We study the implementation of a time-varying pricing (TVP) program by a major electricity utility in Costa Rica. Because of particular features of the data, we use recently developed understanding of the two-way fixed effects differences-in-differences estimator along with event-study specifications to interpret our results. Similar to previous research, we find that the program reduces consumption during peak-hours. However, in contrast with previous research, we find that the program increases total consumption. With a stylized economic model, we show how these seemingly conflicted results may not be at odds. The key element of the model is that previous research used data from rich countries, in which the use of heating and cooling devices drives electricity consumption, but we use data from a tropical middle-income country, where very few households have heating or cooling devices. Since there is not much room for technological changes (which might reduce consumption at all times), behavioral changes to reduce consumption during peak hours are not enough to offset the increased consumption during off-peak hours (when electricity is cheaper). Our results serve as a cautionary piece of evidence for policy makers interested in reducing consumption during peak hours—the goal can potentially be achieved with TVP, but the cost is increased total consumption  相似文献

Analyzing publicly traded stocks in Korea surrounding IFRS adoption in 2011, we find that the gap between stock price and firm value, value-to-price (V/P) ratio, narrows following the IFRS adoption and that this narrowed gap is observed only for higher V/P firms. We further find that the return predictability of V/P decreases in the post-IFRS period. Using a path analysis, we report further evidence that mandatory IFRS adoption decreases idiosyncratic volatility and improves trading volume and market liquidity, thereby contributing to the narrowed gap between value and price. We conclude that IFRS adoption contributes to resolution of Korea discount.  相似文献

Haze pollution has become a new threat to China's sustainable development, but it may be that local government behaviour can play an important role in the prevention and control of pollutants. A dynamic spatial autoregressive (SAR) model is used to study the relationship between local government competition and haze pollution. To further explore the indirect impact of factor market distortion on haze pollution and control potential endogeneity problems, a newly developed intermediary effect model that incorporates the characteristics of the generalized method of moments (GMM) is utilized to explore how factor market distortion indirectly affects haze pollution. The research results show that regional haze pollution in China is characterized by significant spatial correlation, and local government competition has a positive impact on haze pollution; that is, local government competition exacerbates haze pollution. In general, local government competition not only directly leads to an increase in haze pollution but also further intensifies it by distorting the local factor market, and the intermediary role of factor market distortion is approximately 7.04%. The results of the regional inspection found that competition among local governments in the eastern region did not lead to haze pollution, and distortion of the factor market did not exist as an intermediary effect. However, both direct and intermediary effects are significant in the central and western regions. Therefore, an official performance appraisal system that includes ecological constraints should be established to guide the benign transformation of local government competition, and an environmental management mechanism must be developed for joint prevention and control to reduce haze pollution. 重大水利工程项目决策社会稳定风险评估中,公众是重要的参与主体,个体间生活环境、知识背景及心理素质的差异性会直接影响稳评结果。公众参与成熟度是公众参与的衡量要素,由能力成熟度和心理成熟度两个方面构成。从能力与心理两个角度设计调查问卷,运用结构方程模型,探究内部影响路径。结果表明,公众参与心理成熟度直接影响能力成熟度,而能力成熟度又通过参与意愿影响着心理成熟度,两者间存在相互影响的关系。政府可以通过开展道德素质教育,改善公众参与动机,以提高公众参与心理成熟度及能力成熟度,最终整体提高公众参与成熟度,保证稳评工作的质量,提升重大水利工程项目决策科学性。  相似文献

基于资源基础理论和持续创新内生机制,利用435家高技术企业2010—2018年面板数据,对多元化战略对高技术企业创新持续性的影响进行探究。结果表明,产品多元化与创新持续性呈正U型关系,技术多元化对创新持续性具有正向促进作用,产品多元化与技术多元化协同效应对创新持续性具有负向影响;动态能力强化了产品多元化与创新持续性之间的正U型关系,并正向调节技术多元化与创新持续性之间的关系。在动态能力调节作用下,高技术企业产品多元化与技术多元化协同效应对创新持续性具有正向影响。  相似文献

[目的]以重庆市为研究区域,以农地发展权资本化的地票指标为研究对象,从理论和实证层面探讨农地发展权交易与资本要素的城乡互动关系及其对区域经济增长的影响,为进一步优化农地发展权交易政策、促进区域均衡发展提供相关建议。[方法]基于2008—2017年城乡统筹改革试验区重庆市地票指标交易的面板数据,运用要素禀赋理论和差分GMM模型从理论和实证层面分析农地发展权流出区土地与资本要素的互动关系及其对区域经济增长的影响。[结果]基于区域间资源禀赋的差异及要素相对价格的分化,在市场机制作用下,农地发展权指标将以配置效率优化为导向在不同区域间自由流动。[结论]短期内,由于资本约束,流出农地发展权的区域其经济增长会受到抑制;而当农地发展权指标资本化后,流出区获得了较为稀缺的货币资本,农地发展权流出将显著促进地方经济增长;同时,在研究时期内,由于农地发展权市场交易机制的构建,重庆市地方经济增长存在显著的收敛效应,区域间经济发展差距将会逐步缩小。  相似文献

Many experts agree that more agricultural investment is needed in the global South to improve local food security and reduce poverty. However, there is a lack of consensus about the types of investment needed to achieve these goals. This paper contributes to the literature on large agricultural investments and corresponding business models by inventorying and analysing such investments in Kenya’s Nanyuki area. We identify four clusters of business models that differ primarily by type of production and other distinct determinants, namely: demand from markets; access to land; land tenure regime and colonial history; actors involved; biophysical context; labour availability; and governance of the value chain via private standards. The study results shed light on the factors that help or hinder implementation of large agricultural investments and shape their impacts in the context of African land use systems. The way land is accessed represents one of the most-decisive factors determining the risks and opportunities associated with such projects. We find that most investments in the Nanyuki area occur on land bought or leased from private owners.  相似文献

[目的]客观揭示农村贫困化地域分异机制,为科学推进川西北高原藏区精准扶贫创新途径、综合战略和认真贯彻落实中央治藏方略提供参考依据。[方法]应用地理探测器模型、GIS空间分析与地统计方法等方法,探测川西北高原藏区贫困村单位面积GDP分异的主导因素,揭示农村贫困化分异机制,提出不同贫困化地域类型的扶贫政策措施。[结果]影响川西北高原藏区农村贫困化分异的主导因素包括到主要交通道路距离、归一化植被指数(NDVI)、土地利用、年均温度和海拔高程等,各因素对贫困村经济发展分异的解释力分别为80. 76%、12. 82%、8. 82%、5. 45%和3. 96%;贫困村经济发展贫困化的分异机制存在明显差异,可归纳为交通区位约束型、自然环境约束型和经济区位约束型等三大类型;农村贫困化驱动机制下的贫困村精准扶贫政策措施亟需因地制宜、科学推进、讲求实效,有序推进精准扶贫战略。[结论]精准扶贫应分类指导、重点突破,尤其加强贫困村交通、水利、公共基础设施建设和特色农牧业产业培植,注重多种扶贫模式的综合集成。  相似文献
