政府投资项目代建制的财政和财务管理工作探讨

代建制作为一种新的建设模式,克服了“投、建、管、用”四位一体的政府投资工程管理模式所带来的非专业化、低效率、低质量等弊端,通过专业化、集中化和市场化的管理,实现投资控制,保证质量和工期。但代建制是有相应的配套制度作保障的,如果制度不配套,依然会存在风险。在新的政府协调干预机制下———建筑工务局的成立,探讨如何搞好代建制的财政财务管理工作。     

基于SMS霓虹灯的监控系统

鉴于GSM/SMS网络的技术已比较成熟,又有开发方便、费用低廉、可靠性高、覆盖范围较广等诸多优点,本文研究了通过监测霓虹灯工作电流参数,利用GSM/SMS短信息服务,实现对霓虹灯远程报警和控制操作。该系统以AT89S52单片机为核心,使用MAX274、MAX125和TC35来构成整个系统。文章详细阐述了系统的结构、工作原理、软件设计和研制体会。该系统经实践验证,实时性强、可靠性高。     

Measuring the Implementation of Codes of Conduct. An Assessment Method Based on a Process Approach of the Responsible Organisation

More and more organisations formulate a code of conduct in order to stimulate responsible behaviour among their members. Much time and energy is usually spent fixing the content of the code but many organisations get stuck in the challenge of implementing and maintaining the code. The code then turns into nothing else than the notorious "paper in the drawer", without achieving its aims. The challenge of implementation is to utilize the dynamics which have emerged from the formulation of the code. This will support a continuous process of reflection on the central values and standards contained in the code. This paper presents an assessment method, based on the EFQM model, which intends to support this implementation process.     

The value relevance of top executive departures: Evidence from the Netherlands

On theoretical grounds, monitoring of top executives by the (supervisory) board is expected to be value relevant. The empirical evidence is ambiguous and we analyze three non-competing explanations for this ambiguity: (i) The positive effect on firm value of board monitoring is hidden in stock price effects due to the simultaneous occurrence of the positive real effect of monitoring and the opposing information effect. (ii) The combination of board monitoring and monitoring by other parties prevents assessing the value relevance of board monitoring in isolation. (iii) The confounding effect of a simultaneous successor appointment typically generates an upward biased estimate. Based on an analysis of price effects and trading volumes at announcement, we conclude that monitoring by the supervisory board is valued by investors: Forced departures of executive directors, also without a successor appointment, are value relevant in the Netherlands where external control mechanisms and shareholder control were virtually absent in the period studied (1991–2000).     

校园大气环境污染现状

在区域污染源调查基础上,对校园大气环境质量进行了现状监测与评价,结果表明,校园大气环境已受到较重污染,SO_2,NO_x,TSP一次浓度在各监测点处不超标或最大超标0.25倍;SO_2,TSP日均浓度在各监测点处均有超标现象,最大分别超标0.71～1.43倍、0.92～1.37倍;并对污染原因进行了分析。     

Monitoring Job Search as an Instrument For Targeting Transfers

Redistribution programs are constrained because those not working may be either unable to work, voluntarily unemployed or involuntarily unemployed. The inability to distinguish among these three cases inhibits the targeting of transfers to those most in need. Enabling the government to monitor whether unemployed individuals are searching for work and accepting any offered jobs increases its ability to redistribute income. We show that these monitoring activities are complementary, and consider how a minimum wage might be a useful adjunct to monitoring contingent tax-transfer policies.

发薪日贷款在美国大行其道，其简单便利性使穷人也能够获得信贷服务；但是另一方面，由于借款人缺乏自控，不得不连续借贷，从而陷入债务危机，这也导致了政府监管的不断升级。经济学家对发薪日贷款是否改善借款人的福利进行了实证研究，找到了正反两方面的证据。发薪日贷款使我们认识到方便易得的信贷服务的两面性，对我国正在进行农村金融改革有重要的启示。
