我国当前村镇建设规划的意见以及思路

村镇建设意义重大,要做好新时期村镇建设工作务必要高度重视发挥规划的龙头和先导作用,规划既是行动的纲领,也是行动的方案,本文简要介绍了城乡规划法中村镇规划发展情况,并从城乡统筹、产业定位研究、村镇面貌、经营理念等方面对村镇规划提出了一些意见建议。     

Random scheduling with deadlines under dichotomous preferences

A group of individuals share a deterministic server which is capable of serving one job per unit of time. Every individual has a job and a cut off time slot (deadline) where service beyond this slot is as worthless as not getting any service at all. Individuals are indifferent between slots which are not beyond their deadlines (compatible slots). A schedule (possibly random) assigns the set of slots to individuals by respecting their deadlines. We only consider the class of problems where for every set of relevant slots (compatible with at least one individual) there are at least as many individuals who have a compatible slot in that set: we ignore the case of underdemand. For this class, we characterize the random scheduling rule which attaches uniform probability to every efficient deterministic schedule (efficient uniform rule) by Pareto efficiency, equal treatment of equals, and probabilistic consistency (Chambers, 2004). We also show that a weaker version of the probabilistic consistency axiom is enough to achieve our result. Finally we show that efficient uniform rule is strategyproof.     

国内外高校精算教育的比较研究

2010年12月14日，国际精算协会（IAA）接纳中国精算师协会（CAA）成为其第63位正式单位会员。2011年3月17日，中国精算师协会（CAA）与英国精算师协会（I＆FA）签署了精算考试相互认可备忘录。这标志着中国精算师资格考试在通往国际化的道路上迈出了实质性的步伐，中国的精算教育正在逐步获得国际标准的认可。随着市场经济的发展，对精算教育的要求也会越来越高。高校教育只是精算教育的一个方面，只有与职业教育相配合，与业界共同努力，才能培养出优秀的精算专业人才。     

基于突发事件的承运企业动态配送路径计划

研究了基于突发事件的企业物流配送决策。先探讨了突发事件情况下，企业负责配送应急物资的三个特征：应急物资的需求多变性；运输车辆不足；承运企业在规定时间完成应急任务的前提下，以赢利为目标。基于这三个特征，提出了动态配送计划，并详细讨论了动态配送路径计划模式。在满足时间要求的前提下，这个配送路径计划是以成本最低为目标的。然后，通过求解一个算例论证了该模式。     

最合理的财富分配模式——中国经济学之收入分配理论之一

在市场经济中,财富分配是按照要素所有者在社会中的权力大小来决定的,他们手中的权力是由他们实际上控制资源的相对稀缺性决定的。没有在任何时代和任何地方都有效率或合理的分配模式,只有随着生产力的进步以至于各类生产要素所有者在社会财富生产中的相对稀缺性的变化而相应调整的最优分配模式。

Asset Specificity,R&D Financing,And The Signalling Properties of The Firm's Financial Structure

Equity financing is the optimal strategy for innovating firms, which can use their financial structure as a signalling device to attract outside investors. This situation is likely to arise when the firm undertakes a specific purpose R&D project aimed at developing a certain product innovation. Typically, innovations of this kind draw on the firm's cumulative. idiosyncratic knowledge base and, accordingly, the innovation process involves an high degree of asset specificity. Under such circumstances, the terms of debt financing will be adjusted adversely, and equity financing will represent the most economically efficient solution.

These arguments are developed in standard static principal-agent models dealing with New Technology Based Firms and publicly held large firms undertaking an aggressive R&D strategy. In the case of NTBFs, two kinds of optimal venture capital contracts are considered, which render the sharing rules independent (a) of the agent's action and (b) of both the agent's action and the specific assets involved in the transaction. Regarding innovating large firms, it is argued that in this case, too, equity represents the optimal financing strategy, and that top executives use their equity share to signal the firm's expected return stream and value to outside investors.
