世界一些国家思想政治教育实施情况透视

对于思想政治教育的领导、组织和评估,不同国家有着不同的做法,如领导形式存在较大差异,组织实施方式各有特色;衡量与评估都有自己的一套标准和方法。但是,由思想政治教育内在本质与规律所决定,各国思想政治教育的领导、组织与评估又具有共同性,表现为多样性的统一对思想政治教育实行统一领导,不断加大领导力度;思想政治教育的实施经过精心组织和严密设计;衡量标准和评估依据有着共同的实质和一致的做法。     

关于新政治经济学的思考

本文认为,建立社会主义新政治经济学的指导思想仍然应是马克思主义。其研究对象是生产关系及其经济运行;新政治经济学也应该讲政治。     

商业银行小企业信贷风险的管理与控制

文章从贷前调查、贷中审查、贷后维护三方面阐述了商业银行对小企业信贷风险管理与控制的现状,分析指出商业银行对小企业信贷风险管理与控制中存在的不足,并提出了完善的对策建议。同时对商业银行小企业信贷风险管理与控制建设得以实施的环境保障条件进行讨论,以期对中小企业贷款信贷风险加以更有效的管理与控制。     

Engineering Cities: Mediating Materialities,Infrastructural Imaginaries and Shifting Regimes of Urban Expertise

This symposium opens up new critical insights and analytical perspectives into the relationships between power, politics, materiality and urban engineering. In so doing it demonstrates the central role of engineers in the production and negotiation of everyday life in the city. In contrast to the technocratic exercise engineering often professes to be, the contributors to this symposium argue that the assembling and choreography of cities through the myriad techniques, routines, standards and visions of engineers is inextricably bound up with broader socio‐cultural, material and political urban dynamics and processes. This necessitates investigating the multiple and competing social imaginations, forms of knowledge and regimes of expertise associated with urban engineering. The symposium's five articles, straddling disciplinary backgrounds in geography, anthropology, engineering and history, focus analytical and empirical attention on the figure of the engineer and on the work of engineering in the cities of Paris, Mumbai, Singapore and London. Engineering, we suggest, is a diagnostic for probing the shifting forms of mediation that animate and inhabit contemporary dynamics of urban change. The symposium thus opens up a new avenue for cross‐disciplinary and transregional research for urban studies while also suggesting innovative ways of conceptualizing urban transformation and contestation.     

国家审计学科建设论纲——基于政治学视角的分析

国家审计的实践发展呼唤建立国家审计一级学科。国家审计学科建设既受到国家审计实践属性影响,又受到国家审计科学研究纲领制约。国家审计的实践属性是政治性与技术性的结合,政治性是其本质属性。国家审计的学科定位是一门具有交叉性的应用型学科;学科属性是一门独立的、与政治学学科联系密切的、属于法学门类的一级学科;学科设置除了包括常规的“国家审计学科、社会审计学科、内部审计学科、审计技术与方法”之外,还应增设“审计政治学、审计管理学和国际审计学科”共七个二级学科;同时,积极完善国家审计学科规范和方法论,即大力培养国家审计学科的学术共同体,通过多方合作、多学科融合与多元方法综合,形成国家审计学科建设的合力。这七个方面共同构成了国家审计学科建设论纲。     

以“管资本”为主的国有资产监管改革路径与措施——对上海市国有企业中高级管理人员的调研思考

深化国有资产管理体制改革必须以“管资本”为主加强国有资产监管。对上海市国有企业中高级管理人员的调研表明,当前上海市国有资产监管主要存在以下问题：从监管主体看,国资委定位不明确,监管组织体系层级多且权责关系不清晰;从监管对象看,国有企业微观运行中市场化与行政化的矛盾依然存在;从监管环境看,政企不分、政资不分依然存在,配套改革匹配度不足。因此,以“管资本”为主的国有资产监管改革是一个系统工程,要从上到下进行顶层设计、从下到上完善基础环境。上海市应进一步推进政企分开、政资分开,明确国资委的定位和权责关系;优化底层制度安排,化解国有企业微观运行中市场化与行政化的矛盾;协同推进相关配套改革,完善以“管资本”为主加强国有资产监管的制度环境。     

It is not easy being a Green party: Green politics as a normal good

An extensive body of literature shows that voters often credit or blame ruling political parties for economic successes and failures, respectively. This paper presents a related, but new possibility: whether local economic conditions impact Green party electoral outcomes. According to the environmental Kuznets curve, high-income countries will see decreased environmental degradation as they become wealthier, but it is yet to be seen whether this relationship is carried over to environmentally friendly political parties. Using a panel data set that includes over 250 elections from 26 European countries, we find that elections held during times of economic growth increase the vote share that Green parties win. This effect is especially robust for national elections, as opposed to elections for the European Parliament. The magnitudes are large enough to potentially alter the number of seats Green parties have in national legislatures. This provides evidence that Green parties are most likely to gain seats when the economy is growing, and support for the existence of an environmental Kuznets curve.     

Endogenous expropriation and political competition

We develop a game-theoretical model in which the politicians can be influenced by means of campaign contributions of special interest groups. If there is no legally binding contract, politicians have a proclivity to divert some contributions for private use. In doing so, they maximize their own utility which depends on expected election-winning premium and amount of funds misappropriated. We study the utility maximizing fraction of expropriation emerging from the equilibrium policy platform and the associated contribution level. We then compare results under alternative scenarios, namely, one single lobby group versus multiple lobby groups and one-sided lobbying versus two-sided lobbying.

Dark personality in dark times: How Dark Triad personality interacts with injustice and politics to influence detachment and discretionary behaviours

Using two-wave time-lagged multi-source data in two studies, we examine how Dark Triad personality (DTP) interacts with contextual variables to influence psychological detachment and discretionary behaviours. In Study 1 (N = 288), we examine the combined effects of DTP and perceived injustice on psychological detachment and organizational citizenship behaviours (OCBs). In Study 2 (N = 461), we examine the combined effects of DTP and perceived organizational politics (POP) on counterproductive work behaviours (CWB) and psychological detachment. We found that Dark Triad personality was positively related to psychological detachment and CWBs and negatively related to OCBs. The effects of the DTP on psychological detachment, OCBs, and CWBs were stronger when perceived injustice and POP was high.
