EU Policies on Bioenergy and their Potential Clash with the WTO

The paper outlines EU policy on bioenergy, including biofuels, in the context of its policy initiatives to promote renewable energy to combat greenhouse gas emissions and climate change. The EU’s Member States are responsible for implementing EU policy: thus, the UK’s Renewables Obligation on electricity suppliers and its Renewable Transport Fuel Obligation and road‐fuel tax rebates are examined. It is unlikely that EU policy is in conflict with the WTO Agreement on Agriculture or that on Subsidies and Countervailing Measures, but its provisions on environmental sustainability criteria could be problematic.     

The Trucking Sector Optimization Model: A tool for predicting carrier and shipper responses to policies aiming to reduce GHG emissions

In response to the growing Climate Change problem, governments around the world are seeking to reduce the greenhouse gas (GHG) emissions of trucking. The Trucking Sector Optimization (TSO) model is introduced as a tool for studying the decisions that shippers and carriers make throughout time (focusing on investments in Fuel Saving Technologies), and for evaluating their impact on life-cycle GHG emissions. A case study of fuel taxation in California is used to highlight the importance of (1) modeling the trucking sector comprehensively, (2) modeling the dynamics of the stock of vehicles, and (3) modeling different sources of emissions.

Strange bedfellows or an aligning of values? Exploration of stakeholder values in an alliance of concerned citizens against coal seam gas mining

In the inter-stakeholder relations in environmental and natural resource management disputes, farmers and environmentalists have traditionally fallen along opposing lines arguably due to seemingly incompatible values and fundamental differences between the groups. However, the expansion of the coal seam gas (CSG) industry has resulted in outrage and opposition from farming groups, environmentalists, and communities, leading to an alliance of these “strange bedfellows”. This study explored the opposition movement to CSG in Australia with the use of techniques from social psychology to investigate whether shared values provided the common ground for the alliance. An online survey of values was conducted (N = 197) with members of the CSG opposition alliance. No evidence was found to support the hypothesis that this alliance of stakeholders is comprised of two distinct sub-groups; farmers and environmentalists. The personal values of the respondents were highly inter-compatible, and aligned with social altruism. Sub-clusters were identified which corresponded with the extent to which respondents considered the CSG industry to impact on their lives. This research challenges the appropriateness of predetermined stakeholder classifications being applied to environmental and natural resource management issues, and highlights values as a relevant social factor in the cooperation potential of oft-conflicting stakeholder groups.

近年来,随着经济的发展,城市化进程也在不断的加快,农村人口快速向着城镇涌入,使得城镇发展过程中面临越来越多的来自人口和资源等多方面的压力,对城市基础设计的建设也带来了巨大的挑战。城市燃气管网建设是城市建设中重要的基础设施之一,在城市建设中起着重要的作用。本文则主要针对城市燃气管网建设中,聚乙烯燃气管道的工程设计与施工的相关问题进行简单的探讨。     

基于层次分析法的航材储存安全评价研究

首先根据航材仓储安全的影响因素,建立储存安全评价指标体系;然后给出评价指标权重的计算方法,采用模糊综合评估方法对安全进行总体评估;最后结合实例进行了安全评估,结果表明,指标体系可以对某航材仓库的航材储存工作进行全方位的评价,证明了该方法的可行性与科学性。     

Container storage and transshipment marine terminals

This study addresses the storage arrangement of transshipment containers on a container yard, in order to carry out efficiently the ship handling operations at a terminal where mega-containerships call. An optimization model is specified to investigate the flow of containers from the mega-containership to feeder ships using intermediate storage at the yard. A heuristic based on the lagrangian relaxation is formulated. The quality of the heuristic approach is tested in a number of experiments. In the experiments, various situations are analyzed with respect to mega-containership arrival rates, some strategies for stack arrangements and terminal layouts.
