我国区域经济政策调整的趋势性框架

近年来,随着一系列促进区域协调发展战略和政策的实施,我国区域经济格局出现了一些积极的变化,在推进区域协调发展方面取得了显著的成绩。在区域竞争模式的主导下,现阶段,区域发展在效率、公平、可持续方面的问题依然突出。推进区域协调发展,要准确把握区域发展的国际经验和客观规律,明确界定各级政府间的权责、改变GDP至上的地方竞争模式。就具体策略而言,要消除各种限制要素流动的体制和政策,推进基本公共服务均等化,严格环境生态等方面的社会性规制,改变区域政策碎片化趋势。     

货币政策调控对西安地区商业银行信贷行为的影响分析

为有效应对世界性金融危机给我国造成的不利影响,我国的货币政策做出了由"从紧"到"适度宽松"再到"稳健"的适应性调整。但商业银行的赢利属性容易造成其经营目标与国家货币政策发生背离,从而影响到货币政策的实施效果。本文通过对货币政策调控与商业银行信贷行为之间关系的实证分析,对增强宏观调控政策的有效性提出建议。     

Low carbon transport strategy in Europe: A critical review

ABSTRACT

The purposes of this article are to depict ongoing trends regarding the transport system in Europe, to introduce readers to the challenges that Europe (and the rest of the world) will face in the future, to show which strategies Europe plans to deploy to mitigate the negative impacts the transport system imposes on the overall system, and finally to discuss the potential of these suggested strategies to contribute to the objectives of the European Union in the long run.     

日本纺织产业转型研究：基于政府的视角

日本政府针时纺织产业衰退采取了短期和长期相互结合的政策。政策的实施维护了日本社会秩序和政治局面的稳定，实现了产业结构合理化和高级化，而且在规模缩减的情况下，纺织产业重新焕发出活力。日本政府促进纺织产业转型的成功经验给予我国重要启示。     

Reprint of “Quality management,environmental management maturity,green supply chain practices and green performance of Brazilian companies with ISO 14001 certification: Direct and indirect effects”

This study aims to test a new conceptual model based on the relationship between quality management (QM), environmental management maturity (EMM), adoption of external practices of green supply chain management (GSCM) (green purchasing and collaboration with customers) and green performance (GP) with data from 95 Brazilian firms with ISO 14001. To our knowledge, such links and relationships are not simultaneously identified and tested in the literature. The results indicate the validation of all of the research hypotheses. This paper highlights that an improvement in green performance will require attention to quality management, environmental management maturity, and green supply chain.

致力于提升社会福利水平的财政政策经济理论为北欧国家的财政政策制定和执行提供了理论框架，使北欧国家逐步发展为福利国家。然而本文认为该理论的某些假设并不切合实际。     

Market Incentives for Safe Foods: An Examination of Shareholder Losses from Meat and Poultry Recalls

Meat and poultry recalls, while voluntary, are carried out under governmental oversight. If firms have financial incentives to avoid being implicated in a recall situation, governmental involvement in recalls may cause firms to internalize social costs when making investment decisions concerning food safety controls. To examine these incentives, we analyze federally supervised meat and poultry recalls from 1982 to 1998 within an event study. Results show significant shareholder losses when publicly traded food companies are implicated in a recall involving serious food safety hazards. We find no evidence that the stock market reacts negatively when recalls involve less severe hazards.

The origin and diffusion of shocks to regional interest rates in the United States, 1880-2002

This paper is about the behavior of regional interest rates in the United States from 1880 to 2002. The main concern is with the shocks to regional rates. Where did they originate? How did they diffuse? How did the pattern change over time? We show that in the late nineteenth century the main source of shocks to rates on the periphery were shocks originating on the periphery itself. This pattern continued through World War I and the Great Depression. After World War II, however, the importance of disturbances on the periphery diminished and shocks to rates in the Eastern financial centers became the main source of fluctuations in all regions.
