中国打造世界制造中心的路径依赖初探——兼论缓提"中国是世界制造中心"的口号

在中国制造业日益凸显其在世界市场中的重要性的今天，中国能否成为“世界制造中心”已成为各人士关注的焦点。本文分析了历史上几代“世界工厂”的成长过程及其在世界经济发展中的历史地位，总结提出了成为世界制造中心的五个假设。在此基础上，本文运用实证分析方法，结合大量的中国现实资料，检验了这五个假设，提出了中国目前不是任何意义上的世界制造中心的结论。论文最后提出了中国打造世界制造中心的基本路径，这就是抓住一条主线、从两个基础起步、处理好十大关系。     

Development by Decree: The Limits of ‘Authoritarian Modernization’ in the Russian Federation

The apparent success of state‐managed market economies has challenged the conventional wisdom that liberal democracy is the norm around which all capitalist countries tend to converge. If the link between democracy and development is more tenuous than we often think, the authoritarian variety of capitalism is not without its own problems, especially with respect to political legitimacy, innovation and regional development. This article explores these issues through the prism of ‘authoritarian modernization’ in Russia. We argue that this strategy is unlikely to succeed, even in its own terms, because (1) the political system fails to create favourable institutional conditions for modernization; (2) the economic system is beset by deeply embedded structural problems; and (3) the regional policy apparatus is torn between the goals of spatial equalization and spatial agglomeration. The article focuses on the Skolkovo Innovation Centre, the main symbol of Russian modernization, to demonstrate the territorial repertoire of the mega‐project, a state‐sponsored development strategy to create innovation clusters from above because they cannot emerge from below.     

新《行政诉讼法》有关判决方式的文本解读

新《行政诉讼法》关于行政诉讼判决方式的修改内容丰富、特色鲜明、亮点颇多,有必要在法治国家的背景下对其深入解读。新《行政诉讼法》的判决方式具有五大亮点,修订后的判决方式彰显了国家治理的法治现代化。对于新《行政诉讼法》有关判决方式的适用我们需要注意四个层面的内容。新《行政诉讼法》对判决方式的修订并不完美,但是瑕不掩瑜,通过这次修法,我国行政审判将会以判决方式的改变作为基点迎来发展的契机。     

新型小农经济发展观

小农经济以其独特的生命力生存于历史近万年,但传统的小农经济与社会主义公有制存在冲突。在社会主义社会大背景中,唯有在科学发展观指导下,对小农经济科学改造,形成新型小农经济—家庭承包经营,才能赋予了它新的生命力,并使其不断完善,走出具有中国特色的农村、农业社会主义现代化道路。     

离析现代化与旅游对民族社区的文化影响——西双版纳三个傣寨的比较研究

旅游发展会对民族社区的社会文化产生影响,却鲜有研究将民族旅游的独特影响从社会现代化发展的整体影响中剥离出来、辨清机制。文章用西双版纳三个旅游发展阶段不同的典型傣寨构成＂自然实验＂,对傣寨文化逐层逐项进行横向、纵向比较。研究表明：（1）三傣寨物质文化发生了不同程度的演绎,但精神文化内核都得以传承。（2）物质文化和部分制度文化的变迁主要源于整体社会现代化进程对传统生活方式的挤压。（3）在外部社会现代化发展的整体推力把某些民族文化特质推离传统的当代,民族社区旅游发展的内生动力反而是把其拉回原形的拉力。（4）在不可抗的现代化进程中,民族旅游社区能否持续发展,在内需要社区精英的带领,在旅游场域的多方博弈中自下而上对自身文化进行扬弃,在外需要政府自上而下的制度关怀和规划引导。     

干旱区绿洲生态农业现代化模式研究

西北地区是我国典型的干旱区,水资源匮乏、生态脆弱和气候干燥等因素是干旱区的主要特征,在该区农业现代化的进程中这些特点是不容忽视的。文章从农业现代化模式含义的理解入手,通过对国内外先进农业模式的研究,借鉴其在发展过程中的经验与教训,总结出适合西北干旱区绿洲生态农业发展的现代化模式,并将模式定位于滴灌大田精准农业现代化模式、滴灌设施农业模式、滴灌特色林果(药)复合农业模式与现代农业示范园区模式。

阐述了物流信息化与物流现代化的关系:信息化既是关键,也是瓶颈。分析信息技术对现代物流的作用,研究提高军事物流信息系统性能的途径,推进我军现代军事物流体系建设。     

Evaluating green supply chain management among Chinese manufacturers from the ecological modernization perspective

Green supply chain management (GSCM) has become an emergent ecological modernization tool amongst Chinese manufacturers to balance environmental performance with productivity and business performance gains. Ecological modernization at the society level is influenced by restructuring policies and regulations. Some of these policies and regulations in China are focusing on enhancing energy savings and pollution reduction (ESPR). Based on a survey of 376 responses, we investigate whether different Chinese manufacturer clusters varying in their extent of implementing GSCM exist from this ecological modernization perspective. We also examine if Chinese manufacturers’ awareness of domestic and international environmental ESPR-oriented compliance is related to GSCM implementation and whether a mediating effect of regulatory pressure plays a significant role. The results highlight the varying pace of Chinese manufacturers to ecologically modernize with GSCM practices and the significance of regulatory pressure to diffuse the practices adoption by Chinese manufacturing industry. Implications of this research go beyond the manufacturers investigated in this study where similar occurrence of these relationships may exist in other regions.     

浅谈日本农业现代化经验及对我国的启示

基于日本农业在农户小规模经营基础上实现现代化的基本经验,阐述了日本的成功经营对我国农业现代化的启示：深化耕地制度改革,发展家庭适度规模经营;大力发展小城镇和农村中小企业,积极推进农转非;加大政府的财政支持力度;建立健全农民合作经济组织体系。
