河北省利用外资的成效和对策

河北省利用外资已走过了 2 0年的历程。 2 0年来 ,外资在河北的经济建设中发挥了重要作用 ,收到了突出的成效。但由于河北软、硬环境的限制 ,河北利用外资的水平还不高 ,不能满足河北经济发展的需要 ,应采取有效的对策 ,更好地利用外资。     

Effective Rates of Sectoral Productivity Change

In effective rates of sectoral productivity change, some of the inputs are treated as produced. Here, this is extended to cover all the inputs. All the sectoral rates of productivity growth based on a static input–output (IO) framework are shown to be equal to the corresponding rates of decrease in the production price. For the direct rate, all the input prices are treated as exogenous constants. For the effective rates, prices of the inputs, which are treated as produced, are determined by production technology. The fully effective rate is derived from the price equations of the closed dynamic IO model. It is equal to the rate of decrease in the production price when the prices of all inputs, human capital and human time included, depend on production technology. The overall rate, obtained as a weighted sum of the fully effective sectoral rates, is equal to the rate of growth in the growth potential of the economy.

Preferences for Educational Status,Human Capital Accumulation,and Growth

Using an overlapping generations model in which human capital accumulation has positive external effects on the production of the human capital of future generations, this paper analyzes implications of agents’ having preferences for educational status, represented by human capital holdings relative to the social average. Examining the value and sign of the optimal distortionary tax in the optimal taxation scheme, we analyze the efficiency of the level of human capital accumulation in a decentralized economy. The desire for educational status can compensate for insufficient accumulation of human capital stemming from human capital externalities directed toward future generations.

Foreign enclaves and economic development: A theoretical analysis

We consider an urban foreign enclave with sector-specific foreign capital in an otherwise mobile-capital Harris-Todaro model. We consider the taxation of foreign capital. A dynamic version of this model is considered. The long-run equilibrium and the comparative steady-state effects are analyzed. We get some interesting effects of reduction in tax rate on foreign capital on the short-run and the long-run equilibrium levels of domestic factor income and national income under some meaningful conditions.
