自然资源资产管理：理论逻辑与改革导向

研究目的:针对自然资源资产管理的理论诠释不清、改革导向不明、自然资源的资产属性尚未充分体现等问题,本文立足新时代党和国家机构改革背景,分析自然资源资产管理的理论逻辑,明确未来自然资源资产管理的改革方向。研究方法:文献研究法,综合分析法。研究结果:新时代自然资源资产管理应当基于"权利—价值—经营—管理"的理论逻辑体系框架,其中自然资源资产权利应当包含自然资源资产所有权、资格权、使用权和管理权等对象内涵,以完整、明晰和稳定作为权利实现要求;自然资源资产价值显化应当基于生态、经济等价值的全面认知,针对不同资产类型分类采用不同价值评估方法,完善市场培育、价值调节和公平分配机制;自然资源资产经营既要保障粮食安全、生态安全和规避可能风险,又要实现高品质利用,因而应当以底量保安全,以存量、数量、质量、差量和流量保协同,优化完善编制资产负债表;自然资源资产管理则应当打破自然资源资产管理割裂的现状,实现系统统一管理并建立全平台、全过程、全资源和全空间的综合监督机制。研究结论:自然资源资产管理应以"三维立体多权化"、"生态价值具象化"、"安全品质六量化"和"系统监管综合化"为改革导向,以期全面推进未来多维、绿色、高效、安全、品质、有序的自然资源资产管理方式的切实实现。     

互联网金融规制与市场有效性改善*——来自中国网络借贷行业的证据

中国的互联网金融经历了一个先创新发展后监管规制的过程，本文通过对网络借贷行业的实证研究，分析监管规则的出台实施对新型互联网融资市场有效性的影响。实证结果表明，网络借贷平台资金的银行存管、持有ICP证等强制性规定缓解了投资者、平台企业与借款人之间的信息不对称，对克服早期平台间通过竞相承诺高回报率来吸引投资者导致的“柠檬市场”问题、对解决网贷市场上缺乏平台风险性高低有效信号的问题都起到了正向作用，有助于互联网融资市场的有效性提高。     

系统性金融风险的历史考察与防范对策

深入学习习近平在中国共产党第十九次全国代表大会上的报告，在考察20世纪以来的12次金融危机的基础上，对系统性金融风险发生的根源进行了研究，并结合我国当前系统性金融风险面临的形势，提出了防范系统性金融风险的对策建议。研究表明，将过去100多年引发金融危机的系统性金融风险的根源与我国当前的金融形势进行比较分析，可以发现我国面临的系统性金融风险形势十分严峻，必须在党的领导下，采取打击金融腐败、适当收紧货币政策、完善金融监管体系、维护币值稳定、加强金融科技监管等相关政策来防止系统金融风险的发生。     

Building responsive supervision over smaller banks in Europe: an insight from the Principal-Agent perspective

Abstract

The Single Supervisory Mechanism (SSM) is an administrative arrangement of national assistance to the ECB in exercising its exclusive supervisory competence. It sets two systems of assistance: ECB Direct Supervision (for large banks) and Indirect Supervision (for smaller and medium-sized banks) supervision. This paper analyzes dynamics between the ECB Banking Supervision as the principal and NCAs as its agents in the system of ECB Indirect Supervision. It identifies six formal (statutory) accountability and control mechanisms which are put at the ECB’s disposal to monitor the way how the NCAs carry SSM supervisory tasks when exercising the ECB’s exclusive supervisory competences under the SSM Regulation.     

BOT项目前期的政府监督问题及对策研究

政府监管是政府或政府指定的特设机构依据法律或法定授权对市场经济主体采取的一系列行政管理与监督的行为。BOT项目前期是由政府占据主导地位的，因此该阶段的政府监管更多的是对自身行为的监督。目前，该阶段存在立项规划欠缺前瞻性、招投标相关法律法规不健全、招投标存在不公平现象以及特许经营协议不完善的问题。必须充分考虑经济发展和城市规划的因素、完善BOT项目相关法律法规、规范招投标程序运作、强化政府监督的内部约束机制，以保障项目下一阶段的顺利进行。     

Discretionary HR practices and proactive work behaviour: the mediation role of affective commitment and the moderation roles of PSM and abusive supervision

Proactive work behaviour may drive public employees to proactively improve public service quality. This research seeks an insight into the role of discretionary human resource (HR) practices in fostering proactive work behaviour among public employees through the mediation mechanism of affective commitment. The data for the research variables were harvested from public employees and their direct managers from local governments at the district level in Ho Chi Minh City of Vietnam. The research results shed light on the positive association between discretionary HR practices and public employees’ proactive work behaviour, which was mediated by affective commitment. The research results also supported the role of public service motivation (PSM) as an intensifier and abusive supervision as a negative moderator for the effect of discretionary HR practices on affective commitment and proactive work behaviour. Our research model integrates discretionary HRM and proactive work behaviour research streams into public management literature.     

Does job passion enhance job embeddedness? A moderated mediation model of work engagement and abusive supervision

Academic and industrial attention has been paid to the job embeddedness as an important predictor of employee actual turnover. Studies have examined the influence of job embeddedness as an antecedent, mediator, and moderator. However, there have been few investigations of antecedents of job embeddedness from the perspective of employee characteristics. Therefore, the current study bridged this research gap and investigated the associations among job passion, work engagement, abusive supervision, and job embeddedness. Data from 278 full-time hotel employees indicated that harmonious passion was not associated with job embeddedness. Moreover, obsessive passion shared a positive relationship with job embeddedness. Both harmonious and obsessive passion had an indirect effect on job embeddedness through work engagement. Abusive supervision moderated only the indirect effect of obsessive passion on job embeddedness via work engagement. A new model is proposed based on our findings to explain factors that contribute to job embeddedness.     

昆明市工程招投标监管的探索与发展研究

针对工程招标投标领域存在的突出问题,昆明市近几年在工程招标投标监管方面进行了许多新的探索.从昆明市招标投标监管机构设置、标前监管、标中监管、标后监管4个角度对昆明市工程招标投标监管现状进行分析,并对工程招标投标监管领域的一些新趋势进行探讨,提出强化招标投标监管的建议.新技术为招标投标监管提供了新工具,需要进一步探索新技术在招标投标监管领域的应用.     

湖北省优化营商环境分析与优化研究

良好的营商环境对提升区域综合竞争力具有重大意义。本文采用近年湖北省营商环境相关数据,运用主成分分析法运算得分,从经贸环境、社会环境、基础设施、生态环境、服务环境等湖北营商环境指标,揭示相关政策措施对湖北省营商环境的促进作用,以期为相关部门完善优化营商环境政策,提升湖北省营商环境提供参考。     

基于区块链技术的互联网金融监管路径优化

论文对区块链技术的发展阶段与区块链金融的监管必要性进行了简要分析和阐述,并结合区块链金融风险内容,提出了构建我国区块链金融监管模式的有效途径,以期推动我国区块链金融长久稳定发展。
