What do we know about technology and rights? This article provides a fairly comprehensive overview of current issues regarding this topic. We explore and analyse a wide spectrum of rights that are challenged in this current era of technological convergence. We use the United States Bill of Rights as an example of the vulnerability of legal protections for rights against particular political and technological changes in this post 9-11 climate. New streams of rights acting as a safeguard against further incursions of technology into civil liberties are explored. We also address intellectual property rights and international trends in copyright, patent and trademark laws. We question whether these issues of technology and rights have a place in current technological literacy scenarios. 相似文献

AbstractIn the face of global climate risks, world cities increasingly figure in academic and policy discourse as strategic spaces for harnessing the expertise and governance capacity needed to steer societies toward more sustainable and low-carbon futures. This article reviews existing approaches to the study of urban climate politics, by way of asking what contribution Ulrich Beck’s theory of world risk society – and principles of methodological cosmopolitanism – make to such epochal conversations? Three main analytical frameworks stand out: low-carbon transition literature highlight generic processes of socio-technical ‘greening’ of urban infrastructures; urban policy mobility work documents growing intercity networks around climate and sustainability; and actor–network theory-informed takes on urban controversies engage the localized politics of specific city-based ‘riskscapes’. While each framework makes valuable contributions, this article suggests that all of them remain under-theorized from the point of view of the specific dynamics of local–global interdependencies in urban climate risk politics. In response, the article draws on Beck in outlining the contours of new urban–cosmopolitan risk communities. To this effect, empirical studies into large-scale East Asian and European port cities is used to illustrate how a shared transnational risk imaginary (e.g. of future sea-level rises) may help spur collective action and new forms of trans-boundary solidarity. Reflecting on such research practices, the article ends by pointing to the need for reworking methods of (multi-sited) ethnography and comparison as central parts of realizing Ulrich Beck’s cosmopolitan sociology in the domain of urban climate risks. 相似文献

This research aimed to reconstruct a local urban politics and develop a meso–micro‐level model of urban politics through a case study, drawing on a Bourdieusian relational framework. To this end, it investigated the case of local low‐income housing policy — inclusionary zoning — in Madison, Wisconsin, USA. It historicized the path of the local low‐income policy issue through document analysis and qualitative media content analysis. Through multiple analyses, the study revealed that urban politics consists of complex interlinkages among stakeholders with shared values or interests from different social domains, created in order to dominate the policy issue. The study further investigated, on the basis of Bourdieu's concepts of capital and habitus, what elicited different political strategies from key community leaders. 相似文献

本文试图探析在中国地方人大中是否存在地域性代表及其相关因素。通过收集和分析2017年国内五省市人大收到的近四千条代表建议,发现在地方人大代表的履职行为中,一定范围内存在从整体资源中为选区争取利益的现象。进一步回归分析的结果显示:来自经济发展水平相对较低的地区的代表,更倾向于提出地域性建议;由代表联名提出的建议更可能是地域性建议;担任地方党政领导职务的省市人大代表,在提出建议时更倾向于提出地域性建议。上述实证发现对中国地方人大地域性代表的实现机制提供了初步启发性证据,也有助于丰富我们对非竞选体制下的政治代表性和回应性机制的理解。 相似文献

预算公开与廉洁政府建设是学术界关注的热门话题,两者之间的关系更是其中的重点。2006、2008、2010与2012四个年度共同涉及的44个国家的预算公开指数与清廉指数的相关性检测表明,预算公开指数与清廉指数之间呈正相关关系,且基本属于高度相关,部分国家数据的不对称只是虚假背离。高度契合与虚假背离的背后起决定性作用的是成熟的民主政治,因此,预算公开推动廉洁政府建设需要以成熟的民主政治为前提和基石。 相似文献

Within the financialisation literature, a number of approaches identify the coexistence of financial expansion and productive stagnation. Yet there is no consensus on which direction causality operates between these two phenomena. This impasse has been widened by the lack of attention paid to the role of statecraft strategies in mediating possible causal mechanisms. This article contributes to rectifying this shortcoming by focusing on the governance advantages granted to states through financial deregulation. By presenting archival evidence on Britain’s 1971 Competition and Credit Control deregulation, this article lends support to financialisation accounts that argue that weaknesses in the productive economy spurred financial expansion, yet it also indicates that the state’s desire for depoliticised forms of governance played a crucial role in mediating this relationship. This further suggests that International Political Economy should focus on the strategic manner in which states relate to markets. 相似文献

This article argues for a reconceptualization of one of the most basic concepts in urban studies: the neighborhood. Traditionally neighborhoods have been understood as clearly bounded, quasi‐Westphalian containers or as ‘natural areas’ of urban community. But this approach is widely acknowledged to be under‐theorized. And it fails to account for the ways in which the production of neighborhood is inherently political and often conflictual. After reviewing the ways in which neighborhood has been used in urban sociology and urban planning, this article offers a critical conception of neighborhoods as ‘spatial projects’ on the submetropolitan scale. This approach captures the ways in which neighborhoods are not abstract spaces on a city map, but the uneven, unequal products of complex, ongoing struggles between various groups and institutions. This approach is developed through an ethnographic and historical case study of neighborhood formation in one part of Brooklyn, New York. The article concludes with a discussion of how the language of spatial projects refocuses urban research on the political and economic forces that produce neighborhood in the contemporary city. 相似文献

This research looks at post‐2006‐war reconstruction of the southern suburbs of Beirut under the auspices of Hezbollah (the Islamic resistance movement in Lebanon). The project was widely acclaimed as an alternative to current neoliberal planning practices in the Middle East and beyond. Based on a critical reading of the conception of property issues in this planning project, the article argues that this reconstruction presents a new geometry or alternative to the mainstream configuration of neoliberal urbanism, rather than a departure from its precepts. The reason for this is that the adopted language of property corresponds closely with the conception of property advocated by neoliberal planning, one that enshrines private, individual ownership as sacred and desirable and that works to strengthen its model in the city. I further argue that the ‘neoliberal planning regime’ within which Hezbollah's urban intervention occurs is not accidental; rather, it is necessary for the party's control of this space's future and for consolidating its territory in the city. It is hence expected that Hezbollah's planning in the city will produce the same decried effects as neoliberal planning elsewhere in the city rather than usher an innovative, progressive model of planning. 相似文献

On 23 June, 2016, the UK held a referendum to decide whether to stay in the European Union or leave. The uncertainty surrounding the outcome of this referendum had major consequences for public policy, investment decisions, and currency markets. We discuss some of the subtleties involved in smoothing and disentangling poll data in light of the problem of tracking the dynamics of the intention to Brexit, and propose a multivariate singular spectrum analysis method that produces trendlines on the unit simplex. The trendline yield via multivariate singular spectrum analysis is shown to resemble that of local polynomial smoothing, and singular spectrum analysis presents the nice feature of disentangling the dynamics directly into components that can be interpreted as changes in public opinion or sampling error. The merits and disadvantages of some different approaches for obtaining smooth trendlines on the unit simplex are contrasted, in terms of both local polynomial smoothing and multivariate singular spectrum analysis. 相似文献
