世道变了。去年6月份，中国国家主席胡锦涛访问蒙古，向该国政府提供了3亿美元的援助。这一数量大大高于蒙古的外汇储备——蒙古央行2002年末公布的外汇储备为226亿美元。6个月后，到12月份，蒙古向俄罗斯偿还了25亿美元的长期负债，这还是前苏联时期留下的债务，这两个事件没有明显联系，但一位蒙古银行家说，这就相当于注销了在俄罗斯的账户，开始在中国开户。
