高校固定资产投资项目储备库建设与管理探究

哈尔滨工程大学＂十一五＂期间固定资产投资项目储备库开始建设,项目库是对项目进行规范化、程序化管理的数据系统。主要在项目储备、申报、争取资金支持等方面发挥重要作用。几年来成效显著,应用价值突出,项目库建设的重点要与国家相关规划紧密联系,要积极开展初期论证,要强调信息总体反映学校的建设需求。

秦皇岛市城市经济发展战略分析——以轻工业为产业支柱,以港口建设和开发旅游资源为发展两翼

通过对秦皇岛经济发展现状的深刻分析提出其发展中存在基础设施不完善、企业规模较小、海洋经济发展缓慢的问题,针对这些存在的问题和秦皇岛目前发展的实际情况提出打造以轻工业为产业支柱,以港口建设和开发旅游资源为发展两翼的经济战略模式。     

土工合成材料在水利工程中的应用及其施工方法研究

土工合成材料指的是应用于岩土工程,以高分子聚合物合成材料制成的产品统称。由于土工合成材料是一种全新的岩土工程材料,为了起到保护以及加强土体的作用,通常置于土体表层或各层土体之间。由于其具有排水、防渗、防冲和土加筋加固等一系列的作用,而被广泛用于水利工程,如水工建筑物的大坝、隧洞、渠道等工程。本文就土工合成材料在水利工程中的应用及其施工方法进行探讨,希望为其在水利工程的应用提供相应的参考以及新的思路。     

Planning for competitive port expansion on the U.S. Eastern Seaboard: the case of the Savannah Harbor Expansion Project

With the expansion of the Panama Canal, port cities along the U.S. Eastern Seaboard are competing to attract the increased trade expected once the project is complete in 2015. Competition includes extensive investment in projects for port expansion, dredging, and multimodal transportation for greater hinterland connectivity, fueled in part by uncoordinated federal port investments without a larger strategic vision for national port and trade infrastructure. One of the competing ports is in Savannah, Georgia, which is the country’s fourth busiest container port. Savannah is about to embark on a $652 million project that will dredge thirty-two miles of the Savannah River from 42 to 47 feet to attract and accommodate Post-Panamax container ships. The paper analyzes the geographic coastal impacts of port competition, and looks at the unique circumstances of the Greater Savannah Metropolitan Region in planning for future growth of its port. The case illustrates the geographic tensions of uncoordinated maritime freight and logistics planning with fragile coastal and riparian ecologies. The dramatic interventions in port excavation also demonstrate how global forces of technological change and port expansions in other parts of the world are reshaping local geographies.     

Transforming Educational and Business Practices in Belarus

Abstract

The Bryant College Collaborative Learning at a Distance (CLD) Program in Belarus was designed to promote collaboration across diverse cultural, political, and philosophical boundaries. CLD programs can assist the Newly Independent States (NIS) in meeting the political, social, and economic challenges associated with the transition from a centralized, administrative command economytoa more democratic and diversified society. Cost-effective, collaborative distance learning projects can help to address the problem of limited educational resources and prepare faculty, undergraduates, entrepreneurs, and NGO leaders for better understanding the role of civic responsibility as a foundation for western business practices.

The ongoing Internet-based, Bryant College CLD Program, including educational institutions, research facilities and business firms, focuses on a non-hierarchical model, emphasizing reciprocal, interactive learning and problem-solving. Components include Web-based courses, International Virtual Roundtable Discussions via E-mail, seminars on business skills and Web design, Internet protocol video conferencing between the U.S. and Belarus, a faculty exchange and training project, and a business internship program aimed at providing hands-on experience with business and NGO leaders in the U.S. This project demonstrates that Internet-based, collaborative learning can transcend cultural and language barriers and advance the development of a business environment supportive to the entrepreneurial spirit.     

国外港口物流的发展对辽宁沿海经济带的启示

向国际化、规模化、系统化发展形成高度整合的＂大物流＂、进一步拓展服务功能的＂增值物流＂、打造技术密集型的＂智能港＂以及发展＂虚拟物流链控制中心＂,是近年来港口物流发展的主要特点和趋势。当前,辽宁沿海经济带港口物流发展中存在着物流系统条块分割严重,物流产业技术落后,港口定位和发展目标冲突,服务意识和服务质量水平较低等问题。发展辽宁沿海经济带港口物流,应打破条块分割格局,大力发展物流产业技术,整合港口物流的功能,实现综合化发展。     

太仓港的历史、现状及发展策略研究

对太仓港的历史、发展和现状进行了分析,指出太仓港发展的优势和存在的不足,提出太仓港未来的发展策略,认为太仓港应提高现代化管理水平,加强港口基础设施和配套设施建设,加大航线开辟力度,不断拓展新货源,在港口的外部环境、内部条件及运营策略等方面继续加大努力,在航运服务的价格、质量、速度、柔性、创新和服务等不断满足企业和客户的需求。     

大型交通重点项目党建统管制工作创新研究

党建统管制是大型交通重点项目的党建新模式。但面对新形势，这一工作模式也需要进一步创新。要从加强在建项目党组织的建设管理、积极搭建和充分利用与施工所在地党建联动平台、注重党组织文化建设、正确处理党建统管制工作与大型交通重点项目建设之间的辩证关系等方面来加强和优化大型交通重点项目党建统管制工作，促其在实践中得到充分的运用，保证优质、安全、高效、廉洁地完成重大交通建设项目。     

Project Management of Production Line Automation: A Comparative Analysis of Project Management in Brazil and Colombia

This article aims to evaluate the production line automation projects developed by Brazilian and Colombian companies from the Project Management perspective, through the analysis of the application degree of PMBOK processes, to understand how formal techniques are being employed in these countries and also to identify improvement opportunities, when necessary. Data were collected through a survey. The similarity index between the ten processes, with the highest application degree in the Brazilian and Colombian samples, was 70%. For the processes with the lowest application degree, the similarity index was 60%. No similar study was found in the literature.
