A Framework for the Simultaneous Measurement of Spatial Variation and Temporal Movement in Prices in a Heterogeneous Country: The Dynamic Household Regional Product Dummy Model

This paper contributes to the growing literature on spatial prices in large heterogeneous countries. While the literatures on spatial variation and temporal movement in prices have grown in parallel, this study marks a departure by providing a unified treatment and proposing a comprehensive framework that allows both approaches. The proposed model is based on twin extensions of the household version of the “country product dummy model” by allowing for a dynamic stochastic specification and interdependence of spatial prices of geographically adjacent regions. Tests of temporal stability and regional independence of the estimated spatial prices are proposed and applied in this paper. The paper shows that the introduction of an autoregressive error process of order one, AR(1), improves the efficiency of the estimates of parameters, urban‐rural and temporal price indices under certain conditions. The Indian application points to a rich potential for using the proposed framework in cross country comparisons such as the International Comparison Program (ICP) exercises.

Improving footprint calculations of small open economies: combining local with multi-regional input–output tables

In a small, open and resource-poor economy, import and export dependency have an ever-growing impact on local policy decisions, which makes local (environmental) policy-makers increasingly depend on global data. This increases the interest in models that link local production and consumption data to global production, trade and environmental data. The recent increase in availability of global environmentally extended multi-regional input-output tables (EE-MRIO tables) provides an opportunity to link them with existing local environmentally extended input-output tables (EE-RIO tables). These combined tables make it possible (1) to analyse the links between local and global production and consumption and (2) to study global value chains, material use and environmental impacts simultaneously. However, estimations using input-output (I–O) analyses contain errors due to imperfect databases. In this article the magnitude of specification, aggregation and time errors are estimated and compared. The results show the need to combine local datasets with multi-regional ones and show that highest detailed (country and sector levels) as well as time series of I–O tables are the way forward for using I–O analyses in local policy-making. The paper provides guidance on trading off investments in model adoption and/or extension and the reliability of estimation results.     

国际间政府采购技术规范体系框架的构建

《政府采购协议》（Government ProcurementAgreement，GPA）是WTO管辖的单项贸易协议，是各缔约方对外开放政府采购市场，以实现政府采购国际化和自由化的法律文件。我国于2007年12月正式启动了加入GPA谈判。文章深入分析了WTO《政府采购协议》（GPA）有关技术规格的规定及GPA成员国技术规范体系，通过剖析国际间政府采购关键技术节点，以功能和性质为依据构建了我国国际间政府采购技术规范体系框架。

产品垂直差异、产品内分工与南北贸易

存在产品垂直差异和产品内分工的贸易模型可以更为深刻地考察南北贸易的模式及影响因素。其中,生产技术仍然是决定生产分工格局的重要决定因素,当其他条件保持不变时,如果南方生产技术水平提高,其将扩大生产范围,在保持生产原有质量产品的情况下,向更高质量产品的生产领域进军。而北方发生技术进步时,其生产范围将缩小,抛弃低质量产品的生产,专攻高质量产品的生产。当两国分别在不同的生产阶段发生技术进步时,基本变化趋势是使本国发生技术进步的生产阶段趋向高质量产品的生产。     

高层住宅含钢量新旧规范对比研究

随着房地产经济环境的变化,房地产开发商愈加重视结构的经济性和含钢量对造价的影响。2011版结构新规范的执行对结构的含钢量指标变化较大,直接影响结构经济性。本文根据新规范的实施,实例统计地震烈度6度区高层住宅含钢量的变化,统计建筑面积、钢筋级别、抗震等级在高层住宅中的影响情况,并且分析了含钢量的统计影响因素,以提供资料数据予房地产开发商造价控制以及结构工程师的结构优化。分析结果表明,新规范的执行使得含钢量和混凝土用量均增加5%以上,其影响不可忽视。

文章首先对无人机飞行品质规范发展现状进行了分析,介绍了国外无人机飞行品质规范的研究前沿;针对飞行品质规范的强制性问题进行了分析;最后总结了对我国无人机飞行品质规范发展的几点启示。
