Investors in Nigeria have lost several billions of dollars through the collusion of accountants and external auditors with companies’ management and directors to falsify and deliberately overstate companies’ accounts. As a consequence of unethical practices by accountants and auditors, which have resulted in the distress or occasionally the closure of companies, some indigenous Nigerian Managing Directors of multinational corporations such as Lever Brothers Nigeria Plc and Cadbury Nigeria Plc have been sacked and replaced with expatriates. Some companies placed under receivership have also lost billions of dollars due to professional misconduct by their official receivers. Contrary to the claim of ‘protecting the public interest,’ accountants and auditors may be partly responsible for cases of distress and closure of companies and banking institutions in Nigeria. However, the various Statutory Provisions and Acts relating to companies and professional bodies all place the responsibility on the accountants and auditors to detect and report to the regulators cases of suspected fraud and accounting malpractice. Through detailed consideration of cases of fraud, falsifications and deliberate overstatement of companies’ accounts, this paper examines the claim that the professional bodies are capable of protecting the public interest. It utilizes archival documents to provide evidence that suggests professional misconduct by accountants, particularly the members of the Institute of Chartered Accountants of Nigeria (ICAN). The paper provides further evidence that ICAN has been reluctant to either investigate or sanction its erring members. The paper posits that the reluctance or inability of the ICAN's “Investigation and Disciplinary Machinery” to either investigate or discipline the erring accountants and auditors suggests that whether by design or default, the ICAN's “Investigation and Disciplinary Machinery” operates to shield the activities of its erring members in accountancy firms from critical scrutiny. 相似文献

This paper uses multiple rounds of panel data to assess the distributional implications of the variability in agricultural productivity in Nigeria and Uganda. It uses both a conventional decomposition and a regression‐based inequality decomposition approach to estimate the impact of climate‐induced variability in agricultural productivity. To mitigate the endogeneity associated with unobserved time‐invariant and time‐variant household fixed effects, we use rainfall shocks as a proxy for estimating the exogenous variability in agricultural productivity that affects consumption. Results suggest that a 10% increase in the variability of agricultural productivity tends to decrease household consumption by 38 and 52% on average for Nigeria and Uganda, respectively. Controlling for other factors, variability in agricultural productivity contributed to between 25% and 43% of consumption inequality between 2010 and 2015 for Nigeria; and 16% and 31% of consumption inequality between 2009 and 2011 for Uganda. We also show that variability in agricultural productivity increases changes in consumption inequality over time. 相似文献

Agricultural mechanization has been integral to agricultural transformation during periods of development. Mechanization‐service provisions can be constrained by economies of scale, seasonality, limited mobility, or heterogeneous inputs quality. However, information has been scarce regarding how the private sector has overcome these constraints especially in countries like Nigeria that are at low agricultural development stages. We present the results of a small survey of tractor owner‐operators conducted in Nigeria. We find that existing private‐sector tractor‐hiring services in Nigeria are indeed constrained. However, we also find heterogeneity among these owner‐operators. In particular, those who buy tractors from private markets or from private individuals are more efficient than those who receive tractors through government programs, providing services to a greater area at lower costs, including during off‐peak seasons, sometimes selecting machinery types according to soil types. This article estimates the effect of a fertilizer voucher program on farmer participation in the private fertilizer market in Nigeria. Using a double‐hurdle model (to address corner solution challenges with estimating input demand) and a control function approach (to account for the endogeneity of subsidized fertilizer acquired), the study finds evidence that receiving subsidized fertilizer in Kano, Nigeria increased both the probability and extent of participation in the private fertilizer market. Findings demonstrate that under certain circumstances, e.g., where input dealers’ links to farmer are weak; there could be significant gains from the temporary use of voucher programs to strengthen such links. 相似文献

This paper examines the road transport programmes of Nigeria's Directorate of Foods, Roads and Rural Infrastructure (DFRRI) in terms of its expectations and achievements since its inception in 1986 and their general effects on rural development. The analysis shows that, although the Directorate has achieved about 55% of its targeted road programmes, wide variations exist among the states, ranging from 14% to 79%. Nevertheless the construction and/or rehabilitation of about 61 000 kilometres of roads since 1986 has stepped up the production capacity of Nigerian farmers and has opened up several agricultural lands and increased overall accessibility in the country. 相似文献

Abstract The main objective of this study was to estimate empirically the technical efficiency of rural and urban small-scale farmers in Ondo State, Nigeria, using the stochastic frontier production function. With the rapid urbanization being currently experienced in Nigeria, the socio-economic and the farming environment in both the rural and urban centres are undergoing transformation. This study involved collection and analysis of data on 200 food crop farmers from rural and urban centres in Ondo state of Nigeria. The results of analysis show that there are wide differences in the socio-economic and production inputs of the farmers from rural and urban centres. While farmers from rural centres have relatively larger farms, the urban farmers have better access to production inputs, especially, fertilizer. However, rural farmers, with a mean technical efficiency of 0.66 are found to be more technically efficient than urban farmers, who have a mean technical efficiency of 0.57. There is a wide confidence interval around the point estimates of the technical efficiency scores. Level of education, farming experience and land are found to have negative effects on technical inefficiency of both rural and urban farms. The marginal effect of inefficiency variables is, however, found to be highest for education among both rural and urban farms. 相似文献

There has been considerable growth in the past few years in the number and size of Nigerian companies providing services to the oil and gas industry. The capacity of these companies, enhanced by local content policy, will not only create economic development in the industry, but will also likely boost the development of Nigeria's manufacturing and service economies. While ‘Nigerian content’ faces many challenges in terms of implementation, it has made and will continue to make a significant impact on the economy of Nigeria and may also be making a significant impact on the political economy. Powerful interests have helped ensure that the Nigerian elite will be the primary beneficiaries of Nigerian content. Through interviews and case studies, this article argues that by embracing Nigerian content as a new strategy of accumulation, the elite are creating more capitalistic social relations of production in Nigeria. 相似文献

The significant role small and medium-scale enterprises (SMEs) plays in growth and development is acknowledged universally. As a group, they generate more new jobs and introduce innovative ideas, products, and business methods. However, this important group is incapacitated by numerous factors militating against their growth, particularly in Third World countries such as Nigeria. In this study the authors identified major factors that affect the productivity of SMEs thereby hindering their growth. Their findings relate factors such as the dearth of skills, absence of managerial talents, and employee turnover to enterprise performance, productivity, and growth ability. Employee turnover is found to have a significant and negative correlation with SME performance. This indicates that the lower the employee turnover, the higher the performance of SMEs, and vice versa. 相似文献
