基于新疆玛纳斯县农户调查的农地流转问题分析及建议

农民是农地使用权流转的主体,对农户具体行为的研究可以直接反映现实情况,从而为决策者提供客观的决策依据.就参与农地流转情况对新疆玛纳斯县369户农户进行调研,结果表明:转包和出租仍是农地流转的主要形式、农地以自发流转为主、流转期限普遍较短、农地流转呈现出“非粮化”趋势.通过剖析当前农地流转的现状及呈现出的特点,认为农地使用权流转过程中需要重点关注农地流转的非粮化与粮食安全、政府在农地流转中的角色定位等问题,并提出农地流转必须兼顾粮食安全、规范政府职能、大力培育并完善中介服务组织的政策建议.     

影响西部农村劳动力转移因素的实证分析

本文在时间序列数据严重不足的情况下,运用西部省（市、自治区）2004年截面数据．对2003年西部农村劳动力的转移比重与城乡二元经济结构、农村经济结构、人力资本状况等影响因素的相关性进行了实证分析,并就户籍制度、农用土地制度等深层影响因素作了简要说明。     

浙江省文化产业促进经济发展的作用机理检验

运用Eviews软件对2000-2012年浙江省文化产业对经济发展影响相关数据的分析结果表明:文化、体育、娱乐业从业人数、电影放映场次、图书馆、博物馆和文物保护单位的固定资产原值、有线电视落户率、报纸、杂志和图书印发数等对浙江经济发展明显促进作用。同时,浙江经济的发展会促进电影放映场次、有线电视落户数增加。浙江省应加强文化产业专业人才的培养,改善娱乐设施建设,扩建图书馆、博物馆和文物保护单位,进一步推进有线电视入户,设法提高报刊杂志的订阅数,创造良好的软环境,以促使文化产业与地区经济更好地协调发展。     

公路改建项目环境影响评价中公众参与的实例研究

在安徽省205国道(新线)天长段改建项目环境影响评价中开展公众参与调查,采用问卷调查的形式对公路两侧各200m范围内的居民和单位员工进行调查。结果表明,公众对205国道(新线)天长段改建项目都很支持,对当前的环境现状比较满意,一般认为工程对环境质量的影响较小。     

做好土地更新调查促进信息系统建设--石家庄市土地更新调查工作带来的启示

在分析石家庄市土地更新调查原因的基础上,结合实际情况,评价了石家庄市土地更新调查和信息系统建设的做法,并总结出四项成功的经验,提出六点具体的建议供同行鉴正。     

根据国家标准对温州市旅游资源结构的系统分析

以温州市按《旅游资源分类、调查与评价》（GB／T18972-2003）国家标准进行旅游资源普查所获得的资料为依据。从旅游资源单体的类型结构、级别结构、空间分布结构等方面来对温州市旅游资源结栌作全面分析。初步总结出温州市旅游资源结构具有以下3点特性：类型结构上既表现出种类一定程度的完整度。又表现出资源种类在少数主类下的较高集中度;在级别结构上呈现出“谷仓型”结构;空间分布结构具有面上的广布性和点上的集中性的双重特性。     

陕西省宝鸡市农村公共产品供给现状调查与分析

文章以陕西省宝鸡市3个乡镇12个自然村为样本,通过实地问卷调查,采用描述性统计分析方法,对陕西省宝鸡市的农村公路、农村义务教育、农村文化设施建设三种农村公共产品的供给现状做了详细的阐述。陕西省宝鸡市农村公共产品供给状况较之前有所改进,但与农村、农民的实际需要还有很大的差距,突出表现为供给总量不足、质量不高、结构不合理。低水平、不均衡的农村公共产品供给制约着宝鸡市农业的发展和农民生活水平的提高。因此,加大对宝鸡市农村公共产品的供给力度,对于改善农村基础设施建设、提高农民文化素质,丰富农民精神生活有着非常现实的意义。     

The quality of governance and momentum profits: International evidence

This paper examines the presence of momentum (sell past losers and buy past winners) and proposes accountability, level of corruption, and governance effectiveness as a novel explanation for return continuation phenomena in an international setting. In essence, we test the possibility of beating the international stock markets and producing abnormal profits from momentum investing. We found that both accountability and level of corruption are significantly correlated with government effectiveness. Countries and institutional environments with better scores on the accountability and control of corruption indices maintain better levels of governance effectiveness. In addition, through an analysis of the international momentum strategies, the paper shows that the quality of governance as captured by accountability, government effectiveness, and control of corruption, significantly affect the international momentum profits. Overall, the findings explain the presence of momentum and add a fresh dimension to the literature that the quality of governance influences the stability of financial markets, which is of significant importance in understanding pricing effects and stock market anomalies. Our findings are robust, having been subjected to a range of robustness checks.

Urban Politics as the Unfolding of Social Relations in Place: The Case of Sexually Transmitted Disease Investigation in Mid‐Twentieth‐Century Gay Seattle

Recent debates in urban politics stress the need to broaden conceptions of what counts as urban politics, as well as of where they take place. This means shifting attention to include more quotidian and prosaic social relations, including those taking place in spaces of civil society. We answer this call with a case study of the relations between an emerging gay male community in mid‐twentieth‐century Seattle, USA and the local public health department’s disease investigators (DIs). We focus on both the biopolitics and cultural politics of the investigation process, from the perspectives of both DIs and gay men. We point out certain tensions and paradoxes in these processes as a form of governmentality, and interpret them through a ‘noir’ cultural lens that is consistent with a notion of urban politics as the unfolding of social relations in place. We conclude by stressing how our findings and framework can augment urban political inquiry both intellectually and empirically.
