Can simplifying customs procedures reduce tariff evasion? We measure tariff evasion as the mis-representation of import values in response to increasing tariffs. In a dataset covering 121 countries and the whole set of HS6 product categories in 2012, 2015, and 2017, we show that simplifying border procedures, that is trade facilitation, reduces tariff evasion. Holding tariff rate constant at its mean, improving a country’s overall trade facilitation performance from the 25th percentile to the median reduces tariff evasion by almost 20%. The moderating effect is especially due to improving the pre-shipment legal certainty of customs procedures. Among the potential mechanisms, improving trade facilitation performance is effective in reducing tariff evasion due to under-reporting of import prices, as well as in countries with weaker control of corruption. The results suggest that countries can gradually implement trade facilitation reforms to cost-effectively minimize tariff evasion.  相似文献

文章以多区域投入产出模型为基础,研究了中国省级和行业层面基于消费端的碳排放及碳转移,并解析了碳中和导向下的碳减排模式。结果表明:23个省份本地消费碳排放大于外地输入碳排放;资本形成是碳排放最大贡献者;能源生产和供应业以及非金属和金属业是碳转移的主要行业,能源生产和供应业输出碳排放量最大的内蒙古主要输出给北方地区,非金属和金属业输出碳排放量最大的河北主要输出给江苏等省份;中国30个省份可以根据消费端碳排放的来源特征和净碳转移方向分为四类。在碳中和目标导向下,本研究有助于倒逼各省份绿色发展和绿色低碳产品的输出,绿色低碳也将是未来贸易市场趋向。  相似文献

基于玉米和大豆等粮食国际、国内价格历史数据,运用协整及误差修正模型、脉冲响应函数等方法,揭示国际粮价对国内粮价的传导作用及影响路径。理论分析表明,国际粮价通过进口直接路径、进口产品成本路径和进口替代路径等三个子路径传导至国内粮价。实证检验发现,国际大豆价格进口直接路径和进口产品成本路径传导均比较充分,即国际大豆价格会影响大豆进口价格,进而影响国内大豆价格,最终影响国内豆油价格;国际玉米价格进口直接路径和进口产品成本路径传导则不充分,国际玉米价格会影响玉米进口价格,但是对国内玉米价格和国内玉米淀粉价格影响程度较低;而在进口替代路径中,玉米和大豆的国际价格传导均不充分。我国应继续推进以提质增效为目标的农业供给侧结构性改革,加大粮食生产科技投入力度,调动农民种粮积极性,集中力量提高粮食供给质量和效率;坚持粮食进口仅为调剂国内供求余缺的方针,把握粮食安全的主动权;建立健全粮食市场的价格调控体系及风险防控体系,规避国际粮食市场剧烈波动对国内粮食市场的影响。  相似文献

文章探讨了中国贸易自由化进程对犯罪活动的影响及其发生作用的机制。研究基于中国产品层面的关税数据,构建差异性的地区贸易保护指标,衡量各地区贸易自由化程度,进而利用2000-2011年省级面板数据,运用固定效应模型与工具变量法实证检验贸易自由化与犯罪率之间的关系及潜在人口流动的影响机制。结果表明:中国加入WTO后,贸易自由化显著推升了犯罪率水平,且贸易自由化程度越深入的省份,犯罪率提升程度越高,地区效应显著;贸易自由化主要通过增加外来人口流入等渠道推升了犯罪活动。因而,中国在进一步对外开放过程中,要注重处理好贸易自由化带来的负面效应和由此产生的额外社会成本,更加注重流动人口权益的保障,消除劳动力市场扭曲,最小化贸易自由化可能带来的不利影响。  相似文献

高速铁路凭借其特有的技术经济特性成为影响城市贸易发展的重要驱动力,但其对城市进出口贸易有何影响及如何影响需进一步探索。通过对三个开放等级度56个城市的2006-2018年面板数据,运用双重差分模型(DID)进行实证研究,分析出高铁对城市贸易发展的影响情况。结论表明:高铁对开放程度较低城市的贸易发展有显著的促进作用;高铁对总体城市的贸易发展的影响并不显著;高铁主要是通过促进城市进口贸易的发展来提升城市贸易的整体水平。  相似文献

We investigate the effects of the 2008 New Zealand (NZ)–China free trade agreement (FTA) on exports from NZ to China, and real GDP per capita in NZ using the synthetic control method to estimate the counterfactuals. NZ exports to China were more than 200% higher in 2014 than what they would have had the FTA never been signed. NZ's food and live animals exports to China were more than 180% higher in 2014 than the counterfactual. Our counterfactuals indicate a small but negative effect of the FTA on NZ's real GDP per capita between 2009 and 2012.  相似文献

The establishment of the Customs Union of Russia, Belarus and Kazakhstan in 2010, succeeded by the Eurasian Economic Union in 2015, constituted an important discontinuity in the development of post-Soviet regionalism: while the preceding organisations remained cases of ‘ink-on-paper’ regional integration, in the case of the Customs Union the members actually implemented their commitments. This creates an important theoretical challenge: the literature (which the previous experience of Eurasian regionalism was very much in line with) conjectures that authoritarian states are unable to successfully implement an economic regional integration agreement (RIA). The aim of the article is to explore the conditions under which implementation of economic RIAs by autocracies happens. We argue that the implementation is influenced by the extent of economic, social and political ties between member states, and suggest that, unlike democratic states, which are more likely to implement a RIA where there are strong economic ties, non-democracies are more likely to do so in the case of intermediate economic dependence.  相似文献

Structural changes, i.e. long-run changes in the agriculture-manufacturing-services-structure, are a key property of growth and development processes with massive impacts on economy and society and are part of actual debates regarding policy in developing and developed economies. While traditional literature has attempted to explain structural changes by using autarkic models, recent literature has emphasised the importance of deriving theories of structural change using open economy settings. We elaborate on the impacts of intermediate trade on sector structure. In particular, we study how import of intermediate products, which is increasingly feasible due to improvements in transport technology and political integration, affects sector structure in a multi-sector growth model with capital accumulation. This topic has not been studied in the previous literature on structural change in open economies, despite the fact that intermediate imports and capital accumulation are central aspects of modern developing and developed economies. We show that the impacts of intermediate trade on sector structure depend on three factors: productivity gains from trade, specialisation in international trade and development stage. Depending on the constellation of these factors, intermediate trade may accelerate, decelerate or have no effect on structural change. Thus, the effects of intermediate trade may vary strongly across countries.  相似文献

Declining unionization rates and job polarization are two important labor market developments of recent decades. A large body of literature has analyzed these phenomena separately, but little has been done to see whether there is a link between them. We employ a macroeconomic model for a small open economy with a large input–output core to analyze how deunionization may cause job polarization. Our analysis shows that medium-skilled workers are negatively affected by deunionization, mainly as a result of the heterogeneity of the elasticities of substitution between different types of labor. While the elasticities of substitution between high- and medium-skilled labor are relatively low, the elasticities of substitution between medium- and low-skilled are relatively high. As a result, when deunionization leads to increased wage dispersion, we find that demand for low-skilled increases at the expense of medium-skilled labor, thus yielding a more polarized labor market.  相似文献
