John R. Commons and Government as Employer of Last Resort: Three Paths to a Progressive Right to Work

Abstract:

Today in the United States, a number of congressional Democrats endorse proposals that would establish a job guarantee for all Americans seeking work. Arguments for such a policy can be traced back at least to the work of John R. Commons, one of the first institutional economists. This article demonstrates that there are actually three arguments in Commons’s scholarship that provide a case for government to hire the unemployed by serving as employer of last resort. These arguments, each highlighted at a different point in Commons’s career, can be viewed in turn as legal, financial, and historical paths to public provision of work for the jobless—government employment that Commons considered part of “the right to work.” The article traces each path, highlighting insight that remains relevant and calling for greater attention to Common’s writings as a way to reclaim the right to work as a progressive cause.     

一种基于Edline线特征的车道线识别算法

为了提升车道线检测的准确性和实时性,改良车道偏离预警系统的性能,提出了一种新的车道线识别算法。首先应用投影法对采集到的图像设立感兴趣区域,以此来减少图像中存在的干扰信息;其次应用一种改进后的自适应高斯滤波算法对采集所得图像进行平滑处理,减少图像中不必要的细节;最后采用边缘绘制算法进行边缘检测,在此基础上,提出一种线段检测算法——Edline算法提取边缘线,对检测到的直线段进行筛选和聚类。利用引用计数法对车道线进行跟踪和预测。结果表明,新算法的平均处理时间为17.1 ms,准确率为96.19%,将其应用在车道偏离预警系统中可以有效地提高预警效率,提升预警的准确性和响应速度。研究结果丰富了车道线识别理论,可为车道偏离预警系统的应用及基础研究提供参考。

Revealed preferences for portfolio selection – does skewness matter?

In this article, we consider the portfolio selection problem as a Bayesian decision problem. We compare the traditional mean–variance and mean–variance–skewness efficient portfolios. We develop bi-level programming problem to investigate the market’s preference for risk by using observed (market) weights. Numerical experiments are conducted on a portfolio formed by the 30 stocks in the Dow Jones Industrial Average. Numerical results show that the market’s preferences are better explained when skewness is included.     

W. H. Hutt (1899–1988): Free Markets and Social Justice

W.H. Hutt reaffirmed the principles of classical economics and classical liberalism and, by applying them to urgent issues he observed in the world around him, he demonstrated the contemporary relevance of freedom and competitive institutions. A wide‐ranging critique of Keynes was founded upon a classical analysis of the labour market, while his trenchant opposition to apartheid advanced along economic and political paths. Hutt questioned the justice of the accumulation of wealth from the exploitation of monopoly power over generations. In all of these respects there are affinities between Hutt's thought and that of ‘Bleeding Heart Libertarians’.     

短期影响中国商品房房价因素的计量分析--基于31个省市的横截面数据

房价问题是影响国计民生的重要问题之一，分析房价的影响因素具有重要的现实意义。收集2012年北京、天津等31个省市相关指标的横截面数据，尝试在三种不同情况下用经典线性模型进行逐步回归拟合数据，再对不同模型进行比较，从而选出最优模型。最后，通过最优模型分析得出人均可支配收入与失业率是短期内影响中国商品房房价上涨的主要因素。
