基于DEA方法的湘西民族地区财产保险市场绩效综合评价研究

选取2008--2012年湘西民族地区四大财产保险公司的数据，利用DEA方法对湘西民族地区财产保险市场绩效进行了评价，研究结果显示：从纯技术效率而言，人保财险、平安财险和中华联合三家保险公司具备完全纯技术效率，而中国平安却不具备纯技术效率。从规模效率而言，人保财险和中华联合两家规模报酬不变，而平安财产保险公司呈现规模报酬递增趋势，太平洋保险呈现规模保险递减趋势。

PUBLIC POLICY SUPPORT FOR AGRICULTURAL COOPERATIVES: AN ORGANIZATIONAL ECONOMICS APPROACH

This paper addresses the issue of whether nontraditional agricultural cooperatives should be eligible for receiving public policy support. We adopt an organizational economics approach that appears to better inform policy design and suggest critical questions that both policy makers and regulators need to address before introducing measures and sanctions. After discussing the introduction of innovative cooperative models characterized by a whole new set of ownership and control rights, we recast vaguely defined property rights problems as attempts to maximize efficiency and avoid organizational decline rather than to take advantage of excessive market power in highly concentrated oligopsonistic/oligopolistic markets.     

农业知识产权与综合竞争力的关联:对日本做法的借鉴

近年来,日本根据本国国情和国际农业形势的发展变化,积极制定了农业知识产权方面的新战略及具体的实施措施,以激励和保护本国农业知识产权的发展。通过对日本农业知识产权新战略的分析和评价,并将其和中国的《国家知识产权战略纲要》进行比较发现,日本在农业知识产权方面的新战略对中国具有重要的启示作用和战略性借鉴意义。中国应从本国国情出发制定专门的农业知识产权战略,以促进农业的发展。     

THE ROLE OF FEES IN PATENT SYSTEMS: THEORY AND EVIDENCE

This paper reviews the economic literature on the role of fees in patent systems. Two main research questions are usually addressed: the impact of patent fees on the behavior of applicants and the question of optimal fees. Studies in the former group confirm that a range of fees affect the behavior of applicants and suggest that a patent is an inelastic good. Studies in the latter group provide grounds for both low and high application (or pre‐grant) fees and renewal (or post‐grant) fees, depending on the structural context and policy objectives. The paper also presents new stylized facts on patent fees of 30 patent offices worldwide. It is shown that application fees are generally lower than renewal fees, and renewal fees increase more than proportionally with patent age.

Strategies,market concentration and hegemony in chemical parcel tanker shipping, 1960–1985

The article analyses the emergence of chemical shipping as a specialised shipping segment. In the 1950s and 1960s seaborne transport of chemicals was characterised by rapid technological development, based on the introduction of parcel tankers, which could carry chemicals in bulk. By the early 1970s two Norwegian companies had built up substantial market shares, but were challenged by financially stronger British companies. The article traces the background of the main companies involved in chemical shipping in the 1970s, by which stage market concentration was evident. We look at their entry into the market and their strategies. First mover advantages, determination to remain market leaders, fleet structure and timing go a long way to explaining why by the mid-1980s the Norwegians had managed to fend off the British challenge.
