A Comparative Study of the Benefits of Applying Target Cost Contracts Between South Australia and Hong Kong

This article aims to identify and analyze the key benefits of adopting Guaranteed Maximum Price and Target Cost Contracts (GMP/TCC) over and above the traditional lump‐sum contractual arrangement through an empirical questionnaire survey conducted in South Australia and compared with the findings in Hong Kong. The Mann‐Whitney U Test indicated differences in perception between the two groups of respondents on the majority of the identified benefits. The study has provided an in‐depth understanding of the perceived benefits of the GMP/TCC scheme, hence leading to a wider application of those alternative integrated procurement strategies in both regions for reference by the construction community at large.

本文在简述地质雷达基本原理及工作方法的基础上，阐述了地质雷达的信号识别在土层疏松及空洞探测中的可行性及准确性，并对地质雷达的实测资料进行了处理及分析。结果表明，地质雷达检测技术能有效的探测土层疏松以及空洞异常，从而避免地铁施工过程中地下空洞等地质体对周围环境和施工安全造成的不良影响。

Political Macroeconomics: A Survey of Recent Developments

The paper surveys political macroeconomics, covering its development from Rogoff's conservative central banker to the most recent discussions of monetary policy and institutional design. Topics include the inflation-stabilization trade-off, central bank independence with escape clauses and overruling with costs, inflation targets, performance contracts for monetary authorities, and the consequences of output persistence for these issues. Further topics are the political business cycle when output is persistent, the political macroeconomics of fiscal policy, the government spending bias, and the game-theoretic interaction between fiscal and monetary policy. All work is discussed within a coherent analytical framework.     

When Does an Inflation Target Yield the Second Best?

It is shown that an inflation target does not establish the second best if the central bank is independent and the government collects seigniorage revenues. To eliminate excessive inflation and ensure that stabilization is efficient, society should combine an optimal inflation target with a central bank that attaches less weight to inflation stabilization than the public does.     

Asymmetric information and target firm returns

This article examines the relationship between asymmetric information and target firm returns in mergers and acquisitions (M&As). We argue that if managers possess favourable (unfavourable) asymmetric information, they will offer, ceteris paribus, a high (low) premium, affecting target firm returns accordingly. We propose several proxies of asymmetric information. The empirical evidence strongly supports our hypothesis as we find that target firm returns are significantly negatively related to asymmetric information regarding synergy gains. Our results are robust after controlling for several target and deal characteristics.

市场经济的深入发展 ,使煤炭工业企业的统计工作任务发生了明显的变化。统计信息的提供 ,不仅要满足国家宏观控制的要求 ,而且必须为煤炭工业企业的战略决策提供依据。鉴于此 ,企业统计指标体系的内涵应发生变化 ,统计报表也应随统计指标体系的变化在内容组成和填报时间上重新设计。为了保证该指标体系的正常运作 ,企业还应建立科学的管理制度和网络信息系统。
