This commentary is inspired by my participation in the conference on post normal science: New Currents in Science: The Challenges of Quality, 2016, Ispra.First, I will describe Japanese commitment to PNS, which consists of a part of the long history of the Japanese response to European citizens' science/technology movement, in the framework of the introduction of Post-Normal Science in East Asia.Then I will re-examine the relationship between techno-science and democracy after 3/11 Japan, where triple disaster has radically changed the relationship between science/technology and society, and hence the very nature of Japan as a democratic society. Japan had been returning to an authoritarian state and technocratic nation in the aftermath of 3/11. As for the citizens' sphere, since 3/11, Japanese society has been badly divided; in fact, the current division of Japanese society is as bad as that of the Trumpian US.I have applied several conceptual tools to analyze this post-3/11 situation of Japan, that it was created by a combination of 'disaster capitalism' (a concept described by Naomi Klein (2008)), and 'normalcy bias'. The new political climate in post-3/11 Japan results in part from the politics of emergency, and partly from the manipulation and distortion of democracy.From the viewpoint of democracy and science, cases of thyroid cancer in Fukushima and its surroundings are a serious and even pathetically painful issue. One hundred seventy two children in and around Fukushima have already had their thyroids removed in surgical operations. But any suggestion of causality between the Fukushima incident and thyroid cancer is officially rejected. It is announced by the authority's voice that "radioactivity risk is safe, take it, because risk creates chance", like the proclamation given in the novel 1984 by George Orwell. Behind this is another historical psychology, that Japan has overcome Hiroshima and Nagasaki and made a great success in economic development. Post 3/11 Japan is judged as not a good place to discuss science and technology in a deliberate manner supported by a reasonable democracy with mutual understanding and value-free examination of techno-science in action. But, in this time of serious social divide and political populism, can PNS and a citizens' science approach now lead the way to fill in the gap? Are there any lessons from PNS that can be applied to post3/11 Japan? The question is still open.  相似文献

The use of Robotic Process Automation (RPA) is rapidly growing in the professional services sector such as auditing. Despite the great benefits RPA can offer, RPA failure rates are still high. In this research, we draw on socio-technical systems theory to examine the challenges of using RPA in the various phases of auditing and how auditors address these challenges. By interviewing experienced partners and auditors in auditing firms and technology companies, we show that challenges arise when there is a lack of fit between the technical requirements of the RPA tool (technical subsystem) and the skills and knowledge of the auditors and clients (social subsystem). We discuss our findings and provide valuable practical implications and opportunities for future research.  相似文献

This article draws on scholarship in Southern theory to ‘world’ the study of water’s urbanization. This means complicating scholarship by widening the focus beyond the application of Northern norms to engage with complex and diverse practices in Southern cities. For water’s urbanization, this means focusing on what water supply is for the majority: neither the centralized piped‐water network nor its absence, but the range of practices and technologies that unite people, nature and artefacts in a complex socio‐ecological politics of water. Drawing on scholarship from Southern urbanisms, urban political ecology, and science and technology studies, we illustrate how expanding water’s urbanization to include more than networked infrastructure in Jakarta draws attention to the importance of ecological connections between piped water, groundwater, wastewater and floodwater. Thinking beyond the network requires deeper engagement with the ecological connections between the diverse flows of water in and around urban environments. These produce distinct forms of fragmentation that are missed when analysis is limited to piped‐water supply. The emphasis on ecological connections between flows of water and power seeks to draw attention back to the importance of the uneven exposure to environmental hazards in cities in which neither water nor nature are wholly contained by infrastructure.  相似文献

Contemporary military practice relies more and more on technology and its artefacts and seem to have become, thereby, large-scale socio-technological systems; systems in which the social and the technological are closely tied together. An important issue in these kinds of systems, especially military ones, is how to safely use this technology. This paper reviews the literature for research on risk and safety in large-scale socio-technological systems for their ability to account for the complex dynamics from which safety in these kinds of systems tends to emerge – or not. After this, it evaluates some current accounts of risk and safety in the military specifically, so as to assess the ‘status’ – or analytical strength – of accounts of risk and safety in this domain. More rigour is needed in evaluations of risk and safety of technology in the military so as to provide analyses with sufficient analytic strength. This rigour, it turns out, can often be found in the interdisciplinary STS (science, technology and society) literature that, until today however, does not often seem to address risk and safety of large-scale socio-technological systems directly, and which seems to pay even less attention to risk and safety in the military.  相似文献

Bicycling infrastructure has flourished across Latin American cities as urban activists who cycle have pressed municipalities to grant space on the streets. This article analyzes the ways urban cyclists use and create bicycling infrastructure in the city of Quito, Ecuador. It uses an ethnographic approach to understand how infrastructure is systematically produced through various relationships with human actors and non‐human phenomena. The article starts from the perspective of the ethnographer moving within the assemblage of the feminist bicycle collective Carishina en Bici. The ethnographer drew on feminist science and technology studies (STS) approaches to cultivate everyday relationships of ‘care' to become a moving part of an infrastructural assemblage. The study of infrastructure entails carefully choosing research relationships that result in intra‐action, or the coming together of the subjects and objects of a study to produce infrastructure. The article uses the term experimental infrastructure to reveal the procedures of studying and analyzing the political dynamics that result from bicycling infrastructure. It draws on 15 months of fieldwork in Quito, Ecuador, and participatory photo travel diaries of cyclists to demonstrate how bicycling infrastructure is a point of intersection as well as an active site for making democratic claims to the Andean city.  相似文献

The notion of the ‘urban laboratory’ is increasingly striking a chord with actors involved in urban change. Is this term simply a metaphor for urban development or does it suggest urbanization by substantially different means? To answer this question, we review the work of science and technology studies (STS) scholars who have empirically investigated laboratories and practices of experimentation over the past three decades to understand the significance of these spaces of experimentation in urban contexts. Based on this overview of laboratory studies, we argue that urban laboratories and experimentation involve three key achievements — situatedness, change‐orientation and contingency — that are useful for evaluating and critiquing those practices that claim to be urban laboratories. We conclude by considering some future directions of research on urban laboratories.  相似文献
