我国经济转型时期失业的主要成因与对策

目前,在我国失业的主要原因是人力资源供过于求和结构性失业等。解决失业问题既要增加劳动力需求,又要调节劳动力供给的数量质量,控制和减少当期劳动力供给,同时要完善失业保险制度。

从十四届三中全会我国正式提出“劳动力市场”一词到目前为止,社会劳动力基本实现了通过市场自主择业,面对现阶段存在一定的就业压力,而劳动力市场又是解决就业问题的关键一环,有必要对劳动力市场的影响因素进行分析,以达到完善劳动力市场,促进劳动力市场发展的目的。     

Bank Managers' Heterogeneous Decisions on Discretionary Loan Loss Provisions

This study examines bank managers' three major motivations for discretionary behavior with respect to loan loss provisions: signaling, income smoothing, and capital management. To do so, it utilizes a bank-specific time-series regression approach that captures heterogeneity in the banks' priorities and strategies for alternative motives and compares the results to those from alternative model specifications. The statistical tests and results presented in this study lead to three conclusions. First, significant results for the income smoothing hypothesis are robust to the various model specifications. Second, average signaling coefficients estimated from bank-specific regressions are systematically larger than corresponding coefficients from pooled time-series cross-sectional regressions and are statistically significant. Finally, bank managers appear to use loan loss provisions to manage their regulatory capital levels by comparing them with the minimum ratios specified by regulators rather than with a time-series bank-specific ratio or pooled time-series cross-sectional mean ratio.     

Prediction of Labor Force＇s Supply and Demand in Urban Areas of China

In the recent years, with the promotion of reform and the exposing of some profound contradictions, the problem of unemployment is outstanding day by day and becomes an important problem in present China＇s economics. Based on the data offered by China Statistical Yearbook： 2003, the short-term supply and demand of labor force in urban areas of China is predicted in this paper.     

经济转轨国家劳动力市场政策及对我国的启示

劳动力市场是市场经济的重要组成部分，我国要继续深化经济体制改革。必须要建立一个高效、有序的劳动力市场。本文在阐述了劳动力市场理论之后，分析了原苏联、东欧国家在经济转轨过程中关于劳动力市场的经验和教训，并以此提出了进一步完善我国劳动力市场的几点建议。     

House Prices, Fundamentals and Bubbles

Abstract:  This paper studies actual (real) house prices relative to fundamental (real) house values. Such a focus is warranted since housing constitutes a large fraction of most household portfolios, and its characteristics are such that, in contrast to what prevails in financial markets, arbitrage will be limited and hence correction toward 'true' value is likely to be a prolonged process. Using UK data and a time-varying present value approach, our results preclude the existence of an explosive rational bubble due to non-fundamental factors. We further find that intrinsic bubbles have an important role to play in determining actual house prices although price dynamics appear to impact, particularly in periods of strong deviation from fundamental value. Price dynamics are found to be driven by momentum behaviour.
