疫情期间国际工程投标报价风险分析及费用计算方法研究

随着我国经济的快速发展和“走出去”、“一带一路”倡议的实施,越来越多的企业在政府的带动下开始进军国际市场,但是国际工程往往施工周期长、金额较大、技术复杂、政府干预较多、不确定性因素多,风险与机遇并存,针对2020年全球新冠病毒蔓延这一特殊的时期,企业更应在投标阶段做好风险分析、测算、管控工作,合理规避风险,总结经验教训,保证企业履约能力和竞争性。     

关于企业成本管理的探讨

成本管理是预算管理和绩效管理的前提,企业需要正确地将成本进行分类、计量和归集。恰当的成本管理制度可以帮助企业提升运营效率和业务绩效,同时企业的流程改善、突破和优化与成本管理密不可分。另外,管理者需要令客户对产品和服务满意,并且有效控制各项成本。企业成本管理不是单纯地降低成本,而是通过利用成本分析工具,有效地管理和规划资源,进而提高总体运营效率,保证企业总体绩效的持续改善。论文通过成本计算制度的制定方法和业务流程改善分析技术两方面对成本管控进行探讨。     

Salvador Allende's development policy: Lessons after 50 years

Last year, 2020, was the 50th anniversary of the opening of the ‘Chilean road to socialism’ by Salvador Allende. Although the Allende government is the political reference for the 'socialism of the 21st century’ in Latin America, international supporters tend to disregard the primary cause of its downfall, focusing instead on the circumstances of Allende's death. This article explains the link between the Allende government's development policies and its macroeconomic outcomes between 1970 and 1973. It finds that Chile's economic collapse had an endogenous cause related to government policies. This supports the views of Mises and Hayek on the feasibility of socialist economic policies. Policymakers and commentators should recognise essential lessons from the Chilean experience to learn from past errors and effectively promote Latin America's economic development.     

Marx 200: The Abiding Relevance of the Labour Theory of Value

ABSTRACT

Marxist political economy is alive and well, and not just because of the habitual turn to Marx in response to any crisis of capitalism. Both through Capital and through the continuing evolution of Marxism, Marxist political economy offers valuable insights that can illuminate the modalities of social and economic reproduction and the relationships between (different aspects of) the economic and the non-economic. Marxism’s presence has been felt through its own internal debates and debates with other approaches to political economy, and even through its influence on those reacting against Marxism. The key to the continuing relevance and analytical strengths of Marxist political economy lies in its capacity to provide a framework of analysis for unifying disparate insights into and critiques of the contradictions of capitalism across the social sciences. The instrument for forging that unity is Marx’s theory of value, the potential of which is examined and illustrated with reference to the Sraffian critique and two key concepts in Marxian political economy: the value of labour power and financialisation. They are explored in the light of the processes of commodification, commodity form and commodity calculation.     

一种可考虑形状效应的浅埋板锚极限抗拔力计算方法

现有的板锚极限抗拔力计算方法只考虑了常规形状锚板的情况,不适用于特殊形状的锚板。为了更好地指导工程实践,在总结已有研究的基础上,研究了圆形、方形、正三角形和风筝形锚板,假定锚板的破坏面从锚板的侧面以膨胀角向上延伸,形成与锚板自身具有相同横截面形状的棱台,结合数学和力学理论分析,提出了一种可以考虑形状效应的浅埋板锚极限抗拔承载力计算方法,并将简化方法计算所得承载力和公开试验结果进行对比。结果表明,简化计算方法适用于埋深与板宽之比小于5的浅埋情况,且具有较高的精度,可以在初步工程设计中加以应用。研究结果为多种形态的浅埋锚板极限抗拔力计算提供了新的方法,可为类似工程项目的设计提供参考,具有一定的工程借鉴价值。

Political markets? Politics and economics in the emergence of markets for biodiversity offsets

This paper analyses the relationship between politics and performativity of economics in the emergence of markets for biodiversity offsets. While the role of economics in constructing markets has been demonstrated by sociology and social studies of science, it has also become apparent that politics plays an important role in the material outcome of economic experiments. Two case studies of the creation of markets for biodiversity offsets are analysed, in the United States and England. The findings suggest that the creation of both markets is rooted in the language, concepts and models of economics. Politics, on the other hand, functions as a mediator of the material expression of those models. Through this mediation effect, similar economic models are performed differently, resulting in a variety of markets. This suggests that the material outcomes of processes of market creation are not defined at the outset, but can be influenced by political processes.
