科学发展观作为当代中国先进政治文化的最新成果,其实质是以人为本,注重经济、社会的全面、协调、可持续发展.科学发展观要求地方政府决策主体着眼全局推进梯度发展战略,重塑公共权威和政府诚信,在尊重客观规律和实事求是的基础上创新决策制度,树立服务与指导结合、法治与责任并重、民主与开放并行、追求高效与协调发展的决策理念,推进地方政府决策的科学化、民主化、法制化.     

加强科技创新,促进西部地区小康社会建设

十六大提出的“全面建设小康社会”的目标和“走新型工业化道路”，对科技工作提出了新要求，必须坚持“科教兴国”战略。大力推进科技创新，努力为我国先进生产力和先进化的发展，为维护和实现我国最广大人民的根本利益，为实现全面建设小康社会的目标，不断地贡献智慧和力量。西部大开发必须走科技创新之路，必须在科技进步和人力资源的开发上做章。     

科技产业与市场:需求导向及其互动

计划经济体制向市场经济体制转变 ,促使产业结构调整越来越依赖于市场需求的拉动。市场需求作为科技产业发展的重点选择和导向 ,推动了科技与经济的一体化进程 ,加快了产业结构演变和升级 ,进一步完善了以产、学、研结合为核心的科技产业发展体系 ,进而提高了科技产业在市场经济中的竞争力。本文所要研究的是转型期市场需求与科技产业互动发展的相关问题。从市场需求导向角度 ,就市场需求对科技产业发展的影响进行分析 ,对科技领先的市场特征进行描述 ,并论述了政府对科技产业市场需求潜力的影响。     

“互联网+”时代下人力资源管理的转型研究——以A健身俱乐部为例

对人力资源管理领域而言,“互联网+”时代正面临着传统与新兴的融合。因此,在全面了解人力资源管理新趋势的前提下,如何在新形势下基于互联网思维,迎合企业发展需要,改革传统管理模式,创新发展互联网背景下的人力资源管理显得尤为重要。研究开始介绍了相关概念,分析了“互联网+”时代对人力资源管理的影响,而后介绍了A健身俱乐部的人力资源管理现状及其问题,最后结合当今时代特点为其明确了转型目标、转型对策及保障措施,为企业更好地实现新时代下人力资源管理提供了参考。     

Assessment and selection of management consultants: A comparative cognitive study between small- and large-scale companies

This paper explores alternative ways of evaluating and ultimately hiring a generalist consultancy for short- and medium-term projects, and how this is shaped by the size of the clients’ company. What buying factors do managers of small and large firms have in mind when hiring consultants for their projects?Instead of employing surveys incorporating predefined buying factors based on what the researchers think would be important, a cognitive mapping methodology - the repertory grid technique - is applied to investigate the underlying phenomena. Using the repertory grid technique to draw mental models is a novel research technique within the supply management field. Recent behavioral supply chain management research found the behavior of managers to be critically influenced by mental models: the lenses through which managers perceive, simplify and interpret the world.Results show differences between the buying factors used in small- and large-scale companies: managers of large companies are more ‘reputation and outcome-oriented’ and managers of small businesses are more concerned with ‘how the services are rendered’. However, both constituents stressed the importance of expertise, quality and the relationship between the client and the management consultancy, although the character of such a relationship differed between small- and large-scale firms. Results also point out criteria that managers of small and large companies employ to discriminate between good and poor performing consultancies and to judge service delivery. The practical implications for both companies hiring consultancies and the consultancy companies are discussed. For consultancies, our findings can help tailoring their efforts to a differing clientele when marketing and selling their services. For companies hiring consultancies, fixating too much on particular buying factors may lead to biased decisions.     

强化全面预算管理在科研事业单位中的应用

随着国有企事业单位经济体制改革的不断深入,原有“财政补贴”的科研事业单位获得的财政支持将会逐步减少,已经面向市场开展经营活动的科研事业单位最终将推行“自收自支”模式。随着中央财政补助收入的逐年削减,以及民营企业市场准入政策的推进,科研事业单位面临的市场竞争更加激烈,不能创造经济效益的单位不可避免地面临重组或剥离,根本无法生存。因此,怎样适应新的发展形势,推行全面预算管理并进行精准管控成为军工科研事业单位的一项重要课题。     

跨境电子商务物流模式创新与发展趋势研究

随着我国经济社会的不断发展,城市化进程加快,对物流模式的发展也有了新的要求。从目前的发展情况来看,跨境电子商务物流模式得到了广泛的应用,这种物流模式打破了传统方式的弊端,给电子商务的发展带来了新的机遇与挑战。为进一步加强跨境电子商务物流模式的发展,需要分析其发展过程中存在的问题及其创新与发展趋势,进而促进跨境电子商务物流模式的发展。     

Developing and applying a framework to evaluate participatory research for sustainability

The normative implications of participatory research imply ongoing social learning that ought to lead to personal and institutional transformation. Sustainability science also requires reflexive scientific practice in order to enable the co-generation of solutions that take account of uncertainty and multiple forms of knowledge. However, there is little published peer-reviewed material on how to assess to what degree the rhetoric regarding the benefits of participatory research are achieved in practice, particularly with regard to participatory research for sustainability. This paper outlines how linking the rationales for participatory research and for sustainability science to the principles of evaluation can deliver a conceptually coherent evaluation framework for assessment. The approach for evaluating participatory research in this context consists of framing the evaluation, i.e., setting boundaries on the subject within its social, political, environmental and institutional context and selecting appropriate criteria, methods and data sources. The application of the framework, using a summative evaluation of participatory research for sustainability in north-east Australia, illustrates its strengths and weaknesses, concluding with a consideration of its applicability to further participatory sustainability science.     

科研开发与经济增长——兼论科研开发的溢出效应

经济划分为科研部门和非科研部门，科研开发对经济增长的作用及科研对非科研部门具有外溢效应。1999-2003年30个省市自治区的面板数据表明，科研开发对经济增长具有较大的拉动作用，同时科研开发部门对其他部门的外溢作用明显为正。     

基于协同平台的高校教师科研绩效评价体系

在研究组织人员行为绩效评价体系的基础上,分析了传统的KPI(key performance indicator)评价方式所面临的主要问题,提出针对高校教师科研绩效进行分类建模,并设计相应的绩效指标、绩效算法及评价体系来解决问题。最后,用某院教职工2015—2019年在协同信息管理平台上的行为数据,检验了该体系的有效性及合理性,并针对基于协同平台的高校教师科研绩效评价体系的结果分析,提出高校科研管理及绩效激励方案。
