抓好档案用户心理做好档案服务工作

如何适应经济、社会进程的需要,切实改革档案管理服务方式,已成为档案管理部门的首要任务。本文分析了档案用户需求心理产生的必然性,提出一些档案服务职能的创新举措,最后总结了提高档案管理人员信息素养的方法。     

Gendered trends in poverty in the post-apartheid period, 1997–2006

This study investigates whether trends in the extent and depth of poverty in South Africa over the past decade have been gendered. We examine whether females are more likely to live in poor households than males and whether this has changed over time, and how poverty has changed for female-headed and male-headed households. We use data from the 1997 and 1999 October Household Surveys and the 2004 and 2006 General Household Surveys, which have the advantage of collecting information on the individual receipt of social grant income. We find that although poverty rates have fallen for both males and females, and for male-headed and female-headed households, the decline has been larger for males and for male-headed households. Gender differences in poverty rates have therefore widened over the period. We show that these findings are robust to the possible underestimation of household income and to adjustments for household composition.

The scope and trajectory of strategic HR research: evidence from American and British journals

Many have argued that the field of human resource (HR) management has successfully transformed itself from the functional orientation of personnel management to a strategic orientation that is more relevant to the goals and effectiveness of business in the current competitive landscape. In this article, we assess that proposition by reviewing almost 1000 award-winning papers and articles published in leading US and British management journals since the mid-1990s. We use this data to evaluate the scope of HR research in the field, the extent to which it has changed, and whether changes in this research have kept pace with changes that organizations face in the current global economy. Consistent with the strategic HR framework, we find that the question of the link between HR and performance has, indeed, become the dominant one among both micro- and macro-organizational scholars. Contrary to expectations, however, micro-level research continues to be more prevalent than macro-organizational studies; and we find little change in the subjects and sites of research or theoretical approaches adopted. These characteristics of HR research are in sharp contrast with the dramatic changes occurring in the world of work – suggesting a mismatch between what HR scholars study and what issues and dilemmas organizations face. Finally, by assessing similarities and differences between the American and British scholarship, we are able to suggest a research agenda, more relevant to the current global economy, which builds on the strengths of each tradition.     

我国第三方物流发展现状及趋势分析

当前全球经济一体化、竞争日益激烈,物流外包的优势非常明显。为满足工商企业日益增长的物流需求,第三方物流企业因此诞生,并迅速成为了一种潮流和趋势。"第三方物流"在国外已经有几百年的历史,而在中国仍属于新型产业,其前景与市场价值可期。     

近30年我国农村宅基地有偿使用研究综述与展望

目的 宅基地有偿使用是我国新一轮宅基地制度改革的重要探索内容之一。宅基地有偿使用是促进宅基地集约、高效利用的重要推手,也是显化宅基地财产属性的重要途径。有关宅基地有偿使用的综述研究,已有学者利用文献分析法和归纳总结法进行分析,但是在文献的时效性、研究热点的可视化等方面存在很多问题。方法 文章通过CiteSpace5.6.R5软件对1992—2020年中国知网上“宅基地有偿使用”的发文量、研究热点和演进趋势进行可视化信息分析,并结合具体文献,对农村宅基地有偿使用研究提出了研究述评与展望。结果 （1）从发文量看,宅基地有偿使用的研究可分为萌芽发展、缓慢发展和快速发展3个阶段。（2）从研究热点看,对宅基地有偿使用的研究主要集中在“宅基地有偿使用费”“一户多宅”“超占多占”和“三权分置”等关键词。（3）从演进趋势看,宅基地制度改革与制度设计、宅基地使用权流转、宅基地管理以及三权分置将成为宅基地有偿使用的研究重点。结论 总体展望看,明确宅基地有偿使用的适用情形,研究宅基地有偿使用收费标准和有偿使用资金管理办法,探索宅基地有偿使用与宅基地资格权认定、宅基地登记确权及有偿退出的衔接机制是未来宅基地有偿使用研究中须着重关注的内容。     

从国际视角看我国内部审计的发展方向

文章从国际内部审计的定义及其发展着手,描绘出国际内部审计发展的四大趋势:开拓风险管理新领域、深入介入内部控制、推动更有效的公司治理、更新内部审计师的职责;指出了我国内部审计的发展方向:推进内部审计参与风险管理、建立相对独立的审计组织机构、发挥内部审计在公司治理中的作用、促进内部控制体系的建设和完善、采用科学的现代审计技术、提高内部审计人员的素质和技能。     

Modelling international tourism demand and volatility in small island tourism economies

Small island tourism economies (SITEs) vary in their size, land area, location, narrow resource bases, economic development, overwhelming reliance on tourism and consistent inflow of foreign direct investment for economic growth. Small island tourism economics differ in their ethnic diversity, political systems, economic and environmental vulnerability, ecological fragility and the risks facing investors. Owing to natural disasters, ethnic conflicts, crime and the threat of global terrorism, there have been dramatic changes in the arrivals of international tourists to SITEs. These variations in international tourism demand to SITEs, particularly the conditional variance (or volatility) in international tourist arrivals, have not previously been analysed in the tourism research literature. An examination of the conditional volatility of international tourist arrivals is essential for policy analysis and marketing purposes. This paper models the conditional mean and conditional variance of the logarithm of monthly international tourist arrivals and the growth rate (or log‐difference) in the monthly international tourist arrivals for six SITEs, namely Barbados, Cyprus, Dominica, Fiji, Maldives and Seychelles. Diagnostic checks of the regularity conditions of the logarithm of monthly international tourist arrivals and their growth rates suggest that the estimated univariate models of trends and volatility are statistically adequate. Therefore, the estimated models are appropriate for purposes of public and private sector management of tourism. Copyright © 2005 John Wiley & Sons, Ltd.
