美国国家经济研究局的这篇文章研究了中国(上海)自由贸易试验区对中国资本管制的影响。中国(上海)自贸区先行先试人民币资本项目开放,并逐步试点人民币可自由兑换等金融创新举措,尝试将浮动汇率和资本账户开放组合融汇于宏观政策中。文章比较了中国上海自贸区与其他自贸区的不同,回顾了其近一年的发展,实证评估自贸区的设立对中国资本管制和金融自由化的影响:人民币在岸市场汇率(CNY)和离岸市场汇率(CNH)间的差价、中国货币供应量和国外利率间的因果关系。实证分析结果与理论预判较为一致:中国对资本管制的影响从自贸区设立后逐渐弱化,自贸区的一些政策变化将对改革发挥关键作用。本刊编辑部编译了这篇报告,供广大经济金融界人士研究参考。
