Writing on the Wall: Street Art in Graffiti‐free Singapore

The legalization of graffiti in many cities has impacted urban landscapes and the way artists and the public view graffiti, street art and the city as well. This article considers the genesis, process and consequences of legal walls programmes firstly by introducing and differentiating the key terms ‘graffiti’, ‘street art’ and ‘legal walls’, then by examining an empirical case, that of Singapore. Renowned as a graffiti‐averse and litter‐free city, Singapore's recent about‐turn in legalizing illicit art forms illustrates changing government perspectives on creativity and legality in the country. Why the government has effected this change, how artists and members of the public have responded to it and the resultant art forms are critically explored. The conclusion reflects on four key lessons from Singapore for cities in general.     

从天文之美到暗夜保护——科学、艺术、环保融合理念下的天文科普实践

科学普及是实现国家创新发展的两翼之一，是提升全民科学文化素质的重要工作。针对新时代中，公众对科普服务的多元化需要，分析论述作为自然科学之一的天文学具有天然的艺术美属性，具备很强的科学与艺术相结合开展科普工作的基础。同时，从天文观测与暗夜的密切关系出发，论述了在“我们应该追求人与自然和谐”的科学环保观的理念下，将暗夜星空保护融入天文科普中的必要性，分享了北京天文馆将天文之美、暗夜保护等内容融入天文知识传播中的科普实践工作案例，得出了开展科学、艺术、环保融合理念下的天文科普工作符合公众和时代需求的结论。     

Creative Cities,Graffiti and Culture-Led Development in South Africa: Dlala Indima (‘Play Your Part’)

Creative cities and culture-led development discourses have come under increasing scrutiny as elite-centric economic development agendas tend to trump ‘civic creativity’ ideals as imagined by Charles Landry. In South Africa, culture-led development and cultural policy tends to primarily mimic that of the global North, largely focusing on culture as a catalyst for economic and property development. Public art commissioning processes tend to focus on decorative projects as part of urban upgrading, which are often associated with ensuing gentrification and displacement of the urban poor. In contrast to focusing on these kinds of regeneration strategies, this article investigates Dlala Indima, a hip-hop-led graffiti project in a rural township in the Eastern Cape of South Africa. This article situates graffiti as a critical social and spatial practice to argue that this case challenges normative cultural planning paradigms. Dlala Indima's work is an alternative approach to cultural development by and for young people who are usually marginalized by the mainstream practice of culture-led economic development. The project challenges dominant creative cities and culture-led development discourses in three ways: first, it challenges the normative processes of regeneration; secondly, it grounds participatory practice; and finally, it shifts participation from ‘tyranny to transformation’ through the ubuntu of hip-hop, the notion of ubuntu being based on the communitarian notion of ‘ubuntu, ngubuntu ngabantu’—‘I am because you are’.     

The evolution of tourist arts

Tourist arts with ethnic content are at the nexus of changing tourism, ethnicity and art in the modern world. This paper explores the range of varieties of tourist arts, the dynamics of change between various types of artifacts, and the interaction between tourist arts and notions of ethnic self-perception. The analogy between language and art is pursued to illuminate the nature of the various communication codes embodied in tourist and ethnic arts. The paper concludes by stressing that tourist arts are not an end-point, but one possibility within the fluid relationships between material symbols, outsiders' demand, and the defense and reformulation of ethnicity. It also concludes that the evolution of ethnic awareness, combined with increased education and travel opportunities, is bringing a uniformity of attitudes towards tourism, material heritage, and museums among the middle classes of all nations. Thus minority ethnic symbols have become the manipulated “totems” of touristic identity.     

艺术类高校质量监控体系存在的问题及对策研究

本文从艺术类高校质量监控的传统形式出发,分析了当前艺术类高校教学质量监控体系存在的问题,并根据艺术类学校的特点,针对艺术类院校教学监控体系中存在的问题提出了对策。     

The Investment Performance of Art in Mainland China

This article investigates price determinants and investment performance for paintings from mainland China using hedonic regression analysis applied to a new dataset from over 190,000 auction transactions. The price index obtained indicates that from 2000 to 2015, the average annual appreciation in value of Chinese art was 8.42% in real USD. Compared with American artwork, global artwork, and traditional financial assets, Chinese art possesses a comparatively better risk and return profile and a low correlation with other assets. Finally, regarding the masterpiece effect, the conclusion is that highly priced Chinese art does not underperform the market.     

浅谈教练员的指导能力

我国城市公共艺术设计现状及对策研究

随着经济的不断发展,公共艺术已成为一个国家、地区城市发展程度的重要体现,作为一种服务于大众的艺术正逐渐融入我们的生活当中,变成生活中不可或缺的一部分。公共艺术促进着城市的发展,城市是公共艺术赖以生存的地方,二者紧密相关不可分割。本文将对我国当今的公共艺术现状和未来发展进行分析和论述,将目前城市和公共艺术两者之间的关系、公共艺术作品目前存在的问题等进行分析,并提出相关建议。
