Sharing a River

A group of agents located along a river have quasi-linear preferences over water and money. We ask how the water should be allocated and what money transfers should be performed. The core lower bounds require that no coalition should get less than the welfare it could achieve by using the water it controls. The aspiration upper bounds demand that no coalition enjoy a welfare higher than what it could achieve in the absence of the remaining agents. Exactly one welfare distribution satisfies the core lower bounds and the aspiration upper bounds: it is the marginal contribution vector corresponding to the ordering of the agents along the river. An efficient budget allocation policy for decentralisation of responsibility for site decontamination projects

Selection and execution of site decontamination projects is often best left to local authorities, in accordance with the subsidiarity principle, even though the budget for such projects is made available through a central authority. In this paper we suggest a practical budget allocation policy which a central authority can employ to allocate budgets to local authorities, while still optimising the central authority's environmental objective function. The procedure is fully consistent with the principle of decentralisation of responsibility for selection and execution of projects, and requires a minimum information exchange between local and central levels. Despite the information asymmetry between local and central levels, incentive compatibility problems can be (partially) prevented by choosing an appropriate evaluation mechanism. At the same time, the procedure is computationally effective and efficient, and can guarantee a fair budget allocation, making it easy to implement and politically acceptable.     

广东省流通服务业资本边际生产率变动趋势研究

为研究资本要素在广东省流通服务业中的使用和配置效率问题,首先运用永续盘存法估算出历年广东流通服务业中各行业以不变价计算的固定资本存量,再以收入法估算出历年行业的资本边际贡献份额,并计算了行业的不变价增加值,在此基础上估计出1993年~2003年10年间各行业的资本边际生产率。结果表明:这些行业的资本边际生产率在这10年间呈明显的上升趋势,即资本的使用效率在提高,但交通运输业的资本边际生产率偏低,且行业间的资本边际生产率差异增大,行业间资本的配置效率下降。

本文认为,我国上市公司股利不分配股利的公司居多,且分配股利的以股票股利为主,现金股利的支付水平极低。这种非理性化股利政策对我国上市公司、投资者和资本市场均造成了极为不利的影响。为此,迫切需要尽快将上市公司的股利分配引导到理性状态。

资源约束与地区经济收敛——基于资源稀缺性与资源配置力的考察

本文从资源稀缺性出发,提出并运用资源配置力这一新的分析工具,对2003年以来中国所面临的经济增长、资源约束与区域经济变动状况作了分析。结果表明,市场供求关系变化导致资源稀缺的结构性变迁与地域性转移,使地区资源配置力与经济竞争力发展相应变动。东部沿海能源与矿产等资源短缺地区备受资源约束递增的压力;中西部尤其是能源与矿产等资源富集地区资源配置力与经济竞争力明显递增,从而出现地区经济收敛趋势。     

企业文化对知识型员工组织承诺影响的研究

为了探讨提高知识型员工组织承诺的有效路径,文章针对现有研究中的一些不足,提出了不同企业文化导向对知识型员工感情承诺及继续承诺影响的研究框架,从理论上探讨了员工导向文化与任务导向文化如何对知识型员工组织承诺产生影响,以期为企业提高知识型员工的组织承诺提供理论指导.     

农业产业化经营中利益相关者关系、目标选择与实现方式

本文指出,农业产业化经营的利益相关者是农业价值创造和价值实现的重要影响因素,正确处理好利益相关者关系,有利于保障和提升农业利益,有利于农业价值创造与农业价值实现,这包括农户与龙头企业、政府、中介组织、合作经济组织以及龙头企业与协会之间的关系。农业产业化经营要以产业运作过程商品化、利益分配合理化等方式,实现农业价值创造最大化和农业价值分配最优化的农业产业化目标。
