政府工程采购的管理系统研究

以现实中政府工程采购通用的业务操作流程为基础,结合现代信息技术并合理的实现学科交叉融合,尝试建立建设政府工程采购的管理系统,该系统又可以划分成若干不同复杂度的小系统。文章所建立的系统运用虚拟现实技术,建立虚拟工程采购程序,实现可视化的工程采购决策管理工作,指导政府相关部门合理有效的实现工程采购,并最终科学而系统的实现了工程采购风险预警及管理。

建筑行业的快速发展使工程量清单的招投标管理逐步凸显出制度不完善、计价方式不合理等问题。随着市场经济的腾飞,建筑工程原有计价模式已无法适应战略化经济时代对建筑招投标管理的全新需求,因此本文从推行工程量清单招投标管理的优势出发,分析了当今该环节发展的现状及存在的问题,并提出了有效的应对策略。     

Maximizing bidder surplus in simultaneous online art auctions via dynamic forecasting

This paper presents a novel intelligent bidding system, called SOABER (Simultaneous Online Auction BiddER), which monitors simultaneous online auctions of high-value fine art items. It supports decision-making by maximizing bidders’ surpluses and their chances of winning an auction. One key element of the system is a dynamic forecasting model, which incorporates information about the speed of an auction’s price movement, as well as the level of competition both within and across auctions. Other elements include a wallet estimator, which gauges the bidders’ willingness to pay, and a bid strategizer, which embeds the forecasting model into a fully automated decision system. We illustrate the performance of our intelligent bidding system on an authentic dataset of online art auctions for Indian contemporary art. We compare our system with several simpler ad-hoc approaches, and find it to be more effective in terms of both the extracted surplus and the resulting winning percentage.

Valuing an EU Animal Welfare Label using Experimental Auctions

The aim of this article is to determine consumers’ valuation for an EU Animal Welfare (EU‐CAW) Label for products providing higher animal welfare standards than the current legal requirements. Using revealed preference data from random nth price auction mechanism and two auction procedures, our results generally suggest that consumers are willing to pay a premium for an EU Animal Welfare (EU‐CAW) Label for cured ham. This finding is consistent in both the endowment and full‐bidding auction approaches we employed in our experiments conducted in Spain. The average premium that consumers are willing to pay for a cured ham with the EU‐CAW Label ranges between 19% and 23% of the average price of the regular cured ham that is currently available in supermarkets.

中国加入WTO，对内地的工程管理带来相当大的冲击，而澳门一直是按照国际惯例进行工程造价管理，因此作借助在澳门一些项目的招投标经验和体会，分析了广州与澳门在工程招投标制度方面的差异，提出了一些对策和建议，为内地企业适应国际惯例提供参考。     

投标决策的项目现值思维分析

面对工程市场众多的工程项目招标,承包商想要正确的做出投标决策,就必须对工程项目的各种不确定因素进行分析和预测。承包商通常把预期的利润作为投标决策依据。但利润只能反映在一定的成本计算方法下投标项目本身的效益,并不能反映出该项目对整个公司的影响。预期利润最大的投标项目并不一定对整个公司的贡献最大。依据预期利润大小做出的决策,不一定是对整个公司最有利的决策。基于此,定义了项目现值的概念。提出了投标决策的项目现值思维分析。

随着我国社会主义市场经济制度日益完善,公路建筑市场竞争日趋激烈,对于每个公路施工企业来说,面临的首要问题就是能否在公路工程项目投标过程中处于有利形势,最终在市场竞争中获得生存与发展。该文从科学决策、有效组织、合理报价三个方面对公路工程项目投标方法进行了探索。对公路工程项目的承包商进行投标报价,承揽工程有一定的参考意义。     

Cost-effective design of agri-environmental payment programs: U.S. experience in theory and practice

Key features of U.S. agri-environmental programs are reviewed and analyzed using literature review and program data. We focus, in particular, on several key questions: Has benefit-cost targeting increased the environmental benefit obtained from program budgets? Has competitive bidding reduced program costs? To what extent have these program designs resulted in additional gain (that would not have otherwise been obtained)? Previous research illustrates how benefit-cost targeting using environmental indices (such as the Environmental Benefits Index in the Conservation Reserve Program) can increase environmental cost-effectiveness. Previous research and data from two U.S. programs suggests that bidding has reduced costs, but that the full potential of bidding may not have been realized. Finally, most U.S. programs are intended to yield environmental gains that would not have otherwise been obtained, but sometimes fall short of this goal.
