铬渣的无害化处理和综合利用

铬渣产量大、毒性剧烈,是严重污染生态环境和危害人类健康的危险废物.本文介绍了铬渣各种无害化处理方法的解毒机理、工艺过程和应用实践,阐述了对铬渣进行综合利用的途径,并就铬渣的防治措施提出了建议.     

Job growth in early transition: Comparing two paths*

Small start‐up firms are the engine of job creation in early transition. We ask about differences in their growth across two different transition economies: Estonia, which experienced rapid destruction of pre‐existing firms, and the Czech Republic, which reduced the old sector gradually. We find that the majority of job growth corresponds to within‐industry reallocation. The within‐industry growth of small start‐up firms is similar in the two countries, in line with the convergence to Western industry firm‐size distributions. We also find similar patterns in the evolution of wage differentials between start‐ups and old firms and small differences in the extent of low‐wage employment in start‐ups across the two transition paths. 我国城市社区空间组织管理:问题、思考与创新设想

在我国经济转轨、社会转型，单位人转为社会人，单位制的城市社会管理转为社区制的城市社会管理的大背景下，以城市基层居民委员会辖区为单位的城市社区空间组织管理越来越实现出其重要的地位和作用。文章对我国现阶段城市社区空间组织管理存在的问题，进行了分析与思考，并提出了创新设想。     

Rural taxation and government regulation in China

This paper places the problem of Chinese rural taxation in the context of government regulation and seeks to present an integrated theoretical framework of Chinese rural development in the past two decades. Our theoretical framework reconciles the seemingly contradictory facts that the average level of rural taxation relative to rural net income did not increase quickly from 1990, but rural taxation became a very serious problem in this period. Our findings suggest that this is in large part due to increases in rural income disparity from 1990 and uneven tax distribution among different income groups. We argue that differentiated enforcement of government regulations such as grain procurement and birth control play an important role in the rural taxation problem, and more generally, the problem of local government expansion and rising rural income disparity. The empirical findings support our hypotheses.     

深化乡镇综合改革难点研究

乡镇机构人员膨胀是当前农民负担过重的主要原因之一。而20多年来乡镇机构减而复胀且日益严重,成为改革的难点。乡镇职能错位、各类机构关系不顺、社会改革不配套,还有行政机构中客观存在的“帕金森定律”,是乡镇机构改革难点形成的深层原因。深化乡镇综合改革的远期目标是实现乡镇自治,而近期目标则是以转变职能为核心,调整政府管理体制;实现乡镇机构的功能整合;同时可以实行政府职能“外包”;还要加强机构编制的法治管理。     

城市贫困人群的医疗救助问题研究

随着城市居民最低生活保障制度的实施和不断完善,城市贫困人群的生活得到了一定程度的改善。但是,在现有体制下,贫困人群的医疗问题日益凸显出来,他们在医疗方面实际上处于一种双重缺失状态,如果不解决好这个问题,有可能会影响到整个社会保障制度的完善和社会的稳定。     

关于浙北地区城乡供水一体化问题的研究——以H县为例

对浙北地区县域范围内城乡供水现状进行了分析，指出：要实现自来水供应一体化，面临着行政管理体制和水务运作体制方面的问题，并对解决这两方面的问题提出了对策。     

长沙城市生态安全建设探析

长沙生态安全建设是其生态城市建设的重要组成部分;从结构、功能和协调度3方面构建了一个生态安全指标体系,得到其综合指数(ESCI)为0.613,再通过现状问题分析,提出从加强基础设施建设、提高污水处理能力、努力推进城市绿化建设、加大环保和科教投资、科学合理的调整产业结构、普及和提高环保意识、加强生态安全规划建设等方面加强建设。     

中国省域全面发展竞争力评价研究

文章在简要文献回顾基础上,提出了经济发展、环境发展、社会发展三位一体的全面发展竞争力概念与模型.通过指标体系及权重的设计,以全国31个省城为对象进行了比较评价与分析.
