Following International Air Transportation Association requirement for all member airlines and airports to have a security management system (SeMS) beginning 1 March 2007, many organizations are looking to learn from safety and quality management systems. Without specific guidelines or best practices, organizations are forced to imitate these processes designed for different goals. Since safety, quality, and security environments operate on radically different principles, SeMS implementation must take a different tack. The case of the Canadian Air Transport Security Authority illustrates the importance of a custom-designed program that meets public and corporate needs. The Authority is responsible for security screening of passengers, non-passengers, and baggage within selected airports. As a crown corporation with a precise statutory mandate and regulatory environment, the development of a SeMS illustrates some of the key problems for the application of SeMS to larger organizations. 相似文献

This paper looks at the various types of hubs that have evolved in the air transportation network in the USA. Since deregulation of the industry at the end of the 1970s, the major air carriers have expanded their networks to become more competitive, and the number and types of hubs have grown accordingly. A connectivity analysis using a traditional matrix approach is used to derive indices which are the basis for the development of a connectivity classification scheme. Changes in the shape and size of airline networks have not been explained clearly from a cost perspective based on the finding of increasing returns to density for given route structures and constant returns to scale for variable network size. We reassessed the estimates of these economies by using new scale and scope indices, finding savings due to changes in route structures and various types of economies of spatial scope not previously calculated: network size, trunk-local services and domestic-international services. This paper identifies and evaluates the myriad of factors that influence the choice of airport by freighter-operating airlines. The findings are presented from an international postal survey of airlines operating freighter aircraft on a scheduled non-integrated basis. A number of factors such as night curfews, freight forwarders and airport charges are found to be influential and these are examined against a number of dependent variables such as the airline's home region and operational patterns in order to identify key variations. 相似文献

The paper examines the influence of metropolitan characteristics in determining the locations of major air traffic markets in the US. In general, the likelihood of a major air passenger market locating in any given metropolitan area is primarily determined by the metropolitan area's population size and overall propensity for air travel. The study shows that on average, a major air passenger market has over 3 million people while a minor market has a population base of about 760,000. The propensity of a population to fly is mainly a function of a number of social and economic indicators, the most important of which was found to be employment in professional–scientific–technical services and management activities. 相似文献

India experiences some of the highest air pollution levels globally, with 13 of the 20 most polluted cities in the world. In this paper, we estimate the relationship between air pollution policies in India and mortality for people of all ages and all causes. We estimate the relationship between mortality and two major air pollution regulations, the Supreme Court Action Plan (SCAP) and the Catalytic Converter (CC) policy. Although data for mortality in India have improved over time, the annual average mortality for many districts is volatile, with many outliers and missing values. After addressing these measurement issues in a difference-in-differences setup, we do not find evidence that the policies were effective in significantly reducing mortality. In an effort to understand the potential benefits of reducing pollution levels in India, we investigate the association of different pollution types with mortality. This analysis relies upon relatively recent satellite data on PM2.5 levels in India. We examine this relationship for India for the first time, using a fixed effects model in an attempt to address issues of endogeneity and measurement error. We find that PM2.5 levels are positively associated with mortality, with a 10% increase in pollution conditionally associated with a 2.0% increase in the mortality rate. 相似文献
