促进中国经济高质量发展的必由之路是优化营商环境,提升区域竞争力。目前我国面临着国际内外的复杂局势,经济未来的发展趋势不容乐观,为此我们要深入落实新的发展理念,建立新的发展思路,构建新的发展格局。优化营商环境应实现建立服务型政府,实现企业经营环节的全覆盖,降低制度性交易成本、建立完善的商业系统生态链、打造具有中国特色的营商环境。     

基于激光点云的高墩垂直度偏差分析方法

现代桥梁工程中高墩桥梁屡见不鲜,桥墩垂直度已成为评定桥墩施工质量的重要指标之一.以新疆某特大桥项目为依托,针对高墩垂直度检测结果实用性低的问题,提出一种采用三维激光扫描技术对高墩垂直度进行非接触测量分析的方法.利用三维激光扫描仪快速获取高墩结构全局点云信息,对桥墩点云进行拼接、降噪等预处理,采用编程算法实现了桥墩节段中心点和垂直度偏差的计算,并得到了垂直度偏差变化规律图.最后将该方法与传统方法进行对比.结果表明:利用三维激光扫描技术对高墩进行快速测量,能够获取桥墩中心轴线的三维空间线型,精确分析并定位最大偏差位置,显著提高垂直度测量结果的实用性,具有良好的工程应用前景,并为后续研究桥墩垂直度问题提供了新思路.     

Consumer Preferences for ‘Localness’ and Organic Food Production

While organic food is based on well-defined production criteria, the criteria for ‘local’ food are less clear. This study investigates the preferences and trade-offs of distinct consumer segments relative to organic production and several dimensions of local food (sales channel, size of company, and geographical location of animals used in the production). The analysis is based on a quantitative survey of 505 Danish consumers and a choice experiment involving beef salami. Data were analyzed in a principal component and a latent class analysis. We identify five consumer segments whose preferences for organic and local product attributes differed substantially. Most respondents considered geographical proximity in the raising of cattle to be the most important attribute and a third of the consumers were willing to pay a premium for organic salami. The segmentation provides more detailed information about stated consumer behavior than what is typically elicited when considering only average consumer behavior.     

The rise of Mexican entrepreneurial migration to the United States: A mixed‐embeddedness approach

Although many studies have analyzed the behavior of high‐skilled migration to the United States, few have focused on the escalating migration of Mexican entrepreneurs, and particularly on the determinants of this kind of high‐skilled migration. This article addresses this gap through a qualitative approach conforming to quantitative procedures, based on 20 in‐depth interviews applied to Mexican entrepreneurs working and/or living in the United States. Theoretically, a mixed‐embeddedness approach guides this research because it allows examining both the individual characteristics of Mexican entrepreneurs, and the influence of the home and host countries' institutional contexts on their business endeavors. Findings revealed Mexico's institutional weaknesses, such as insecurity, corruption, and bureaucracy, are important drivers of migration but so are the perception of a friendly U.S. fiscal system, the search for a better quality of life, and the appeal of a more transparent business environment.     

农户减少化肥用量和采用有机肥的意愿研究——基于洱海流域上游面源污染防控的视角

[目的]过量施用化肥导致水体富营养化是造成洱海流域上游面源污染的主要原因之一,调查分析农户减少化肥用量和采用有机肥的意愿有助于了解其调整施肥结构的行为。当前研究忽视了农户减少化肥施用强度和采用有机肥的意愿间的替代性,未能开展联立研究。[方法]基于洱海流域上游397个水稻种植户的问卷调查数据,通过Bivariate-Probit模型对农户减少化肥用量和采用有机肥两种意愿进行分析。[结果]年龄负向影响农户减少化肥量的意愿,农户对有机肥好处的认知正向影响其减少化肥量的意愿,农户参加农业社会化服务对其减少化肥用量和采用有机肥的意愿均产生正向影响,相比之下,对农户采用有机肥意愿的促进作用更大。[结论]引导农户参加农业社会化服务以及加强宣传和培训,提高农户对有机肥作用的认知可能是加强其减少化肥用量和增加有机肥施用量意愿的有效途径。     

基于熵值法的高质量发展综合评价研究

探索高质量发展评价指标体系是当前社会各界面临的极富挑战性和开创性工作。从生产、分配、交换和消费四个环节选取23个指标构建高质量发展指标体系,利用熵值法对2000—2015年我国经济高质量发展进行评价。在此基础上从提升全要素生产率、调节国民收入分配格局、助力文化消费以及防范市场风险等层面提出政策建议。     

结合像素域JND阈值空间相关性与图像块类型的残差滤波算法

为了更好地将人眼视觉感知特性应用于视频压缩系统，从而去除视频的视觉冗余成分，在利用像素域的恰可察失真(Just Noticeable Distortion,JND)阈值的基础上，结合JND阈值的空间相关性与图像块类型，提出了一种改进的残差滤波算法。该算法首先在像素域计算出每个像素的JND阈值，然后在变换单元(Transform Unit,TU)中挖掘每个像素JND阈值与其周围邻近像素JND阈值之间的空间相关性，再利用索贝儿(Sobel)边缘检测算子将TU分成不同类型的图像块，并且计算出对应的复杂度因子，最后结合上述像素JND阈值的空间相关性和TU复杂度因子对TU残差进行滤波。提出的算法模型可以嵌入到高效率视频编码(High Efficiency Video Coding,HEVC)框架。实验结果表明，在全I帧配置下，提出的算法与标准算法HM16.0相比，在人眼主观感知质量基本一致的情况下，平均可节省16.1%的码率。

The Impact of Sustainability Aspects in the Meat Sector: A Cluster Analysis Based on Consumer Attitudes and Store Format Choice

Several consumer studies have shown considerable market potential for sustainable meat products, however, their markets shares are still marginal. In Germany, the sustainable aspects “organic,” “local origin,” and “animal welfare” are of special interest. To obtain a precise overview of potential target groups for these meat categories and their choice of store format, 620 German consumers were surveyed on their attitudes toward sustainable meat production and their shopping behavior. First, target groups based on consumers’ attitudes were identified by cluster analysis, taking into account possible overlaps. Consumers were also clustered by their store format choice and their preferred type of meat packaging. A cross tabulation of the results then provided insights into which store format and type of meat packaging is preferred by the target groups for sustainable meat products. Due to overlaps found in the target groups, the existence of important subgroups was shown. Amongst the target groups, only a slight preference for unpackaged meat products was found. Basically, the offer of sustainable meat products appears of interest for all store formats, with particular emphasis on supermarkets. The results of this study can support producers and retailers developing new and tailored marketing strategies for sustainable meat products.     

X频段高频谱纯度频率合成器设计

针对高灵敏度接收机对频率合成器的高技术指标要求，构建了一种融合了直接模拟、直接数字以及间接数字的频率合成技术方案，根据该方案，成功实现了频率合成器的工程研制。通过测试，频率合成器相位噪声达-112 dBc/Hz@5 kHz，杂散抑制优于-75 dBc，频率分辨率小于1 kHz，10 MHz跳频时间约为13 μs，满足了高灵敏度接收机对频率合成器的高技术指标要求，为高纯度频率合成器的实现提供了一条新途径。
