Joseph A. Schumpeter’s contributions in the area of fiscal sociology: a first approximation

Fiscal sociology deals with the ramifications of the fiscal activities of the state into areas which are not their primary target. These effects may occur in sectors not directly affected such as related markets, but they may also occur outside the economic sphere proper, such as in politics, culture, religion, or society at large. Schumpeter contributed to the research project of fiscal sociology throughout his life. In this first approximation, his contribution is discussed in terms of his appreciation of three important scholars who all made landmark contributions to fiscal sociology: Franz Oppenheimer, Werner Sombart, and Gustav (von) Schmoller.JEL Classification: B15, H39     

中国农村土地制度改革模式探索

农村土地制度不仅是中国革命的根本性问题,在相当长时期内,仍将是中国现代化建设的最基础问题,尤其是当前解决"三农"问题的迫切性及中国建立和谐社会目标是否已经构成了土地制度新突破的能量呢?果真如此,那么,条件是否具备?时机是否成熟?本文通过对我国农村土地制度的局限性和存在的问题分析后认为,中国农村土地制度改革已经到了必须进行所有制变革的时候了.而考虑到中国具体实际和改革面临的阻力,笔者提出了改革的战略思路是:第一阶段实行土地股份所有,市场化经营;第二阶段实行农村土地农民个人所有制.     

Implementation of land and ecosystem accounts at the European Environment Agency

The European Environment Agency has started the implementation of a programme of land use and ecosystem accounts, following the System of Environmental and Economic Accounts (SEEA) guidelines of the United Nations. The purpose is to integrate information across the various ecosystem components and to support further assessments and modelling of these components and their interactions with economic and social developments. This programme reflects the increasing demand for environmental policy integration in Europe, both vertically through thematic policies as well as horizontally across policies in those sectors that contribute most to environmental impacts. The construction of land and ecosystem accounts is now feasible due to continuous improvements in monitoring, collecting and processing data and progress with the development of statistical methods that facilitate data assimilation and integration. The accounts are based on explicit spatial patterns provided by comprehensive land cover accounts that can be scaled up and down using a 1 km² grid to any type of administrative region or ecosystem zone (e.g., river basin catchments, coastal zones or bio-geographic areas). Land cover accounts have been produced for 24 countries in Europe and first results published in the European Environment State and Outlook2005 report of the EEA.¹     

新农村金融:理论、成因及中国相关制度安排——基于建设社会主义新农村视角

发展农村经济、建设社会主义新农村离不开农村金融的支持,我国现存农村金融体制的种种缺陷已经成为阻碍农村进步的绊脚石。本文对我国农村金融体制进行考察,对其农村金融组织体系及配套的扶持政策进行评介,找出我国农村金融的不足,提出与社会主义新农村建设相适应的农村金融体制改革路径选择。主要结论有:我国农村金融体制改革,要发挥市场机制的导向作用,建立农村资金良性循环机制;政府应该承担主导作用,建立多层次、全方位的农村金融体制等。     

公共投资项目特许权经营面临的问题与对策分析

目前，我国大多数公共投资项目由政府投资建设厦经营管理，其结果是经营管理效率低下、建设资金短缺、融资难等问题日益突出，发展特许权经营已被公认为解决上述问题的有效模式。本文从法律、风险分担、政府监管等角度分析了在公共投资项目领域实施特许经营所面临的问题，并提出了有效实施特许经营模式的对策与建议。     

我国金融物流模式探析

“十一五”规划纲要明确提出：要“大力发展现代物流业.”本文根据国外金融物流比较成功的经验,以及我国目前第三方物流的现状,创新地提出了我国第三方物流发展金融物流模式,从而有效地降低物流成本、加速资金周转、促进我国物流企业的发展.     

土地政策改革时期的城市空间发展:北京的实证分析

论文探讨北京城市空间发展的特征、并探究空间发展的特征与正在发展壮大的土地市场和土地制度改革之间的关系.利用1993年到2000年上半年北京城市建设区土地使用权出让数据,实证分析显示土地价格及土地开发密度都随着距城市中心区的距离增加呈下降趋势.实证分析还表明地租的曲线的空间变化与土地使用类型相关.这些实证证据支持如下结论:正在形成的土地市场确实影响城市土地开发和空间形态.实证分析还显示地租曲线的斜率和土地-资本替代弹性系数都随着时间的推移而变化.正如城市经济理论所预测,地租曲线斜率的下降是由于北京大量的交通投资降低了交通成本,从而又反过来使城市土地地租空间变化曲线发生旋转.土地-资本替代弹性指数的增加意味着价格影响土地开发密度.这两者的变化都反映出北京的土地市场正走向成熟.应该指出,在土地市场之外(在行政划拨的土地上)进行的大量开发对北京正在形成和发育的土地市场会产生扭曲.     

How to invest over the life cycle: Insights from theory

We analyse the state of the art in the field of life cycle portfolio choice, a recent strand of the literature on intertemporal portfolio selection. Life cycle models are designed to identify optimal savings and portfolio policies over the lifetime of investors. They can help to improve pension schemes by showing how these could be specifically tailored to the individual employee’s circumstances to overcome the ‘one-size-fits-all’ philosophy still prevailing in parts of the mandatory retirement savings system. To facilitate comparison, we first describe set-up, solution method and characteristic results for a basic model and then derive a general framework to classify existing contributions. We highlight the models’ strengths and weaknesses and assess their ability to resolve existing portfolio puzzles. Lessons from the literature are summarized and promising areas for further research identified. JEL classifications G11, D14, D91, H55

本文通过统计数据对我国农村金融资源配置效率的分析表明,我国农村金融资源配置效率相对低下.造成农村金融资源配置效率低下的原因,是现阶段农村金融制度的有效供给不足,导致了金融资源配置无法满足帕累托条件.因此,提高农村金融资源配置效率的关键,在于农村金融制度的创新和有效供给.

用科学发展观指导城市土地整理工作,处理好城市发展与城市用地总量与结构平衡、生态环境保护的关系,统筹人与自然的和谐发展。为此,要建立健全城市土地整理市场准入机制,完善城市土地整理市场规则,实行政企分开、政事分开,体现市场经济公开、公平、有序、竞争原则,以实现城市土地整理区的社会经济协调发展。
