateness of the movement away from defined benefit plans in terms of public policy objectives regarding retirement income security.  相似文献

This paper offers an explanation for the puzzle of low wealth holdings among a significant fraction of the elderly. Instead of invoking irrational, nonrational, or nonoptimal behavior to resolve the puzzle, it is shown that widespread low wealth holdings are consistent with a rational life-cycle model of saving with uncertain lifetime and borrowing constraint. When there is uncertainty about the length of life, it is optimal for some individuals to save little and exhaust their wealth early. The characteristics of these individuals are derived. The simulation results support that the model can account for low wealth holdings as well as early terminal wealth depletion. This paper investigates whether European women have the same probability of saving for retirement as European men and if driving factors for this saving behavior differ by gender. The evidence is based on a sample of 6,036 individuals from eight European countries (France, Germany, Italy, the Netherlands, Poland, Spain, Sweden, and the United Kingdom). The results show that European women are less likely to save for retirement than men, although the determinants of this decision are similar for both genders. Moreover, the results suggest that country-level institutional factors play a more important role on the individual's retirement attitudes than gender differences.  相似文献

延迟退休已成为国际趋势。近年来,随着我国人口老龄化问题的进一步加剧与计划生育政策的持续实施,我国经济活动人口规模增速减缓,国家支付养老金压力增大。延迟退休问题已成为社会各界关注的热点问题,该政策实施也一波三折。基于劳动力测度指标,如劳动力参与率、老龄人口与就业人口之比、抚养比等为参考依据,得出了目前我国实施的退休年龄制度已不符合劳动力市场的发展趋势的要求,从而理性得出延迟退休年龄势在必行。  相似文献

This paper investigates the relationship between subjective expectations regarding the replacement rate of income at retirement and several measures of pension satisfaction. We use panel data on Dutch employees, analyzed with fixed effects models, allowing for correlation between unobserved heterogeneity in satisfaction and optimism or pessimism in expectations. The level of the expected replacement rate is found to be positively related to satisfaction: respondents who revise their expectations of the level of their replacement rate upwards tend to become more satisfied with their pension provisions, in particular with the level of the expected benefits. We do not find robust evidence for a relationship between uncertainty and pension satisfaction.  相似文献
