The panic buying behavior under public health emergencies will lead to many adverse consequences, such as material waste, price fluctuation and uneven distribution of epidemic prevention materials, which will pose a threat to the social stability and economic development. In this paper, we construct a tripartite game model to explore the strategic choices of the public, merchants and the government in order to effectively respond to the panic buying behavior in the epidemic. The results demonstrate that: (1) Eight evolutionary stable strategies emerge in the panic buying events. The worst scenario can be improved by adjusting some relevant parameters. (2) The probability of the public choosing the strategy of “not involving in panic buying” depends on the potential benefits and losses of snapping up, rather than the extent of price rising. (3) The probability of merchants choosing the strategy of “not bid up price” depends on the intangible benefits. (4) The probability of the government choosing the strategy of “active supervision” depends on the supervision costs and government credibility, rather than the amount of fines. In addition, strategic suggestions to mitigate panic buying behavior are put forward from the perspective of each stakeholder.  相似文献

We study how local leaders matter for economic growth by examining the impacts of exogenous transfers of leaders across China’s provinces on land transactions in the primary market. We find that new provincial leaders attract investment in industrial land from the provinces of their previous positions. The leaders’ impacts are greater when their freedom to deploy their business connections in the land market is greater. More importantly, we find evidence of positive impacts of land transactions on economic growth, which should bode well for the careers of the local leaders, albeit there is some evidence of rent seeking among officials especially when they are too old for further promotion.  相似文献

We collected 469 frontal face images of Ukrainian cabinet ministers who were in office in 2000–2020. For each image, the minister's body mass index was estimated using a computer vision algorithm. The time series of median estimated body mass index of cabinet ministers co-moves over time with two existing measures of corruption – World Bank worldwide governance indicator Control of Corruption, and the discrepancy between the quantity of luxury wristwatches exported from Switzerland to Ukraine (reported by Swiss statistics) and the corresponding quantity imported by Ukraine from Switzerland (reported by Ukrainian statistics).  相似文献

在政府给予绿色补贴的情况下,考虑企业销售努力对绿色供应链决策的影响.以一个制造商和零售商构成的二级绿色供应链为研究对象,建立制造商主导和零售商主导的不同权力结构下的绿色供应链决策模型.通过对比分析不同模型决策,进一步采取算例分析进行验证,为企业实施绿色供应链管理提出相关建议.研究结果表明:政府绿色度补贴系数改变了产品绿色度、批发价格、销售努力、零售商利润、制造商利润以及供应链总体的利润;销售努力的投入会影响产品的批发价格以及零售商利润;无论是否考虑销售努力,集中决策下,供应链的效率总是大于分散决策下的效率;零售商主导的分散决策下,供应链效率高于制造商主导时的供应链的效率.  相似文献

Haze pollution has become a new threat to China's sustainable development, but it may be that local government behaviour can play an important role in the prevention and control of pollutants. A dynamic spatial autoregressive (SAR) model is used to study the relationship between local government competition and haze pollution. To further explore the indirect impact of factor market distortion on haze pollution and control potential endogeneity problems, a newly developed intermediary effect model that incorporates the characteristics of the generalized method of moments (GMM) is utilized to explore how factor market distortion indirectly affects haze pollution. The research results show that regional haze pollution in China is characterized by significant spatial correlation, and local government competition has a positive impact on haze pollution; that is, local government competition exacerbates haze pollution. In general, local government competition not only directly leads to an increase in haze pollution but also further intensifies it by distorting the local factor market, and the intermediary role of factor market distortion is approximately 7.04%. The results of the regional inspection found that competition among local governments in the eastern region did not lead to haze pollution, and distortion of the factor market did not exist as an intermediary effect. However, both direct and intermediary effects are significant in the central and western regions. Therefore, an official performance appraisal system that includes ecological constraints should be established to guide the benign transformation of local government competition, and an environmental management mechanism must be developed for joint prevention and control to reduce haze pollution. Following years of fast-rising debt levels, we show that the Covid-19 crisis worsened an already deteriorating fiscal position in South Africa. To restore fiscal sustainability in the aftermath of the crisis some commentators argue that higher government expenditure will grow GDP sufficiently to stabilise the debt/GDP ratio. We reject this, showing that although a real increase in expenditure stimulates economic growth (a short-run, once-off effect), the public expenditure/GDP ratio exceeds the level at which an increase in the ratio positively impacts growth. We then explore the past efforts of government to maintain or restore fiscal sustainability by estimating a fiscal reaction function using a Markov-switching model. Following the impact of the Covid-19 crisis on the budget, we subsequently establish the deficit, expenditure and revenue adjustments that the government will have to make to restore fiscal sustainability. Finally, we consider the merits of introducing a debt ceiling.  相似文献

本文基于2018—2020年“中国城市生活质量调查”数据,以新冠肺炎疫情为一次准自然实验,利用双重差分法,检验新冠肺炎疫情对消费者信心的影响。研究发现:新冠肺炎疫情在一定程度上降低了消费者信心,但收入较高人群的消费者信心非但没有降低,反而升高了。另外,从政府信息公开角度进行机制检验发现,政府关于新冠肺炎疫情方面的信息公开会在一定程度上缓解疫情对消费者信心的负面影响。因此,应当理性地看待新冠肺炎疫情对消费者信心的影响,针对特定群体制定相应的政策措施;同时,充分利用各种信息公开渠道,缓解疫情对消费者信心的负面影响,提振消费者信心,激发市场活力。  相似文献

从世界范围来看,房地产税在地方税体系建设中具有不可替代性,但税制设计的特殊性和征收过程的复杂性也使其备受争议。本文着眼于从理论和实践结合的角度,较为系统地分析世界房地产税发展中已取得的共识、仍存在的争论,以及对中国具有启发性的结论。首先,通过分析房地产税作为地方主体税种的优势解释其建立和发展的必要性。随后从两个方面分析房地产税征管中存在的矛盾、已有对策及其有效性:其一,以核心指标为基础建立税收收入分析框架,实现对政策行政因素的分析;其二,从纳税人的厌税情绪和对公平性的冲击两个方面实现对社会经济因素的分析。最后,尝试得出房地产税征收和改革中应遵循的共识性路径,并总结像中国一样的发展中国家应额外关注的关键点。  相似文献
